REPORT visually depicting the information contained
in the Hickok Storm Drainage Report received
by the Council. It is Hickok & Associates' recommendation that
ponding areas be established to handle storm watir drainage
in the study area.

the purpose of finding some method for handling storm water
without using concrete pipes and that the concept� presented
(ponding areas) could be superimposed throughout;�the Ualley

CENTER " proposes to build 84 townhouse un'ts on a 30 acre
site and to convert the St. Peter!s Church Rectory
presently on the property into a double unit struoture. The
proposed mix would be 21 two bedroom units at $50,�000 each,
42 three bedroom units at $56,000 each and 21 five� bedroom units
at $72,000 each. There will be private roads, str�eet lights
every 100 yards and private maintenance of streetsi. The common
building would cost approximately $220,000.
mayor Huber stated that the Uillage does not usual�ly encourage
private roads and also stated an objection to the �proposed name
of Park Ridge Uillage due to its close resemblancelto the
name Eagle Ridge and suggested that a new name be�chosen.

From the reaction that is prevalent today;i it would
seem that we should stop building' highways in this metropolitan
area. However, there are many factors to be considered, and
it is obvious that your council agrees that to havela good
transportation system is very vital to the developmint of our
growing metropolitan area.
Commissioner Lappegaard and I have discussied the
subject of urban highway construction many times. We agree
that we must provide a transportation system, however, we must
try doing' so in a manner that will be acceptable and give g�reater
concern to those factors such as noise, air pollutio�n, and
aesthetics that add beautification to our highway ne�twork.
We believe that the oals of providing forl the

transportation needs of the community as a whole, wh�ile
maintaining� reasonable neighborhood integrity, are not incon-
sistent and can be achieved throug�h the cooperative,efforts of
all concerned. ��

A. Provide a berm on subject property on west and south of Outlot 1 and lots
1, 2, 3, and 4 in Block C3ne to maximum pool elevation of 828. Any
future silt from erosion•�aking place will be removed within th�is area to
depth at inception of grading for development in the Lassco Property.
B. Outlot 1 and Lots 1, 2, 3 and 4 in Block One, size and dimension to be
adjusted holding 15,000 square feet plus, in area. Outlot 1 and lots 1, 2,
and 3 to be given to Village of Mendota Heights with the provision that
lots will be returned to Lassco if the retention, area is changed in final de-
sign or lots not used within 5 years. I

Sewer Manhole Connection on Marie, the 4 to 1 slope from west edge of

CASE #72-17 ' Application for variance for�10' cyclone
GARVEY fence at each end of back yarel for tennis
court backstops. Fence is tolbe in,direct
continuation of back neighbor's fence; Mr. Garvey said that a
minimum requirement of 10' is needed to enclose the tef�nis court.
He wanted to continue the fence along the same line as his neighbor's
fence which is 4' high. The fence would come down each side of '
the lot. Mr. Johnson said that the fence was extended and seemed
to be on public right-of-way. Mr. Garvey said that he had based
his fence on the already existing fence of his neighbor and was
unaware that the fence might be on public right-of-way. �Mr. Johnson
suggested that he have the property surveyed to determine if the
fence was on public right-of�way. Mr. Langford said that the�10'
fence'would be alright if placed on Mr. Garvey's property and if
accompanied by letters from neighbors approving the fence. Mr.
Dwinell said that the burden of proof is on the appliliant-�thus,
requiring a survey.

would be a problem. In one year we would not be ablelto assess any
problem because the old pigeons are imprisoned and the new ones
would not be trained until next summer (1973).

there would be much of a problem. Miss Stewart said�fihat the people
who would be in agreement would be in favor of a renewable clause.
Mr, Dwinell suggested that a number be set not to exceed so many
pigeons. Mr. Schneeman agreed with Mr. Scherfenberg�but pointed

any provision of this ordinance shall be guilty of,a misdemeanor.,

than three hundred doliars ($3Q0} or shall be impr'soned in the
