RESOLUTION NO. 91- 10
RESOLIITION APPROVING A CONDITIONAL IISE PERMIT,
A PRELIMINARY PLAT, A VARIANCE AND THE SITE PLAN FOR
TIIRNER�S GYMNA6TICS SOCIETY
WHEREAS, St. Paul Turner's Gymnastics Society has proposed a
private athletic facility on a site in a B-1A Zoning District, said
site being at the northeast corner of Mendota Heights Road and
Lexington Avenue according to site plans and legal description on
file in Planning Case No. 91-01; and
WHEREAS, The Planning Commission conducted the required public
hearing at their January 26, 1991 and February 22, 1991 meetings
and unanimously recommended that the City Council approve a
requested Minor Comprehensive Plan Amendment and Rezoning for the
above said site; and
WHEREAS, the Planning Commission placed the following
conditions for Conditional Use Permit and site plan approval on
their recommendation to City Council, said conditions being:
1. Additional landscaping along the north property line.
2. Directional signage be provided for traffic flow within the
parking lot.
3. An effort be made to direct as much storm water as possible to
flow towards I-35E, in coordination with MnDOT; and
WHEREAS, the Planning Commission unanimously recommended to
approve the Preliminary Plat contingent on provision of legal
documents assuring a permanent access easement across Lot 1 for Lot
2; and
WHEREA5, the Planning Commission recommended unanimously that
City Council approve a twenty foot (20') side yard setback variance
to parking lot setback to allow for a shared driveway; and
WHEREAS, the City Council of the City of Mendota Heights
conducted the required public hearing at their March 5, 1991
meeting and passed motions approving Resolution No. 91-09, A
RESOLUTION APPROVING A MINOR COMPREHENSIVE PLAN AMENDMENT, and an
amending Ordinance, Ordinance No. 274 , AN �ORDINANCE AMENDING
ORDINANCE NO. 401, for the purpose of a rezoning; and
WHEREAS, the City Council of the City of Mendota Heights
conducted a site plan review at their March 5, 1991 meeting.
NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Mendota Heights that the following planning considerations be
approved for St. Paul Turner's Gymnastics Society's requested
private athletic facility in the B-1 Zoning District:
1. A Conditional Use Permit for a private athletic facility
within a B-1 zone with the following conditions:
a. Additional landscaping along the north property line.
b. Directional signage be provided for traffic flow within
the parking lot.
c. An effort be made to direct as much storm water as
possible to flow towards I-35E, in coordination with
MnDOT.
2. Preliminary Plat contingent on provision of legal documents
assuring a permanent access easement across Lot 1 for Lot 2.
3. A twenty foot (20') side yard variance to parking lot setback
to allow for a shared driveway.
4. A five foot (5') front yard setback variance to accomodate
future addition and the necessary sanitary sewer easements.
BE IT FURTHER RESOLVED by the City Council of the City of
Mendota Heights that staff be authorized to issue the building
permit according to the above said conditions and the site plan
materials dated December 31, 1990 as reviewed by City Council in
Planning Case No. 91-01.
Adopted by the City Council of the City of Mendota Heights this 5th
day of March, 1991.
