The applicant has again asked for a continuation of this
hearing. Staff recommends continuing the hearing to December
1, 8:00 p.m.
10.d. Update on status of discussion with School District
197 reaardinq athletic complex '
Attached is a proposal which the City subcommittee presented
to the School District subcommittee yesterday morning. The
full School Board received a copy at their meeting last
evening and commented briefly. Councilmembers Blesener and
Cummins, and I were in attendance.
The subcommittee will brief Council on the status of our
discussions, and seeks your feedback about this latest
proposal.

10.e. Update from Tandem/Centex on S.E area development
plans
Developer Dick Putnam has asked for a few minutes on the
agenda to update Council on the developers latest thinking
regarding plans for the Southeast area.

Lange to Serve as City Hall
During the next year of construction of the city hall, I
think it is imperative that we have close supervision and
coordination of the project, beyond that provided in the
architect's contract. Also, there are many coordinating
decisions that have to be made, which fall outside of the
scope of services for the architects or the contractors. As
current City staff has neither the time nor expertise to get
involved in this level of detail, I am proposing that we
retain the services of Gene Lange to serve as our city hall
project manager. Council will recall that Gene served as the
City's primary representative in construction of the new fire
station, while he was still on the staff of the police
department.
Attached is a pro�osed contract for services with Gene.
He has agreed to do this at a rate of $20.00 per hour, plus
mileage and incidental expenses. For budget purposes, we
have assumed that Gene will spend 2 hours per day, 5 days per
week over the next xear. This comes to a total $10,400. I
expect his actual time will be much less, since 2 hours per
day will certainly not be needed in the early stages of
construction, although more than 2 hours per day may be
needed in some later stages and at critical points. We have
included $12,000 in the City Hall financing program to hire
Gene and pay his expenses. •
ACTION REQUIRED:
If Council concurs with this recommendation, it should
pass a motion approving the attached contract with Eugene H.
Lange to serve as City Hall project manager.

CITY HALL PROJECT MANAGER
CONSULTING SERVICES AGREEMENT
This Agreement, made the 3rd day of November, 1987, by
and between the City of Mendota Heights, 750 South Plaza
Drive, Mendota Heights, Minnesota 55120 (hereinafter referred
to as CITY), and Mr. Euc�ene H. Lange, 3664A-Abbey Way, Eagan,
Minnesota, 55123, (hereinafter referred to as CONSULTANT).
It is agreed by and between the parties as follows:
1. The CITY hereby retains the services of the
CONSULTANT to carry out the res�onsibilities of City
Hall project manager. 5aid duties shall include,
but not be limited tos
a) attendance at all pre-construction meetings;
b) periodic on-site inspections at intervals as
directed by the Cit� Administrator, including
weekly on-site meetings with architects, for the
purpo'se of ensurinc� contractor compliance with
the plans and specifications;
c) serving as CITY'S representative with architects
and contractors;
d) coordinating, in concert with City staff and
other consultants and vendors as may later be
hired, the selection, purchase, and delivery
and/or moving of systems and furnishings not
covered in project contracts, i.e., telephone
system, furniture, radio and computer systems,
etc;
e) assisting in the resolution of any disputes
between the CITY, the architects, and/or
individual contractors;
f) advising the City Administrator and City Council
in regard to any project change orders and in
certification of payments for both contractors
and architects;
g) keeping City staff and Council advised of c�eneral
proc�ress of the project, and alert to pending
decisions and actions that need to be taken;
h) providing other general support services as may
be directed by the City Administrator and
Council.
2. The CONSULTANT will report to and be supervised by
the Citx Administrator, and will carry out his
responsibilities in a manner generally prescribed by
the City Administrator.
3. Compensation for services performed shall be at an
hourly rate of $20.00. The CONSULTANT is also
authorized to charge the CITY 20.5G per mile for use
of a personal vehicle while conducting the business
of pro�ect manager, and to charge reimbursement for
direct �urchase of supplies necessary to carry out
the duties of this contract. The CONSULTANT shall
submit a monthl� invoice itemizing hours of work, and
expenses for reimbursement. ,
4. The CITY will provide office supplies, clerical
services, and other items of c�eneral administrative
support necessary for fulfilling the responsibilities
of project manager.
5. The CONSULTANT shall obtain coverage for worker's
compensation to protect himself from injuries that
maX arise in the course of performing the duties of
this contract. Evidence of such coverage shall be
�rovided to the CITY, and upon presentation of an
invoice, the CITY will reimburse the CONSULTANT for
the premium cost of said insurance coverage.
6. The CITY shall not be responsible for payment of any
additional compensation or benefits.
7. This agreement shall be for a period of time
from the date of execution through completion of the
city hall project. Either party may terminate the
agreement upon thirty (30) days prior written notice
to the other party.

classification and each are comfortable with their proposal.
It wou2d be our recommendatian that the City Council accept the
lawest proposal in each wark classificatian.

In addition to the base bids our firm would urge that the Council
D give strong consideration to accepting the alternate bids for
construction of the exterior entry canopy. The canopy is an
integral part of the architectural solution and not easily
accomplished at a later date.
The construction of the canopy would inarease the project cost by
$18,990 to $1,468,759.
There has been interest in providing a lawn irrigation system
which would cost $8,578 additional.
We would recommend rejection of all alternate proposals other
than the canopy and possible lawn irrigation system.
The General Contractor has indicated a completion date prior to
October l, 1988.
