RESOLUTION NO. 82-22
RESOLUTION EXPRESSING INTENT TO PURSUE I -35E PARKWAY CONCEPT
IN MENDOTA HEIGHTS CONSISTENT WITH PARKWAY IN ST. PAUL ;
WHEREAS, the saga of I -35E construction in Dakota:County and in St. Paul
has raged on for nearly 25 years; and
WHEREAS, the I -35E corridor bisects the community of Mendota Heights; and
WHEREAS, certain interests in St. Paul have, in the past, caused the
legislature to restrict portions of I -35E in St. Paul to a parkway, terminating
onto City streets, thereby removing it from the category of a freeway; and
WHEREAS, the Mendota Heights City Council in 1977, adoptedlResolution No.
77-82, expressing its intent to pursue a parkway concept through Heights
consistent with that proposed in St Paul; and
•
WHEREAS, the current status of I -35E, including present legislative
debate, was discussed by the Mendota Heights City Council at its regular
meeting on March 2, 1982.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Mendota
Heights that the intent of Resolution No. 77-82 be again stated:1, that the
City intends to pursue a parkway concept on all that portion of I -35E within
Mendota Heights consistent with and similar in nature to that built in St.
Paul (see attached copy of Resolution No. 77-82 for full content); and
BE IT FURTHER RESOLVED that the City Council again reiterates its
position as adopted in Resolution No. 81-63 directed to the Metropolitan
Council at its EIS Hearing that:
"1. Only a continuous freeway would appear to provide an adequate level
2. The entire route as a freeway would be eligible for 90/10 ratio
interstate funding and this would ease the funding burden placed
upon the State of Minnesota. •

3. Only a continuous Interstate 35E route through downtown St. Paul
with connections both north and south to Interstate 35 would relieve
traffic demands upon other major routes and permit them to function
as planned and designed." and
BE IT FURTHER RESOLVED that if a direct connection to 1-94 is not authorized,
the City of Mendota Heights and its officials will take all means within its
power to insure that that portion of I -35E within Mendota Heights is constructed
to standards consistent with that allowed for I -35E in the Pleasant Avenue
corridor in St. Paul; and
BE IT FURTHER RESOLVED,
