Res 1993 - 68 Opposing the Imposition of Unfunded Mandates & Endorsing a Public Awareness Campaign to Describe the Fiscal Burdens Associated with Such MandatesCI�'X OF �NDOTA ��%G�TS D�LKO'1'1�# GOUI�T't'Y, �%Ii�TESO'1'A 1tES9LII'�%OI�i NO o 93 - 68 RESOLU'PIOIJ OPPOSIDTC �� IMPOSITION OF gNFIII�TDED MANDATLS AND ENDORSING A giTBI,IC AQA�ENESS CA�IPI�,IGN TO DESC1tIB� THE FISCAL BIII2DENS ASS9C%ATED 6�%�"H �IIC� Md�NDATE5 WHEREAS, unfunded mandates on local government have increased significantly in recent years; and �EREAS, federal and state mandates do not consider local circumstances, costs, or capacity, and subject cities to civil or criminal penalties for noncompliance; and 60HEREAS, federal and state mandates require compliance regardless of other pressing local needs and priorities affecting the health, welfare, and �afety of citizens; and 6�P�E%tEAS, federal and state burdens on local govexnments force cities to impose a combination of higher local taxes and fees on local taxpayers and/or reduce local �ea�rices to citizens; and 6+1�E1tEAS, federal and state mandates are often inflexible, "one-size-fits-all" requirements with unrealistic tiane frames and overly specific and inflexible procedures where less costly alternatives may be just as effective; and WHEREAS, the cumulative impact of these lawa and rules directly affect the citizens of our cities; and WHEREAS, the League of Minnesota Cities, in collaboration with the National League of Cities, seeks to help citizens understand and then help encourage law makers to reduce the burden and inflexibility of unfunded mandates, beginning with a National Unfunded 1Kandates Day on October 27, 1993. NOD�, �'HEREFORE, �E IT g2ESOLVED that the City of Mendota Heights endorses the League'� efforts and those of the National I,eague of Cities and will fully inform our citizens about the impact of state federal mandates on our local spending and taxes. BE IT FIIRTHER RESOLVED that the City of Mendota Heights . endorses thia year of mandate awareness, beginning on October 27th by informing and working with members of our Congressional delegation and our state legislators to educate them about the impact of federal and state mandates and the actions necessary to reduce these burdens on our citizense Adopted by the City Council of the City of Mendota Heights this 19th day of October, 1993.
