RESOLUTION ACCEPTING ENGINEER' S FEASIBILITY REPORT,
ORDERING OF IMPROVEMENT AND
PREPARATION AND APPROVAL OF PLANS AND SPECIFICATIONS FOR
STREET GRADING, SANITARY SEWER, WATERMAIN,
STORM SEWER, AND STREET CONSTRUCTION, AND
AUTHORIZING ADVERTISEMENT FOR BIDS FOR IMPROVEMENTS TO SERVE
THE AREA REFERRED TO AS GLEN TORO SECOND ADDITION
(JOB NO. 9808, IMPROVEMENT NO. 98, PROJECT NO. 3)
WHEREAS, the City Engineer has submitted his report to the City Council with
respect to the proposed construction of the following improvements to serve Glen Toro Second
Addition, to-wit:
The construction of an extension to the City's sanitary sewer system, including
appurtenances and incidentals thereto, and the acquisition of easements, and the
reconstruction where necessary of streets and easements in the area hereinafter more
particulazly described.
The construction of an extension to the City's water distribution system including
appurtenances and incidentals thereto, and the acquisition of easements, and the
reconstruction where necessary of streets and easements in the area hereinafter more
particularly described.
The construction of a storm sewer system including appurtenances and incidental
thereto and the acquisition of easements, in and for the area hereinafter more
particularly described.
The construction of street improvements consisting of the acquisition of easements and
the grading, stabilization, drainage and bituminous surfacing, and the construction of
concrete curbs and gutters on the streets to be situated in the area hereinafter more
particularly described.
WHEREAS, Thor Company, L.L.C., the owners of the property, has heretofore in
writing petitioned the City council and City of Mendota Heights requesting the above described
improvements and in said petition required that the entire cost of said 'unprovements be
assessed against the property; and
WHEREAS, the area proposed to be assessed for said improvements is situated within
the City of Mendota Heights in Dakota County, Minnesota, and is more particularly described
as follows:

WHEREAS, the Ciry Engineer reported that the proposed improvements and
construction thereof were feasible, desirable, necessary, and cost effective, and further
reported on the proposed costs of said improvements and construction thereof; and
WHEREAS, the City Council has heretofore directed that the City Engineer proceed
with the preparation of plans and specifications thereof; and
WHEREAS, the City Engineer has prepared plans and specifications for said
improvements and have presented such plans and specifications to the City Council for
approval.
NOW THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City
of Mendota Heights, Minnesota, as follows:
1. That the feasibility report is hereby accepted.
2. That it is desirable, advisable, expedient, feasible, cost effective and necessary that
the City of Mendota Heights construct the above described improvements, and it is
hereby ordered that said improvements be made.
3. That the City Engineer be and he is hereby authorized and directed to prepare plans
and specifications for said improvements.
4. That said 'unprovements shall hereafter be known and designated as Improvement
No. 98, Project No. 3.
5. That the plans and specifications for said improvements be and they are hereby in
all respects approved.
6. That the City Clerk with the aid and assistance of the City Engineer be and is
hereby, authorized and directed to advertise for bids for said improvements all in
accordance with the applicable Minnesota Statutes, such as b�ids to be received at the
City Hall of the City of Mendota Heights by 2:00 o'clock P.M., Monday, May 3,
1999, at which time they will be publicly opened in the City Council Chambers of
the City Hall by the City Engineer will then be tabulated, and will then be
considered by the City Council at its next regular Council meeting.
Adopted by the City Council of the City of Mendota Heights this 6th day of April, 1999.
