A RESOLUTION APPROVING THE CONCEPT PLAN FOR
REDEVELOPMENT OF THE FREEWAY ROAD SITE AS A MIXED USE
DEVELOPMENT TO BE KNOWN AS MENDOTA HEIGHTS TOWN CENTER
WHEREAS, the City of Mendota Heights has identified the redevelopment of the
Freeway Road site as a high priority, and
WHEREAS, a Concept Plan for the redevelopment of the Freeway Road site was
approved by the City Council on December 1, 1998, and
WHEREAS, the Concept Plan for the redevelopment of the Freeway Road site
was submitted by the City of Mendota Heights in a 1999 Livable Communities
Demonstration grant application, and said grant was awarded and accepted by the City of
Mendota Heights on July 14, 2000; and
WHEREAS, the Concept Plan has subsequently been revised in a public planning
process which has included a two-day public Open House, five public focus meeting-
workshops, and several City Council workshops, and that these revisions are consistent
with the goals and objectives for the redevelopment of the freeway road site and the
Livable Communities grant;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mendota Heights that the Council hereby approves the Concept Plan dated February 20,
2001 for the redevelopment of the Freeway Road site, subject to the follo�ving findings
and conditions:
1. The Concept Plan is consistent with the proposed land use for this property, and the
proposed amendment to the City's Comprehensive Plan will reflect this use.
2. The Concept Plan is consistent with the proposed amendments to the Tax Increment
Financin� District #1 and the Municipal Development District #1 for the City of
Mendota Heights.
3. The Concept Plan shall be subject to adjustment for technical and desi�n reasons
related but not limited to open green space, architechiral and engineerin�
requirements, and any impact related to the retention of the existing animal hospital.

4. Implementation of the Concept Plan is subject to all City Ordinances related to
zoning, wetlands, green space, platting, and PUD developments.
5. Subject to Item #3 above, the Concept Plan dated February 20, 2001 for the
redevelopment of the Freeway Road site shall be known as the plan for the Mendota
Heights Town Center project.
BE IT FURTHER RESOLVED by the City Council of the City of Mendota
Heights, that the appropriate City departments, in conjunction with the City's project
consultants, are hereby authorized to proceed with formulating a process for the
continued implementation of the project.
Adopted by the City Council of the City of Mendota Heights this 20th day of February,
2001.
