Orvil J. Johnson City Administrator . Public Works Garage Site Research In accordance with our under'standing arrived at on April 29, a number of inquiries and arrived at some findings on sites. following comments to offer. Site No. l, northeast quadrant of TH a9 and 'i'H 110 -- the Minnesota Highway Department sent to me the latest plans and R-O-W map of the proposed interchange. Investigation of MHD maps and our records indicates that the site owned by Mendota Heights is approximately 2.46 acres. The configuration of the site is somewhat unusual on the west, and the easterly side of 400 feet abuts the residential area known as the Freeway Addition. Although the site is somewhat depressed from several of the roadwa its appearance would not be very "hideable." In a discussion with our Planning Consultant Howard Dahlgren, expressed some reservation on this site because of its resideritial zoning and the proprosed intrusion into the established residential area. It appears that the insuff size and the adverse land use (adjacent to residential ar somewhat diminishes the scoring on this site. Site No. 2, somewhere opposite the existing fire station, side of Dodd Road. After lengthy conversations with both Sherman Winthrop (who has an interest in the property) and with Howard Dahlgren, any siting within these fifty acres be very unacceptable. It is alleged by both the planner a: the owner that this is one of the remaining sites in the C with a potential for high quality residential development. golf course on the north, the lake on the west, the reside: area on the south, are desireable amenities and add to potentially high quality residential development. The fro: along TH 49 could well be the buffer for recreational faci for the residential development. Howard Dahlgren strongly recommended against any serious•consideration of this site its relatively good access. Site No. 3, P7asilowski Sheet Metal Shop east of Lexington, of TH 110. Again, our Planning Consultant strongly recomm against the location of a Public Works garage in a residen area. He indicated that the proximity to the Civic Center U3 C have I have ient 3 aest aould I1C ty The itial `tage Lities despite north nds ial site st 53 a Z c Works Garage Site -2- May 13, 1976 is good. However, any separaing csf a public warks garag anci yard from a City Hall com, plex leaves the Public Worls ope atian as any other cantracar's staging area, and the placement af such a yard in a residential area is highly undesireable. Howard added very emphatically tha afer our successful awsuit to prohibit the fabrication of sheet metal equipment, tha we could ill aford to turn around and be respansible for a "contractar's yard" in the same area. It goes without sa ing that this sie was quite unacceptable from his planning p int of view. Site Na. 4, tax exempt property an Mendota Heighs Road e of TH 55. Zn Howard's opinion, this is one of the mast acceptable sites. Conduc.ing a Public Works garage and s area in this locaie is much mare acceptable. This observ is made because of the inclustrial zoning on the west side TIi 55 and the limitecl business zoning surrounding this si The access to the community is relatively goad in that Mendota Fieights 3ad and Lexingtan provide ralata.vely goo access o the northern portion of the community. It alsa appears tha the cost of this site woulri probab].y be quit reasonable, compared to others. In summary, aur Planning Consultant, independently of the or udy by Barbara Lukermann, has recommended against residentially tes for a public works garage and amongst these siies at Ieast ' priority of: #1 Best site: the tax forfeit property narth of Mendo Heighs Raad; #2 'he nartheast corner of TFi 49 and TH 110. memo shall be considered as a response to your request of A ld hope that a recammendation, all be it mayhe not entirely l be made to the City Council in the very near future. . ' r S' .. z j,. K f.y h ,as,1 /o ,c /ie f rr: r✓ vt i tE .t{\ i lf •Sfi {a L tion pl.aced .l 29. ithusiastic, r 1437 MARSHALL AVENLIE 27 MY 1976 BETTfa'NBURG TOWNSEND STOLTE & CONSB, I C • SAINT PAUL, MINNESOTA 55104 • TEL. 646-2558 REA CODE 612 A R C H 1 T E C T 5 E N G I N E E R S P L A N N E, S Mr. rvil J. The folloNing constitutes a feasibility s:tudy for proposed stre ts and util ties in the south part of Ivy Falls West Addition as requested y the Deve oper of the property. • Last fall, partial steps were taken to deelop the area by roug grading Emer on Avenue from near Wachtter Avenue to Medora Road and by insta ling sani- tary sewers on Emerson from near Wachtler Medora Road. , To provide for the future extension of Knollwood Lane, it is in ended to in- stal a temporary cul-de-sac with bituminous curbs on the south end i the street. Othe streets and utilities as proposed are shown on the attached dr wing. Because the work thus far completed on Emerson Avenue is an int gral part of the ork proposed herewith and because the costs of that work must b some ow, we propose to include those costs with the estimated costs pose work as far as financing is concerned in'determining the estim asse sable charges. The following constitutesour determination of varic work catagories and estimated costs: assessed or the pro- te unit ach of the ' Mr. 0 vil J. Johnson Mendo a Heights BTSC roject 753 Sanitalrv Sewers: 27 May 1976 o do the proposed work will require the installation of about 1100 feet of nine inch sewer pipe and appurtenances for an estimated cost of $19,90 .00 in- cluding fees and contingencies. Service connections will add $3,700.0 for a total financing cost of $23,600.00. To determine unit assessable cost , it is necessary to add the cost of sewer lines installed on Emerson Avenue 1 st fall. i The estimate for that is $1g,300.00 making for i total assessable cost of $3g,200.00. With a out 2850 feet of assessable frontage, the unit assessable cost is $13.75 to $14.00 per foot. Water ains: T e proposed water main location is as shown on the attached drawing. To do the wo k will require the installation of about 2100 feet of six inch ipe and appur for a nces for an estimated cost of $30,300.00. Services will add 4,500.00 tat financing cost of $34,800.00. With about 2850 feet of assssable frontae, the unit assessable cost is estimated to be $12.50 to $13.00per foot. StreetConstruction: Sreet construction as planned, consists of a nominal 30 foot wid bituminous surfac with concrete curbs and gutter. We estimate about 10,000 squa e yards of bitumi ous surfacing, 5000 feet of B618 concrete curb and gutter, and ncidental items. The amount of excavation, shaping and grading has been minimiz d by the constr ction work conducted on Emerson Avenue last fall. T e proposed street work is estimated to cost $86,000 including f es and contin encies. The excavation, shaping and grading, which was done la t fall, is estmated to have cost $22,000.00. A part of the street constructicn will includ that part of Emerson Avenue east of Wachtler Avenue in the Chery Hill additi n. Because these properties have an adequate existing bitumino s . street it is not in.tended that they be assessed for street constructi n as Y part o this proJect. We do suggest that they be assessed for curb anc gutter • Mr. 0 vil J. Johnson Mendo a Heights BTSC roject 7503 -3- 27 May 176 in th t it will be an improvement to the existing street surfacing. suggest a rat of $5.00 per assessable foot for curbs and boulevard improvement. With about 555 feet of assessable frontage, this amounts to $2,775.00, leaving $105, 25.00 to be spread over 2870 feet of assessable frontage, or $36.66 per foot. This is considerably higher than other recent street projects a d is caused by the large amount of excavation, 30,000 cubic yards, removed rom Emeres n Avenue. Because streets in the area north of Emerson will ul imately benefit from the construction of Emerson Avenue, consideration should e given to assessing a portion of the excavation costs to those future streets, thus reducing the street assessment rate for this project to about $30.00 p r foot. Storm Sewers Proposed storm sewers, as shown on the drawing, consist of 2,200 eet of 12 thr 30 inch pipe and appurtenances for an estimated cost of $50,10 .00, including fees and contingencies. With about 551,000 square feet of a sessabie area, the unit assessable cost is estimated to be $0.09 per square foo . This is hig er than our recent assessable rates for this type of utility an is partially caused by the need to carry surface water all the way to Wac tler Avenue to adequately dispose of it.
