mr. Ed Kishel stated that the preliminary thinki'g for a control
structure would allow for�,eight to ten inches of rise during
certain storm conditions and the Uillage must be careful not �
to establish a high water level.
mr. Richard Bjorklund, 1260 Dodd Road, stated th t•he has as �
large an interest in the project as anyone. He lemarked that any
improvement to the lake will benefit all of the property owners
in the assessment area. He felt that the Wagon heel Trail
Association is requesting the impractical and is trying to force
the maximum high.water level on the Village. He urged the�
Association to reconsider so that the project can be started.
Councilman Lockwood stated that he thought that �,11 concerned with
the lake realize that there would be an additiona�l storm water
impact due to runoff'from the new highway when itl is built. He
asked if all concerned realize that in times of spring runoff and
heavy rain storms the lake level will continue to� rise.

was substantial agreem'ent that something should b�e done. He
stated that at the level�of 873, during storms an�d with runoff
the lake level could conceivably be 874. He stat�ed that he would
not care to see the Village Council make a recomm�endation to the
Department of Natural Resources but that based on� the input
at the meeting he felt that 873 should be recommended.
Councilman Wahl asked the members of the audience� requesting a
level of 874.5 if they would reconsider that figulre on the basis
of information presented at this meeting. .

has a valid reason for.supporting their suggeste�d levels but that
if the Department of Natural Resources holds a p�blic hearing
someone will have to bear the burden of the cost�of the hearing
and the added engineering costs and planning cos s. He asked the
objectors to level 873 if they would'be willing o expend money fo�:

stated that an application with a suggested leve and plans and
specifications should be submitted to the DNR. ouncilman Gutzmer
suggested that a committee be f�ormed to meet wit the DNR. •

, mayor Huber stated that if an application is made and is denied
because of disagreement on the leve�l, approximately �6,000 will
have been expended foolishly. At the hearing, t ose affected by
� the project asked the Council to do everything i could to assist
.the residents. No objection was made to any det�il c�osts at that
• �time. Stakes for the proposed level were pounde� at points around
the lake so that the residents could visualize t�e new level. He
asked the petitioners to reconsider their sugges�ed level of 874.5;
mayor Huber moved that an application be made to'the Department
of Natural Resources for lake level 873.0. CounOilman Gutzmer

The watershed district managers have had a continuing
program for cooperative projects with municipalities. f In recent
years, these have involved acquisition and development of recrea-
tional areas and improvement of water access to all wa er
recreational areas. � '

Recent cooperative projects have been conclude� with the
Village of Savage, City of Bloomington, and the State Department
of Natural Resources, Division of Parks and Recreation �xamples
of the type of projects that are available for coopera ive funding
are set forth in the revised overall plan of the watershed district,
a copy of which has been previously furnished to each municipality.
The managers invite requests for project fundslwhich can be
granted under a cooperative agreement between the municipality and

As you may recall, when the subject of purchasing a
tractor and truck for the Park Department was discussed
last spring, the matter of� purchasing a snowplow and under-
carriage and radios for,the two vehicles was also �discussed
and given preliminary approval. At that tim�, it was decided
to c�elay purchasing the snowplow and4 underc�rriageland radios
until� the truck and tractor were delivered. The International
truck has been received and the tractor is'due any�1day; there-
fore, it would seem proper to consider the other p�rchases at •
this time. , j' I

In connection with the purchase of radios for the �ark .
vehicles, I am recommending that two additional ra ios, one ,�
for Road anc� Prid.ge and one for Utilities,;be purch�ased. There '
is sufficient money in the 1972 Public Works Capit;al Outlay to
cover such an expenditure, Park radios would be paid out of
Park Boncl monies, equipment outlay. (
Harvey Franzmeier has received informal bids for-the snow-
plow and undercarriage from three firms and it is his recommen-
dation that the bid for the equipment and mountinglbe awarded
to the LaHass Corporation in the amount of $872.00. Informal
bids were also received from three companies for the four radios.
It is recommended that the bid be awarded to Motorola in the
amount, of $2,518,00--this figure includes installation. _��
