RESOLUTION NO. 87- 67
RESOLUTION REVISING CITY'S PAY PLAN TO
IMPLEMENT PAY EQUITY OBLIGATIONS
Whereas, by Resolution No. 83-113 and subsequent
revisions, the City has established a pay plan for
supervisory, professional, technical, and clerical employees
not represented by a bargaining unit; and
Whereas, MSA 471.991 et. seq. requires that all
political subdivisions of the State of Minnesota revise
compensation programs to reflect reasonable relationships
between the value of job positions, with reasonable
relationship based on skill, effort, responsibility, working
conditions, and other relevant work-related criteria; and
Whereas, since passage of MSA 471.991 et. sect., the City
of Mendota Heights has participated in the FOCUS job
evaluation study conducted by Control Data Business Advisors
on behalf of over 150 public sector employers in the State;
and
Whereas, the City Administrator has provided a plan for
staged implementation of the results the job evaluation
study, and the City Council has reviewed that plan, and finds
it acceptable.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City
Council of the City of Mendota Heights, Minnesota, as
follows:
Adoption of Grade and Step Matrix
1. Attachment A, entitled, "City of Mendota Heights,
Minnesota, Employee Position Placement and Pay
Classification Schedule," is hereby adopted as the
City's pay plan for positions not represented by a
bargaining unit, and replaces all schedules
previously adopted and revised.
Step Placement
1. The pay steps (A through G) provide for the pay
progression of individual employees based on
longevity and/or performance. Normal progression
shall be:
Step A - Beginning, with minimum qualifications
Step B - Six month anniversary
Step C - One year anniversary
Step D - Two year anniversary
Step E - Three year anniversary, and thereafter
Step F - Reserved for merit
Step G - Reserved for merit
The City Administrator may recommend, and the
Council adopt, a higher beginning Step placement for
an applicant with qualifications exceeding the
minimum, or when necessary to meet market
requirements for recruiting a particular type of
employee. Normal salary progression is contingent
upon a satisfactory performance evaluation by the
supervisor and City Administrator, and an employee's
Step placement may be reduced to reflect
unacceptable performance.
Initial Staged Implementation
1. Because the compensation schedule in Attachment A
will result in substantial pay increases for some
employees, the increases will be phased in in three
steps. Employees are eligible for maximum Step
placement as follows:
August 1, 1987 - Step C
August 1, 1988 - Step D
August 1, 1989 - Step E
An employee whose existing compensation on these
adjustment dates exceeds the salary of the steps
indicated shall remain at the higher salary.
However, no employee shall receive a salary
exceeding Step F, unless as part of an adopted merit
program.
Position Placement Review
1. In recognition that the nature and duties of
positions change, an employee and/or the supervisor
may request the review of a position for a change in
grade classification. Such request will be reviewed
by the City Administrator and a recommendation
prepared for Council consideration.
Annual Schedule and Salary Adjustment
1. The Employee Position Placement and Pay
Classification Schedule (Attachment A) may be
reviewed annually for possible adjustment, in
recognition of increased cost of living.
2. All employees covered by this resolution shall be
eligible for cost of living adjustments, subject to
recommendation of the City Administrator and
adoption by the City Council, irrespective of and in
addition to the pay equity adjustments specified
herein.
This resolution shall take effect on August 1, 1987.
Adopted by the City Council of the City of Mendota Heights,
this 7th day of July, 1987.
