DISCIISSION•
Given the magnitude of the "airport isaue", it is of
difficult to make headway in our fight to minimize commun
noise. Easily there are 10-12 broad categories of air no
related policy issues which could command our attention a
resources. In order to address the "whole", the Commissio

Within these five policy issues the Commission iden ified
eleven goals which might be worthy of our pursuit. Atta hed
please find a copy of a draft Plan of Action as develope by the
Commission at.its June 8th meeting. Please note that a umber of
the ideas expressed in the document are just that, ideas which
will certainly need further work prior to adoption and
implementation. Furthermore, some of the ideaa may be m tually
exclusive-- for example, some of the ideas advocate for
concentrating air traffic over a amaller defined area whi e other
advocate for greater aircraft fanning.
The advance circulation of the document will hopeful
you some time to review and digest some of the thoughts c
within. At the workshop we will briefly review the proce
for developing the draft Plan of Action and we will also �
each of the nine proposed air noise reduction goals. Loo
