Res 1982 -104 Requesting Dakota County to Reassess Policy on Cost Sharing & Finance for Hwy 110/Delaware Avenue UpgradingCITY OF MENDOTA HEIGHTS Dakota County, Minnesota RESOLUTION NO. 82-104 RESOLUTION REQUESTING DAKOTA COUNTY TO REASSESS POLICY ON COST SHARING AND FINANCE FOR TH 110/DELAWARE AVENUE UPGRADING WHEREAS, Delaware Avenue is a County State Aid road, CSAH 63; and WHEREAS, Delaware Avenue's intersection with Trunk Highway 110 is signalized; and WHEREAS, Trunk Highway 110 grades entering this intersection are steep and present a safety hazard; and WHEREAS, Minnesota Department of Transporation proposes to upgrade this signal to include: 1. yellow advance warning flashers to reduce this safety hazard to Delaware traffic. 9 2. pedestrian walk signals to improve safety to the walking and biking public and decrease red time on Trunk Highway 110; and WHEREAS, Mn/DOT shares such upgrading costs based upon traffic legs in- volved; and WHEREAS, in this case there are two legs on the State Highway system and two legs on the County State Aid system; and WHEREAS, Dakota County has established an arbitrary,policy providing for a cost sharing of 50 percent County and 50 percent municipality;! and WHEREAS,, this intersection is unique in that six governmental agencies (State, County, School and three municipalities) areinvolved; and WHEREAS, the three municipalities involved are unable to come to an agreed upon split of their 50 percent funding; NOW THEREFORE IT IS RESOLVED that the Mendota Heights City Council hereby request the Dakota County Commissioners to re -assess the cost sharing policy as it applies to this unique situation; and BE IT FURTHER RESOLVED, that Mendota Heights requests Dakota County to support Mn/DOT's signal installation on a County State Aid Road, notwith- standing the municipal disagreement on local cost sharing, by financing the County leg portion of the cost.
