Res 1987 - 39 Giving Qualified Support to Metropolitan Airports Commussion Part 150 Land Use Management PlanCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA RESOLUTION NO. 87- 39 RESOLUTION GIVING QUALIFIED SUPPORT TO METROPOLITAN AIRPORTS COMMISSION PART 150 LAND USE MANAGEMENT PLAN WHEREAS, the City of Mendota Heights is located at the end of one of the busiest runways at Mpls/St. Paul International Airport; and WHEREAS, the impact of aircraft noise upon the communities surrounding the airport, including Mendota Heights, is an issue of utmost concern with existing residential neighborhoods; and WHEREAS, part of the solution to the noise problem is for the Metropolitan Airports Commission to achieve a federally approved Part 150 Program; and WHEREAS, one component of the Part 150 Program is a plan for ameliorating conflict between aircraft overflight and land use in surrounding communities; and WHEREAS, the consultant working for the Airports Commission has drawn up a draft Land Use Management Plan working paper, dated March, 1987. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Mendota Heights, that the City Council hereby expresses its general support for the draft working paper, subject to the following qualifications: 1. Adoption of and compliance with the Land Use Management Plan is contingent upon an operational standard for aircraft flight patterns which is acceptable to the communities of Mendota Heights and Eagan, and diligent adherence to that approved operational standard by the Federal Aviation Administration. 2. That the Federal Aviation Administration, the Metropolitan Airports Commission, and the Metropolitan Council, remain active partners in the noise abatement effort by taking the lead in designing model programs and materials which are to be implemented by the local communities. 3. That any program of property acquisition, restriction, or modification be carried out in close cooperation with the local communities.
