DISCIISSION• Given the magnitude of the "airport isaue", it is of difficult to make headway in our fight to minimize commun noise. Easily there are 10-12 broad categories of air no related policy issues which could command our attention a resources. In order to address the "whole", the Commissio the importance of dealing with the "parts" in hopes of ma incremental progress on the air noise problem. By ��chunk air noise problem down into "doable" action steps, we cou the City on course to make meaningful strides for the fut The model the Commission chose to use in developing of Action involves five basic steps. It s for en ty air se d noted ing ng" the d set re. he Plan � 9 Based on this model the Commission chose to focus following five policy issues: 1) 2) 3) 4) 5) Noise Reduction Through Modified Take-Off Heighten Awareness of Mendota Heights Air Nois Concerns I�lSP Long Term Comprehensive Plan - Airport Conversion to Stage III Quieter Aircraft Noise Reduction Through Litigation the ion Within these five policy issues the Commission iden ified eleven goals which might be worthy of our pursuit. Atta hed please find a copy of a draft Plan of Action as develope by the Commission at.its June 8th meeting. Please note that a umber of the ideas expressed in the document are just that, ideas which will certainly need further work prior to adoption and implementation. Furthermore, some of the ideaa may be m tually exclusive-- for example, some of the ideas advocate for concentrating air traffic over a amaller defined area whi e other advocate for greater aircraft fanning. The advance circulation of the document will hopeful you some time to review and digest some of the thoughts c within. At the workshop we will briefly review the proce for developing the draft Plan of Action and we will also � each of the nine proposed air noise reduction goals.
