Commissioner Frank seconded the motion. CASE NO. 86-25, DOBIE,Chairman Morson called the meeting to order SUBDIVISION & for the purpose of a public hearing to WETLANDS PERMIT consider a- request from Mr. Terrence Dobie for the subdivision of property in the Rolling Green area, to be known as Stratford Woods. Mr. Dobie was present to explain his proposal to build 13 homes on approximately 8 acres. He noted that Stratford Road is now a 600 foot dead-end and that his proposal envisions it to be a 1350 foot long through street. He explained that much of his property is heavily wooded and rolling terrain and is difficult to develop. He sent out 52 letters to the surrounding property owners explaining his proposal, and received 3 written favorable responses and 2 phone messages preferring the cul-de-sac proposal, which was his original intent. He noted that after talking with staff and Planner Dahlgren, he was pursuaded to build Stratford Road as a through street. Page 2 CITY OF MENDOTA HEIGHTS PLANNING COMMISSION MINUTES, AUGUST 26, 1986 There was some discussion among the' Commission members as to the lot size of Lot l, Block l, and Lot 8, Block 2, as well as the disposition of Outlot A. I Chairman Morson asked for question comments from the audience. Mr. John Roszak, 988 Stratford Road out a petition from 9 out of 10 Str Road homeowners wanting to explore possibility of two cul-de-sacs into site. He noted that they have no p with the development, only with Str Road being constructed as a through The petition asked the Commission t the plat as submitted and to have t developer come up with a revised pl cul-de-sacs. or passed tford he the oblem tford street. rej ect e n with Mr. Dean Flackey, Lot 4, Block 4, Rolling Green, noted that he bought his lotlbecause - Stratford Road was a dead-end. The Commission pointed out that culde-sacs can only be 500 feet long by Ordinance, and a new proposal would have the cul-de-sac over 1000 feet long and a variance would be needed to allow the extra length. Chairman Morson wanted to see further consideration given to the McDonald property, if she were ever to subdivide her parcel. The Commission then conducted an i. poll over a through street versus sac proposal . Five members were of the through street but indicate would like to see more information de-sac proposal. Commissioner Dug aqainst this idea. The Commission was split, 3-3, over Mr. Dobie should give a cul-de-sac , presentation at the September meetin was also asked to improve Lots 1 and Page 3 ormal cul-de- favor they n a cul- n was whether He 8. CITY OF MENDOTA HEIGHTS PLANNING COMMISSION MINUTES, AUGUST 26, 1986 Commissioner Henning asked why a cul-de-sac is only 500 feet long. Planner Dahlgren explained the various reasons. Planner Dahlgren also explained that Rolling Green was platted with Stratford Road as a through street and it was never intended to be a cul-de-sac. He felt that the traffic impact would be very small in either case. Mr. Lee Houske, 975 Kay, asked for a resolution of Outlot A also. There being no further discussion, Commissioner Frank moved to continue the public hearing to the September 23 meeting. Commissioner Krebsbach seconded the motion. Ayes: 6 Nays: 0 CASE NO. 86-16, Chairman Morson called the meeting to order HALLEY, SUBDIVISION for the purpose of a continued public hearing on the application from Mr. Michael Halley for the subdivision of land known as the Wachtler property. Mr. Halley noted that the hearing had been continued from the June 24 meeting when he was referred to the Park and Recreation Commission to see what their desire was as far as the property is concerned. He stated that the Park Commission decided that they were not interested in the property as an active park and that all of his lots meet the R-1 requirements. He also added that the five northerly lots are 110 feet wide, as requested by the abutting Cherry Hill residents. His first drawing contained 48 lots and the revised drawing contains 49 lots, one of which would be a double frontage lot. He added that the northern cul-de-sac is 650 feet long. Planner Dahlgren felt that the northern cul- de-sac would be a mistake, and also noted that there is no access to Valley Park to the west. Page 4 _ . . , [. , . .. .,. - r CITY OF MENDOTA HEIGHTS PLANNING COMMISSION MINUTES, AUGUST 26, 1986 . Mr. Sunde, the architect, proposes dedicate a portion of land for acce Valley Park. Planner Dahlgren felt was a need for access to the west f Cherry Hills and Ivy Falls, and tha northerly cul-de-sac should be a ro leading onto Wachtler out of the development. Mr. Halley stated that he is plann install a tot lot in the developme the Park Commission does not want the area. He noted that an associ would be created to maintain the t and he asked the Commission to con new drawing, not the drawing that available at the June 24 meeting. Chairman Morson asked for question comments from the audience. Mrs. Joan Garrity, 1342 Cherry_Hil asked for clarification of the "T" intersection that Planner Dahlgren Mr. Dale Lundeen, 1396 Farmdale as the advantage would be of having a street versus a cul-de-sac. s to there the g to since park in ion lot, der his or Road, roposed. d what hrough Ms. Denise Anderson, who lives on the corner of Farmdale and Wachtler, asked why a paved walkway would not work, in lieu ofa "T" intersection. Mr. Halley stated he would agree to an emergency vehicle access and pavedwalking area through a northerly lot and that the lot would be developed as a tot lot. He also stated that he would accommodate the Commission's request for access somewhere to Valley Park, but that he doesn't kriow exactly where yet. Planner Dahlgren felt that a tot lot is not clearly a need here, and he felt that a person could use their back yard as a tot lot. Page 5 CITY OF MENDOTA HEIGHTS PLANNING COMMISSION MINUTES, AUGUST 26, 1986 Commissioner Henning moved to: 1. 2. Continue the public hearing to September. See a proposal that includes two of the following three items: a) elimination of the northern cul-de-sac, tot lot, and the cul-de-sac issue addressed. b) Access on the south end of the property to Valley Park, with a 30-40 foot right- of-way, and an 8 foot wide path. c) A modified version of the first drawing submitted, with a park dedication addressed. Mr. Halley said the "T" intersection is fine with him, but he is not interested in discussing any park dedication. He will work on the street issue and access to Valley Park, but will not consider further park dedication. After further discussions, Commissioner Henning withdrew his motion. There being no further discussion, Commissioner Frank moved to close the public hearing at 10:00 P.M. Commissioner Duggan seconded the motion. Mendakota Mall Development, Case No. 86-19 DISICUSSION : The City Council, at their last meeting, closed thewpublic hea ing on this proposal and directed staff to prepare a res rictive covenant agreement with the Developer and the Golf Cou se that would approve..the rezoning with certain contr, ols. The Cit Attorney has prepared a draft of that agreenient andit is att ched. Councilmember Blesener also stated that she had some separate con erns. It was agreed that she and any other Councilmembers who als had separate concerns would convey them to City staff before the following Friday, so that the Developer could have them in tim to prepare responses for this meeting. The concerns were received as follows: ILMEMBER BLESENER: Conditioned upon reasonable solution of perceived lems: 1. Coordination with Mn/DOT as far as traffic, roadldesign, driveway locations, right-of-way dedication. 2. Satisfactory PUD plan approved, including information on financing, market feasibility, tenant commitments, aesthetics and design, and landscaping. 3. Commitment, other than just verbal, from Mendakota that the new clubhouse will be built. 4. Covenant reversing zoning to R-1 if Hayber doesn't build. 5. Timetable for development. I CITY OF MENDOTA HEIGHTS MEMO COUNCILMEMBER RTNtANN: 1. That there be enflugh area provided for along Dodd Road to aCCommodate four lane of traffic the entire length and enough extra width by the entrances to provide for turning lanes. 2. That the northerly most exit be eliminated per Mn/DT's request. 3. That an attempt be made to align the drives with accesses far the exa.sting shopping center east af Dodd Road (new locations or the Lincoln proposal). Because the develaper has not submitted a formal preliminary development plan that meet all o the concerns, staff is not recammending approval of the PUD i.self at this ta.me. Also, because of the time limits to begin canstruction, it would be to the benefit of both the City and Developer to pos.pone the PUD approval process until c.oser ta the time of canstruction. Lat 4 would be served with a service sttxb from the existing line to the east, This option would allow ail three houses to be full base- ments, but it is considerably more expensive; the total cost amounts to $13260, or about $4420 per lot. The water utilities can be brought in from either Valley Curve or Wachler, but the Va1.Iey Curve option is much cheaperr so it is the only option proposed in this easiblity report.
