Huber i Village of Mendota Heights I 2010 South Lexington Avenue St. Paul, Minnesota 55120 . Dear Mayor Huber, I offer my sincere congratulations to your community for its excellent pdestrian safety record and t,he special citation you have received from the AmericanAutomobile Association for 3 years without a pedestrian fatality. While Minnesota had far too many pedestrian fatalities last year, hopefully with more programs like yours and the added state emphasis the trend will reverse itself in 1972 and the following years. I I hope you continue to give pedestrian safety high priority in Mendota Heights, and that interest such as yours grows throughout tie state. June 28, 1972 I . , CA5E #7219 Application for variance for sign size. DOTA MONTESSORI Continued from June 28 meetingo Mr. Perry SCHOOL Olson, representing the Mendota Montessori School, said that they had rented portions of St. Peter's Catholic Church School to use as facilities for ages 2 to 6 years. The proposed location to erect the 8 x 10' sign would be about 50 feet from the sop sign off the driveway on Highway 13. They felt that the Church's 6 x 8 sign on the parking lot was no-t big enough. The proposed sign would be on two plywood posts about 2-2 feet off the ground.,IThe lease at the present time is for the 1972-73 school year,. The Village Attornes opinion is hat ALFONSO homing pigeons are to be considered as domestic animals; therefore, according to the Ordinance, any structure housing homing pigeons must be located 100 feet from the nearest residence. In accordance, the Village Attorney°s opinion is that a special use permit and a variance are not applicable in this situationm Mr. Alfonso disagreed with the Attorneys opinion and claimed that homing pigeons are not domestic animals and that his nearest neighbor is more than 100 feet from his garage. Mr. Alfonso also claimed that the structure was to be used as a garage and fr storage. Mr. Ljungkull said that the primary use would be to'house the pigeons. Mr. Alfonso said that the pigeons are thorobred racing birds. Mr. Culligan feels that the Village Attorney was correct and the Ordinance was for health reasons. Mr. Dwinell said that the Village Zoning Ordinance of 100 feet was derived for health reasons at a time when people kept horses, and that the 100 feet applied to the ownea's residence. Mr. Ljungkull suggested that a permit be issued for a year; he also suggested that Miss Stewart and some of Mrs Alfonso°s neighbors get together to',Idiscuss it, and that Miss Stewart report back to the Commission. The matter was tabled until the nxt meetingm CASE #72-22 Application for variance of 4'i7" from 30' FRANZMEIER front yard requirement. Future plans by the Village for a storm sewer system down Lexington would be a natural ponding area for the storm sewer project. The roads would be internal and private, not serviced by the Village. Mr. Stringer brought up the problems that might arise in such a private project such as road maint- enance, police and fire protection. Mr. Stringer siggested that it would be in the best interest of the Village to have the streets and feeder systems of the community dedicated tothe Village. The price range would be $50,000 to $70,000 with 15,000 square feet per homeo Mr. 5tringer suggested that they bring plans back to the next meeting in order to get opinions of people in Village.
