Res 1983 - 17 Approving FInal Plans & Specifications, Authorizing Advertisement for Bids & Ordering Construction of Public Improvements to Serve the MAC Area & Adjacent AreasCity of Mendota Heights Dakota County, Minnesota RESOLUTION NO. 83-17 RESOLUTION APPROVING FINAL PLANS AND SPECIFICATIONS, AUTHORIZING ADVERTISEMENT FOR BIDS AND ORDERING CON - CONSTRUCTION OF PUBLIC IMPROVEMENTS TO SERVE THE M.A.C. AREA AND ADJACENT AREAS, (IMPROVEMENT NO. 82, PROJECT NO. 2) WHEREAS, aTublic hearing was held on the 18th of January, 1983, at 8:15 o'clock P.M. in the City Hall of the City of Mendota Heights, Minnesota, pursuant to resolution duly adopted by the City Council of the City of Mendota Heights on the question of the proposed construction of the following described improvements: The construction of an extension to the City's sanitary sewer system, including appurtenances and incidentals thereto, and the acquisition of easements, and the reconstruction where necessary of streets and easements in the area hereinafter more particularly described. The construction of a storm sewer system including appurtenances and incidental thereto and the acquisition of easements, in and for the area hereinafter more particularly described. The construction of an extension to the City's water distribution system including appurtenances and incidentals thereto, and the acquisition of easements, and the reconstruction where necessary of streets and easements in the area hereinafter more particularly described. The construction of streetiimprovements consisting of the acquisi- tion of easements and the grading, stabilization, drainage and bituminous surfacing, and the construction of concrete curbs and gutters on the streets to be situated in the area hereinafter more particularly described. WHEREAS, due publication of the notice of public hearing on said proposed construction has been attended to, and WHEREAS, mailed notice of said hearing has been mailed more than 10 days before the date of said hearing to the owners of each parcel situated within the area proposed to be assessed, all in accordance with the ap- plicable Minnesota Statutes, and WHEREAS, the City Engineer reported that the proposed improvementsand construction thereof were feasible and desirable and further reported on the proposed costs of said improvements and construction thereof, and WHEREAS, the area proposed to be assessed for said improvements is situated within the City of Mendota Heights in Dakota County, Minnesota, and is more particularly described as follows: All of that property bounded by Knob Lane (Vacated) on the North and Mendota Heights Road on the South as well as Pilot Knob Road and New Trunk Highway 13 on the East and existing Trunk Highway 13 on the West. and WHEREAS, the City Council then proceeded to hear all persons interested in said improvements and all persons were afforded an opportunity to present their views and objections to the making of said improvements, and WHEREAS', the City Council has heretofore directed that the City Engineer proceed with the preparation of plans and specifications thereof, and WHEREAS, the City Engineer has prepared plans and specifications for said improvements and has presented such plans and specifications to the City Council for approval. NOW THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Mendota Heights, Minnesota, as follows: 1) That it is advisable, feasible, expedient and necessary that the City of Mendota Heights construct the above des- cribed improvements, and it is hereby ordered that said improvements be made. 2) That the plans and specifications for said improvements be and they are hereby in all respects approved. 3) That hereafter said improvements shall be known and designated as Improvement No. 82, Project No. 2. 4) That the City Clerk with the aid and assistance of the City Engineer be and is hereby authorized and directed to advertise for bids for said improvements all in accordance with the ap- plicable Minnesota Statutes, such bids to be received at the City Hall of the City of Mendota Heights by 1:30 o'clock P.M., Thursday, March 24, 1983, at which time they will be publicly opened in the City Council Chambersof the City Hall by at least one of the members of the City Council and the City Engineer, will then be tabulated, and will then be considered by the City Council at its next regular Council meeting.
