Dear Orvil:
As the result of a bid opening on August 8, 1972, for the above p�roject, a total
of four (4) bids were received as is shown on the attached bid tabulation. The
low bid of Beatson & Kelly is somewhat higher than our estimate of $62,172.00.
We have no good explanation for the difference other than the Co�tractors' appar-
ently saw the proposed work differently than we did. �
So as to rationalize the low bid figures into assessable costs, vJe took the low
bid, assumed that the work would go as planned, and after adding�20% for overhead,
engineering and administrative costs, arrive at the following: ��

Part of the higher watermain costs are caused by the fact that ttie Highway Depart-
ment, in their approval of the crossing of S.T.H. 49, has required that we place
a liner plpe around the water main where we go under the future �riving surfaces.
This was covered by an addendum to the specifications.
Restoration of Pagel Road seems to figure into the added costs b�
apparent need for careful restoration of lawns and boulevards.

The construction cost of Hazel Street into the Simek Rearrangeme'nt is much higher
than originally estimated because at the time of the feasibility� report it was
assumed that the developer would rough grade the site. During the planning
stage, Mr. Simek was contacted and indicated his preference for,lincluding all
street grading in the construction' contract. From the bid prices, tliis has added

entire street construction cost were assessed entirely to the Si�mek Rearrangement,
this could be condoned. However, lots 6 and 13 of Haselberger �ddition also will
be assessed and they do not get a benefit from the excessive exc�avation on.the
street. As a way of resolving the problem and in order to be ab�le to award a
contract, we suggest a two-stage assessment rate for Hazel Street construction.
The assessable frontage on lots 6 and 13 could be assessed at a rate of $14.00 or
$15.00 per foot, which is the cost without the heavy excavation,� while the lots in
the Simek Rearrangement be assessed approximately $22.00 per foot. This will then
account for all costs on the street project. �,
Regarding the water main portion of the project, we estimate that between 33% and
45% of the cost is for oversize pipe and for tl�e highway crossing, which costs are
not normal to average water main installation. l�Je, therefore, recommer�d that at
least 1/3 of the potential assessable rate be carried by the Uil�lage leaving a
suggested assessment rate of $11.00 to $12.00 to the benef�ted properties.
Because it appears that the low bid of Beatson and I<elly in the'lamount of
$67,773.10 is the most reasonable bid possible at this time, we�herewith recommend
that an award be made on the basis of that bid. We also recommend that consider-
ation be given to tentatively considering the following assessment rates for
financing the project:
1. 5anitary sewers to be assessed $12.00 per foot with any bal�
on general obligation. ;

2. Water mains to be assessed $1.2.00 per foot with any balance�
general obligation.
3• Storm sewers be assessed 100%.
4. Hazel Street construction to be assessed at a rate of $14.0(

In the course of discussing the abave praject with certain members of the tdagan
!Jheel Trail Association, the matter of relocating the proposed ovg�rflow pipe lines
was brought up. It was suggested that the overflaw facilities coi�ld be construc-
ted on Cheri Lane thus serving both the overfiaw from Roger`s Lake �and surface
waters on Cheri Lane in Roger's l.akeside East Subdivi�sian. 41e looked into the
matter and prepared cost studies on tfie basis af the alternafie ra�te and repor� as
fallows: ��
In order to keep the cost figures on a comparable basis, we attempted to use unit
prices equal ta or simiiar ta thase whicFi were used irt determin�ng the cost esti-
mates for the ariginal drainage study feasibility report in October 1971. There-
fore, if the trend has changed, i� wilt be similar for bath metho�ls of catculation.

bJe have determined that to construct a 30 inch overflow pipe line from Roger's
Lake aiong the Cheri Lane route fia the drainage draw an the narth side of Friendiy
Hills, will cost an estimated $175,000.00, includinq fees and con�ingencies.
We have also determined that fio canstruct storm sewers on Cheri L�ane to serve the
Roger's Lakeside East Subdivision anly, wi11 cast an estimated $2� ,7oa.40, in-
cluding fees and contingencies. ��
For the purpose of considering assessments, we musfi deduct the equivalent of
$25,700.00, from the total estimated cost to determine what cosfis are to be asses-
sed on an area wide basis for lake 1eve1 cantrol. Deducting $25,,00.00, fram
$175,000.00, leaves $14g,300,00 as the amaunt ta be assessed.l Th�is figure
($3�9,30Q.00} campared ta $i43,000.00 means that the alternate ra,ute 'ss not less
expensive and in fact could cast more fihan the ariginal suggestedi route.

In addition to any dollar value difference, we also must consider the fact that
combining the overflow project with the Roger's Lakeside East project, now well
underway, will cause a considerable delay in proceeding with any part of the
latter project. Necessary delays may well delay the Roger's Lakeside East pro-
ject to the extent that it may not be possible to get started tl�is fall.
Disregarding the estimated several thousand dollar cost differe'tial and the poten-
tial time delay on the Roger's lakeside East project, the idea �f going down
Cheri Lane is not a bad concept. As far as potential right of �ay, or easements
are concerned, either route is acceptable. At this time we bel!ieve that the in- •
stallation of an inlet structure on or along Cheri Lane will be��more difficult
than along Wagon Wheel Trail and the access to the structure for service and
maintenance at that location will be more inconvenient to the m�lintenance person-
nel and to the residents adjacent thereto. �
We have no strong feelings one way or the other with regard to i�
selected, we are only concerned that the lake level be establish
elevation 873.0 M.S.L. and that an early decidion be reached as�
the proposed project.

metropolitan Sewer Board Charges ��

WHEREAS, the Village of inendota Heights has_rIeceived a�
cost allocation for 1972 from the metropolitan Seuler Board "
in the total sum of $122,590.63; and

WHEREAS, the total bill represents charges based on
inappropriate data and on unfair and incomplete land use
projections; and �
WHEREAS, certain adjustments have been ackno ledged�by
metropolitan Sewer Board personnel,

NOW THEREFORE IT IS HEREBY RESOLUED that tr�elUillage,
Council of the Uillage of inendota Heights hereby protests
and appeals the 1972 charges; and
BE IT FURTHER RESOLUED that the Sewer Board 's hereby
requested to adjust the 1972 charges reflecting corrected .
estimates for day students,and for corrected interceptor
capacity; and
BE IT FURTHER RESOLUED that these adjustments•be reflected
