A RESOLUTION ADOPTING A MORATORIUM
ON THE INSTALLATION OF EXTERNAL MOUNTED ANTENNAS
WITHOUT A PERMIT
WHEREAS, the City is continuing to receive an increased number of inquiries relative
to the mounting of antennas in all zoning districts, and
WHEREAS, the increased inquires for permits are the result of rapidly expanding
technology and equipment in the field of wireless communications, and
WHEREAS, in the interest of uniformity, installation, mounting, and for safety concerns
it has been recommended by Counsel for the City that the City's Zoning Ordinance as it relates
to antennas undergo an in-depth review.
NOW THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Mendota Heights that a 6 month moratorium is hereby established within the City of Mendota
Heights prohibiting the installation of all externally mounted antennas to allow time for the City
to review and consider changes in its Zoning Ordinance.
BE IT FURTHER RESOLVED that the City reserves the right to issue a permit for an
antenna installation during the moratorium period for reasons of need, weight and mass, location,
installation and mounting independent of the applicable zoning district. All such determinations
shall be considered on health, welfare and safety concerns, and shall be made on a case by case
basis.
BE IT FURTHER RESOLVED that this moratorium is effective on the date this
Resolution is adopted and shall continue in force and effect for six months or until an appropriate
zoning ordinance amendment has been adopted.
