DAKOTA mr. Andy Anderson appeared before i�he Council to
COUNTY present the County's HRA goals forl��low income and
HRA elderly housing. mr. Anderson int�oduced
Colleen Loney and Gerald Flynn of �he HRA staff.
He stated that the program is for ten of the Coun�y municipalities
and outlined.several liousing alternatives available to the
municipalities. He pointed out that eleven units'of family housing
and 57 units of elderl�y housing are needed in the'Uillage.
mr. Anderson presented the �•ouncil with a sample agreement between
the HRA and the Uillage of inendota Heights, and stated that each
of the ten municipalities would be requested to sign such an
agreement so that an application for Federal funds can be
submitted within ninety days. II
Councilman Gutzmer stated that he had attended a HRA meeting
in Hastings and that the Uillage does not me�t th�e criteria
established for elderly housing.

on a private basis to set up a housing program and that the metro
� Council has done a pilot study for the group. He�lwondered if
� there'-would be a conflict between the two groups.

While Minnesota had far too many pedestrian fatalities last year, hopefully with more

SCHOOL Olson, representing the Mendota Montessori
School, said that they had rented portions
of St. Peter's Catholic Church School to use as facilities for
ages 2� to 6 years. The proposed location to erec�t the 8 x 10'
sign would be about 50 feet from the s�op sign off the driveway
on Highway 13. They felt that the Church's 6 x 8� sign on the
parking lot was no-t big enough. The proposed sign would be on
two plywood posts about 2-2� feet off the ground.,IThe lease at

CASE #72-15 . The Village Attorne��s opinion is �hat
ALFONSO homing pigeons are to be considered as
domestic animals; therefore, according
to the Ordinance, any structure housing homing pigeons must be
located 100 feet from the nearest residence. In accordance,
the Village Attorney°s opinion is that a special use permit and
a variance are not applicable in this situationm Mr. Alfonso
disagreed with the Attorney�s opinion and claimed that homing
pigeons are not domestic animals and that his nearest neighbor is
more than 100 feet from his garage. Mr. Alfonso also claimed
that the structure was �to be used as a garage and f�r storage.
Mr. Ljungkull said that the primary use would be to'�house the
pigeons. Mr. Alfonso said that the pigeons are thorobred racing
birds. Mr. Culligan feels that the Village Attorney was correct
and the Ordinance was for health reasons. Mr. Dwinell said that
the Village Zoning Ordinance of 100 feet was derived for health
reasons at a time when people kept horses, and that the 100 feet
applied to the ownea�'s residence. Mr. Ljungkull suggested that
a permit be issued for a year; he also suggested that Miss Stewart
and some of Mrs Alfonso°s neighbors get together to',Idiscuss it,
and that Miss Stewart report back to the Commission.� The matter
was tabled until the n�xt meetingm �

be used by the inhabitants of the community. Mre Ralph Latimer,
also representing Park Ridge Village, said that the'Iwater table
type lake in the north corner of the property was checked out
for its drainage capacity�-presently drains out across Lexing�on
Avenue. Future plans by the Village for a storm sewer system
down Lexington would be a natural ponding area for the storm
sewer project. The roads would be internal and private, not
serviced by the Village. Mr. Stringer brought up the problems
that might arise in such a private project such as road maint-
enance, police and fire protection. Mr. Stringer si�ggested that
it would be in the best interest of the Village to have the
streets and feeder systems of the community dedicated to�the
Village. The price range would be $50,000 to $70,000 with
15,000 square feet per homeo Mr. 5tringer suggested that they
bring plans back to the next meeting in order �to get opinions of
people in Village. Mr. Dwinell suggested that they meet with the
Highland Heights Associatione Mr. Johnson suggested that they
file a formal application so that Midwest Planning �could act on

After reviewing the project selection criteria, I feel the Vil� age could
upgrade its score to 38 with moderate effort. With an aggressive and
significant program of low and moderate income housing and minority employ-
ment and training activities, Mendota Heights might be able to increase
their total score to 66.
Please note that the project selection system described in this memo did
not become official until mid-April, 1972, and is substantiallY different
from the selection criteria that appiied when the Village's open space
