RESOLUTION REGARDING DRAFT ENVIRONMENTAL IMPACT
STATEMENT FOR INTERSTATE 35E FROM T.H. 110 (DAKOTA
COUNTY) TO INTERSTATE 94 NEAR DOWNTOWN ST. PAUL.

WHEREAS, Interstate 35E is expected to serve as a vital traffic arterial
between northern Dakota County and St. Paul; and

WHEREAS, the proper development of Interstate 35E as a freeway is needed
in order to provide an adequate level of service for trucks and other vehicular
traffic generated from within and outside the Metropolitan area; and

WHEREAS, improper development of Interstate 35E through St. Paul would
have an adverse effect upon Interstate 35W and T.H. 43 (Lafayette Freeway); and
WHEREAS, Federal Interstate funding, which will end in 1983, appears to be
an absolute necessity in order to complete Interstate 35E to downt
lown St. Paul,
NOW THEREFORE BE IT RESOLVED, that the City of Mendota Heights strongly
supports the development of the segment of Interstate 35E under consideration as
a freeway from T.H. #110 to Interstate #94 (Alternate "A" or "A-111 in the Draft
Environmental Impact Statement), for the following reasons:

1. Only a continuous freeway would appear to provide an adequate level
of service for trucks and other vehicles.
2. The entire route as a freeway would be eligible for 90/10 ratio
Interstate funding and this would ease the funding burden1placed
upon the State of Minnesota.

3. Only a continuous Interstate 35E route through downtown St. Paul
with connections both north and south to Interstate 35 would relieve
traffic demands,upon other major routes and permit them to function
as planned and designed. i

BE IT FURTHER RESOLVED that if an alternative, other than a continuous
freeway route is adopted, the City of Mendota Heights urges the following
provisions:

1. The design shall be generally consistent with Alternate "K" as illustrated
in the Draft Environmental Impact Statement except that a�ldirect connection
shall be made to Interstate #94. Said connection would provide for a
continuous route for small vehicles through downtown St. Paul and provide
eligibility for 90/10 Interstate funding. 1

2. Any alternative shall also provide a specific funding commitment, by some
government agency, to the Central Business District (CBD) by-pass and

and short-line routes in order that truck traffic may be properly
served if a continuous freeway route is not constructed as urged
herein.
Adopted by the City Council of the City of Mendota Heights, this 18th day of
August, 1981.
