Our original goal was £or system implementation, includin running par llel with LOGIS accounting and utility billing activi ies,�by the fir t o£ September. It appeara as though we will achieve that goal. COS.� SUMMARY The total cost for all of the syster� hardware and in idental sof ware amounted to 532,796.70. The ma�ority of the har ware was• ord red under the stete contract with Ameridata. We did, however, rea ize an approximate �1,000 savings by purchasing one o the pri tera, aome of the aoftware, and three higher quality, lesa coatly mon tors and adaptera through two othe�r vendora. Consultant Dave McCauley's original estimate for acq isition of an inf rmation system was 550,700, including herdwere, softw re and tra ning. Our current encumbered coat for the syatem is 48,396.70. I believe it is appropriate to describe how we currently use the LOGIS service and why we believe the NCS system is preferable. I would also like to explain our immediate and long-term intended uaea of our computer syatem and pull together the attach�d liating of computer aystem parts to describe as beat I can how we hope the system will operate and what it will look like. LOGIS For the past � years, the City has been a member of LOGIS CLocal Government Information Syatem), utilizing three o£ the modules offered by LOGIS - financial syatem, payroll and utility billing. .� All financisl transactions are entered by Shirley into the LOGIS terminal and are tranamitted by modem to the LOGIS mainframe computer in Brooklyn Park. Shirley also enters the bi-weekly payroll information into the LOGIS system, distributing hours from each employee time sheet to the appropriate payroll code Ctype of activity performed, vacation, sick leave, holidays, etc.). Kim prepares all entries into"the LOGIS utility system, recording all payments, ownership changes and new residences on computer input sheets and then trsnsferring the information to LOGIS via terminal and modem. In February of each year the St. Paul Water Department provides the City with computer print-outs o£ winter quarter water readings £or every residential property connected to the Mendota Heights weter system. Kim then manually calculates the quarterly sewer charge which will billed to each residence during the year, converts the reaidence addresses into account code format, preparea computer input forms and entera all o£ the new rates into the LOGIS system. $illings for commercial/induatrial/institutional uaers are done manually on a quarterly basis. . We anticipate that the City will spend 525,000 for the above- described LOGIS services in 1986. A sy�tem limitation, which would have been e disadvant�ge �or us, is that none of the so£tware we have been using wouid run in a mini-computer environment. ' " The micro-computer system which will be implemented in the Ci�y o£fices will conaist of a common centrsl grocessing unit Cserver) which will provide mass storage space and comman applicetions programs for itself and the seven other units in the system. The aerver will be an IBM AT, and the netwnrk tran�lator will be inataZled on �hia unit. The NCS accounting sof�ware will reside in thi� unit's hard drive. A second AT will serve as a back-up system server and the utility so£tware will reside on i�s hard drive. We will have utility end accounting syatems auperior to that which is currently being uaed. We t-?:; will have a syatem that providea the beat features of both a mini-computer syatem and stand-alone computers. If we reach the point in the'future where we outgrow the syatem, we will not have to "dump" theae units, as . might be the case with a mini-computer and terminal syatera. As configured, the system can be expanded by adding hard drivea, micros, and even a mini computer for mass storage and processing. . What began as a short status report and cost summsry has evolved into a very lengthy report which is in part repetitious of parts of prior documents. There was only one fire that resulted in fire damage. This fire occurred on April 7th, at 9:20 A.M. at Pony's Restaurant/Nightclub, located in the Diamond Jim's Mall in Lilj�dale. When police`officers arrived, flames were visible outside of the building. The first men at the scene made initial attack outside and then went inside and put the fire out fairly quickly. Cause was determined to be a grease fire that flared up on the stove. A crew stayed on the scene for about seven hours to make sure that the old dry wood structure would not rekindle. Damage was set at $30,000. SYNOPSIS OF MONTHLY TRAINING Fire Marshal Jeff Shadeg from Inver Grove Heights Fire Department gave a presentation on arson f ire investigation. His main emphasis was on what first arriving people should be looking for. First, the d er herd in the Park is still over twice as large a� the P rk can support in the long run. Second, the deer ove pop- ulation proble�n has grawn much warse outside the baund ries o the` Park. And third, that the deer hunts in 1984 and ' 1 85 have spared the Park the kind aF incresses in deer n,mbers that have occurred outside the Park. The second chart we have attached shows the incidenc af �e r/car collisions in the neighborhood of the Park since i979. As you can see, the probtem is stitl on �he incre se. Permits in this zone will be for shotgun only. As before, hunters will be required to hunt from elevated stands. � 2. If the expanded hunt fails to removed 100 deer, ONR marksmen will remove additional deer to reach our goa�l. 3. The Department will be working with private landowners and neighboring municipalities to increase the number of deer removed on lands adjacent�to the Park. Remov- als outside the Park are essential if we are to solve the overpopulation problem. We are starting to see�an alarming increase in "road kills". This causes a lot of property damage and couid lead to serious injuries, _ pa ticularly along STH 13. Danielson ublic Works Director Callahan Property Dodd and Marie 0 May 15, 1986 arch 1984 the City Council approved a plan by Mr. Jack Callahan to and develop a large lot located at the Northeast corner of Mar e d Dodd Road. But, because of some large development costs Mr. backed out at the last minute and donated the land to Brady Hig Brady has no use for the land so they have been attempting to s 11 velopment. Mr. Terry Davern, Clapp Thomssen Company representi g 1, attended at Ci�y Council meeting in late 1984 to explain the and asked that the Council forgive some of the conditions impo ed velopment by the wetlands permit approval. Council agreed with Mr. d directed staff to work with him;to develop a plan. 1. One of the conditions was that the grading plan be allowed to walkout homes. Mi e Mickelson, Mickelson Specialties is a homebuilder who is worki with Mr Davern and has now prepared a new grading plan. That plan is attache . It shows walkout homes and staff feels that it is acceptable._ homesit conditi A second condition was that the grading could be completed as ach developed instead of all at once. Staff has no problem with th t n. 3. The third condition is that there be no time limit on homesite develop ent. This also seems to pose no problems. 4. Finally the $7,527 for past engineering was asked to be shared the Cit . A SO-50 split was suggested at the meeting with Mr. Davern. by Pa t of the first approval was that the Developer would dedicate st rm easemen s and the City do some improvements. Mr. Mickelson still would ike the Cit to construct the storm sewer improvements along the north and w st propert line. The City would need the executed easements and a new pet - tion an waiver of hearing before we could proceed. �. ! A wetlands permit was granted for this development on March 6, 1984. Essentially Mr. Mickelson has submitted the same grading plan with the exception that some walkout homes are shown instead of full basement homes. Also the developer now proposes to fill the lots as they develop instead of all at once. He requests that his proposal be considered approved under the old wetlands permit. He would then start the process of applying for a lot division ap- proval. • ` ALTERNATIVES: 1. Consider Mr. Mickelson's approval granted under the 1984 approval to Mr. Callahan. 2. Make him reapply for a new wetlands permit. ACTION REQUIRED: Review Mr. Mickelson's request and if Council approves and allows him to proceed, review the attached Developer's Agreement, make any changes or additions and authorize the Mayor and Administrator to sign on behalf of' the City. This agreement was done outside the City's Resolution b cause Mr. Dana was proposing a development not approved the the City C uncil. I I have calculated the costs using the City's Resolution for such con- n ctions: Utilities were installed in 1970. Sanitary Sewer = $13.00 per foot Watermain = $11.00 per foot $24.00 per foot X 1.25 =$30.00 X 449 feet =$13,470.00 7% Interest for 16 years = 26,295.65 WAC Charge = Approximately 24 Units X$200.00 per unit = $39,765.65 4,800.00 CONNECTION CHARG E = I $44,565.65 The Developer would like to discuss with the Council ways to reduce or lay paying this amount. . The Developers hereby agree that the Site Plan shall be revised and that the roject shall contain a total of not more thar► eight (8) stories above grade.l 2. The height of said Praject frorn eaisting grade shal.l be rzt least ei�hteen {Ig} feet less than that shown on the previous Site Plan, or na greater than i71.6 feet. 3. The Project shall be constructed at the lowest partion of the Pt�rcel. 4. There shall rtat be deviation from said Site Plan except far the reduction zn height hereinabove set forth. 5. The location of the buiidin� constituting said Project on said Parcel shall be as shown on said Site Plan. 6. That the water connection charges for multiple dwellin"g units and townhouses on properties outside of the municipal i boundaries be established according to one of the two lfollowing formulas: � A. Total project cost to be computed from the follow individual items: l. Front foot assessment plus 25�, based on the special assessments levied for that particular area; plus 2. Interest compounded at 7$ since the project assessed; plus 3. The cost (estimated or actual) of internal dis`tribution main construction (cost of services excluded) i xpended by others; � , Or B. The total project cost to be computed from the lwnin sum cost per unit as follo��rs : 1. BE IT I'URTHER RESOLVGD, that charges for water and sewer connec'-ions to properties outside of Mendota Heights boundaries, properties not included in the above formulation, be based on the sum of three elements in this order of co�utation: l. Original assessment rate as applied to Mendota Heights properties; 2. A surcharge of 25� to partially pay for General Obligation contributions and other non-specified governmental costs; 3. A 7� "inter2�t" charge to be compounded annually, added to the above "principle" charges of (1) and (2), commencing on date of original assessment levy. BE IT FURTHER RESOLVED, that the provisions of Ordinance No. 806 and Ordinance No. 807 relative to Water Availability Charges and L�ater Surcharges shall be applicable to all outside water connections. Request for Preservation of the Darsow Farm The Copperfield Phase II preliminary plat was considered and approved at th Planning Commission meeti:ng of April 22nd and Council meeting of May 6th. Prese t at the public hearings was Kalista Laudon, current tenant at the Darsow farms ead that would be removed or demolished as a part of the Copperfield develop- ment. Ms. Laudon requested that the City attempt to save the farmstead. Council indic ted that the house and accessory buildings were not consistent with the chara ter of the new subdivision, and that it was getting late in the process to take ny action. � Mayor Lockwood has since visited the site, and has a renewed interest. He reque ted that the matter,be placed on the May 20 agenda for further Ciuncil con- sider tion. � The Darsow farm is located at the north end of the rather sizealile pond locat d closest to Delaware Avenue. It consists of the original house,) dating from e 1850's, plus several accessory structures added in the 1920's�and '30's. The f rm is currently owned by Opus Corporation, as a part of their rather sizeable holdi gs in the southeast area of the City, and proposed for sale to Tandem Corp- oratio for Copperf ield Phase II. The buildings are located on Lots 1,� 2, and 3, Block of the approved preliminary plat, plus one lot to be included is part of a futu e phase. Enclosed is a packet of information from Ms. Laudon, outlining thoughts on preser ation of the property. •� Tandem representative Dick Putnam has reaff irmed to staff that they will allow s. Laudon, or anyone else, to purchase and remove the buildings �for $1.00. The mo ing would ideally be done next Fall, when public streets are put� in to the site. DISCUS�ION As presented, Ms. Laudon is more interested, however, in having ithe City or some o her agency or non-profit community group acquire the farmstead for histoxic preser ation on its existing site. City Planner Howard Dahlgren has briiefly reviewed the co cept of preservation and offered the following thoughts: 0 � - 2 - 1. A small 2-3 acre site would be insuffica.ent Co make this any type oE a meaningfui "histaric experience" for. visitars. The historical integrity of the buildings woul.d be compromised by the surrounding new housing development. 2. Adequate.pro�ection would necessitate an approxirnate 30 acre siCe, with heavy wooded buffering. Since it has aZready been determined (i.e., comprehensive plan amendment, PUD, and preliminary plat) that the property is viabla far single famil'y development, the cost of such acquisition would be very high. 3. Restoring the farmstead and preparing it for publi.c access could also be quite costly. As an alternata.ve, Howard has recommended that the house be relocated to an exi.sting area af ttistaric structures, where it can be made part of a Iarger pragram, pPTION - LEAVZNG THE FARM ZN FLACE The f irst questian Council will need to answer is whether it is amenable to further consideration of leaving the farmstead in place. If sa, it seems to me a program of acquisition, development, and an-going operatiion of the farmstead must he prepared. Questians tha� will need to be answered include: l. How can the farm be made a historic "'attraction?" Haw daes it �ie inta and relaCe to s imilar facilities in the area? What programming would be r�ecessary to make it a pubiic enticement? 2. How much, and what surrounding land will need to be acquired to protect its historic integrity? Haw +wi.11 the surrounding single-family home development need to be recanf igured to avoid farmstead/nei�hborhood C4R�I1CtS� � 3. What resCarative measures and construction o� physical appurtenances (i.e., parking lot) wi.11 be needed �o accommodate the program(s)? 4. How much wil7. numbers I-3 cost,.and who can or wz.11 help pay that cost? Also, what out�side gran.ts and revenues might be available? 5. What op�ions are available for awnership and operation (i.e., City, Caunty Historical Society, Dodge Nature Center} etc.? Obviously, these are big questions that require the input of those with professiona]. experience in.planning these types of facil.ities. Because Capperfield Phase II has already received preliminary.plat approval, time is of the essence. Dahlgren, Shard2aw, and Uban, Inc., have served as glanners both £or �he City and for the Dodge Nature Center. If Council wan�s to proceed with the option of leaving the farm in p].ace, I sugges� that staff be directed to salicit a proposal fram DahZgren, et. al, ta develop a plan•and program. � At its May 13 meeting the Parks Commissa.on vated to endorse a study, bu� did not feel monies should be talcen from the Parks Fund. Council cou].d appropriate monies from the General Fund balance once we icnow Che cast. Ms. Laudon has also zndicated Chat there is community financial interest, and perhaps those people cauld be asked to cantribute to the cost af the study. � � - 3 - - REMOVE THE BUILDINGS f The second option is, of course, to cooperate in having the buildings (or � at east the 1850's farmhouse) removed. As indicated above, that would not have to appen until Fall, when the new City streets are in place. Apparently, the .i Dod e Nature Center Board has expressed interest in the house, but lacks funds at thi time. Dodge and Ms. Laudon might be able to secure private donations and fou dation/government grants. Discussion with Tandem Corporation Regarding Neighborhood Commercial Center at 149/Mendota Heights Road UND Council will likely recall that during the deliberations over t east rea plan last Fall, one of the considerations was whether the pa prope ty at the southeast corner of 149 and Mendota Heights Road shoul desig ated for a neighborhood commercial center. One of the alternati prese ted in the City Planner's report for the southeast area, Concept a des gnation of approximately a 35JJ00 square foot shopping area. The Commi sion recommended adoption of Concept B, but also added that the cente on the corner was an idea worthy of Council consideration. e sou th- cel of be e concepts D. included lanning ommercial Council voted unanimously to adopt Concept B, with some densitylmodifications, but d d not choose to designate a commercial site at this corner. They have held a couple of neighborhood meetings t numbe of alternative uses. The last meeting was held on April 9. Ta vince that a high-quality neighborhood commercial center is the best prope ty, and they have informed the City staff that they would like t appli ation for a plan amendment, rezoning, and a planned unit develop comme cial center. ' Because of previous Council action and sentiments on this matte sugge ted that the initial contact and discussion should be directly w Counc'l. It seemed to us, that it made little sense for Tandem to fil appli ation, and go through all of the public hearing process befor.e t Commi sion, only to learn that the City Council still had no interest possi ility. Therefore it has been scheduled for an infor.mal discussi Tande and the Council for Tuesday evening's agenda. Retail operatians are a"consistent" use under the Guidelines, so it wauld appear that there would be little problem in having the Metropolitan Council ultimately approve this use as part of the comprehensiv� plan �mendment. ALTERNATIVES The purpose in scheduling this on the agenda is so that Tandem Corporation can discuss with Council the resu2ts of their neighborhaod meetings, and thezr latesC thoughts on devel.opment of this property. KDF:m�.dlr attachment CITY VISION STATEMENT Mendota Heights is a high quality, family-oriented residential community, with the feel of the country and the amenities of a city. While it is centrally located in the metropolitan area, the Minnesota and Mississippi Rivers form a natural green belt around it, allowing the community to maintain a quiet, private way of life, unique in the Twin Cities. Filling of Lots along Marie Avenue SION: Last meeting Councilmember Witt pointed out two lots that ti ed along Marie Avenue and asked that staff investigate them. 1. . 679 Marie Avenue (Rush's new home construction) being The Rush's were granted a wetlands permit by City CQuncil last� year to do the filling required for their new walkout home construction. Paul Berg an I made a site visit May 13th with the approved drawing in hand and it ap ears as if the site is still in conformance with what was originally ap roved. We are trying to get together with the builder to discuss the fi ling directly with him and reaffirm that he does not intend to go beyond th limits of what was approved. � 2. 1805 Delaware Avenue (West's remodeling) Mrs. West had attended a meeting with Howard Dahlgren and 'staff to di cuss some minor filling on the northeast corner of their lot. I� was fe t at that meeting that a minor (less than 100 cubic yards) amount of fill ne r a wetlands was acceptable by ordinance. Paul and I made a site visit on May 13th to review the filling with Mrs. West. We both admitted�there w some confusion over the amount of fill to be placed. She admitted that th hole was somewhat deeper and larger than she had visualized and1she ag eed to stop filling immediately.
