Res 1998 - 36 Provide Official Notice of Prolonged Heading Violations Contrary to Adopted Rules & Regulations for Noise Mitigation at MSP International AirportCITY OF MENDOTA HEIGHTS DAKOTA COUNTY, MINNESOTA RESOLUTION NO. 98- 36 RESOLUTION TO PROVIDE OFFICIAL NOTICE OF PROLONGED HEADING VIOLATIONS CONTRARY TO ADOPTED RULES AND REGULATIONS FOR NOISE MITIGATION AT MSP INTERNATIONAL AIRPORT WHEREAS, residents of the City of Mendota Heights located in residential areas north of TH 110 between Delaware Avenue and Lexington Avenue did experience repetitive, low level overflights on Sunday, June 14, 1998 between the hours of 6:15 p.m. and 7:45 p.m.; and WHEREAS, these residential areas are approximately 1'/2 miles north of the Southeast Corridor; and WHEREAS, these residential areas are well north of the 095° Corridor Policy Boundary and the FAA 090° Operational Corridor Boundary for air traffic; and WHEREAS, these repetitive overflights were expressly obtrusive because of their low level takeoff profile; and WHEREAS, the Metropolitan Airports Commission and the FAA have well established procedures for the operation of the Southeast Corridor for noise mitigation purposes that have established procedures for the use of Runway 12L/30R which require aircraft to be located between a 090° heading and/or a heading which will track on or north of the 30L localizer, and WHEREAS, informational data from the Airport Noise and Operations Monitoring System's (ANOMS) monthly Corridor Gate Penetration Analysis clearly demonstrates a significant and routine divergence from the established procedures for Runway 12L/30R, and WHEREAS, Corridor Gate Penetration Analysis data since June of 1997 clearly demonstrates a monthly average of 4.2% of all Carrier Jet Departures on Runway 12L/30R are violating the required Corridor Procedures with excursions north of the corridor boundaries. NOW, THEREFORE, BE IT RESOLVED that the Minneapolis -St. Paul Metropolitan Airport Commission and the Federal Aviation Administration at the Minneapolis -St. Paul International Airport are hereby notified that the continued practice of stated corridor violations is unacceptable and contrary to the established rules and procedures for noise mitigation. BE IT FURTHER RESOLVED that if the Metropolitan Airport Commission and the Federal Aviation Administration are unable to follow the established corridor and noise mitigation procedures, that amended rules and regulations be adopted after complying with federal environmental rules and regulations, including a public hearing on any changes.
