E NO. 75-28, Acting Mayor Loc}:wood noted that the matter ad been tabled
� from P4ay 4, and suggested that discussion on the application
for subdivisinn of property should again be abled, pending
receipt of a grading plan and determination f an appropriate
park donation. Councilman Losleben informed the Council that
he had done a considerable amount of researc on the matter
and has been in contact with several of the esidents of the
area. He pointed out that the DNR permit to remove fill from
the property shows that the spoil material w ich must be removed
from the property indicated on the DNR map m st not be placed
on the area between the 872.2 contour and th 873.5 contour
without express authorization from the Counc l. Several
additional concerns were discussed, and the ouncil directed
the City Adr►inistrator to advise Mr. Smith t at a grading plan
must be submitted for staff study prior to a ditional
consideration by the Council. The matter wa tabled to June 1.

at 1061 William Court. He explained the unu ual configuration
of the lot has created problems in situating a home on the site.
Building Inspector Bjorklund stated that the Building Permit
for the site was issued based on a 30 foot s thack from Timmy
Street, however, the houses around this lot re all set back
35 feet from Timmy.

VISOR recom,mending that Harvey Franzmeier be appoi ted as the
Public Works Supervisor, effective June l, 1 76. Mr. Johnson
also advised the Council that if the recomme dation is approved,
the position of Park Leadman will be vacant, and it is
anticipated that one of the Public G)orks emp oyees would be
reconmended for that position. As a further consideration,
Mr. Johnson stated that if the Park Leadman osition is filled
by promoting a Department member, there will be a vacancy in
the Par}: Department, and recommended that th Council consider
appointing the C.E.T.A. employee, Steven O'B ien, as a full
time employee in January, when it is anticip ted that the
C.E.T.A. prograia will ex?�ire.

Harvey Franzmeier be appointed permanent Pub. ic VTorks Supervisor,

It appears that the most recent proposal from Divine Redeemer
be given serious consideration. Attorney Winthrop will have his 1
op'nion available Tuesday evening. As of now, the City of West St
ha approved the agreement and it certainly appears that the other
co unities of Eagan, South St. Paul and Inver Grove Heights will
gi ing favorable consideration. ,
As you recall,the agreement is for four years with a maximum
idy of $6,024 per year with the contract period to be Septembe�
ugh September 1, 1980.
There have been a number of negotiating techniques involved

Marvin Scherzer occupies a home at 1054 Overlook Road. To t

In accordance with our under'standing arrived at on April 29,
a number of inquiries and arrived at some findings on sites.

Site No. l, northeast quadrant of TH a9 and 'i'H 110 --
the Minnesota Highway Department sent to me the latest
plans and R-O-W map of the proposed interchange.
Investigation of MHD maps and our records indicates that
the site owned by Mendota Heights is approximately 2.46
acres. The configuration of the site is somewhat unusual
on the west, and the easterly side of 400 feet abuts the
residential area known as the Freeway Addition. Although
the site is somewhat depressed from several of the roadwa
its appearance would not be very "hideable." In a
discussion with our Planning Consultant Howard Dahlgren,
expressed some reservation on this site because of its
resideritial zoning and the proprosed intrusion into the
established residential area. It appears that the insuff
size and the adverse land use (adjacent to residential ar
somewhat diminishes the scoring on this site.
Site No. 2, somewhere opposite the existing fire station,
side of Dodd Road. After lengthy conversations with both
Sherman Winthrop (who has an interest in the property) and
with Howard Dahlgren, any siting within these fifty acres �
be very unacceptable. It is alleged by both the planner a:
the owner that this is one of the remaining sites in the C

as any other cantrac�ar's staging area, and the placement af
such a yard in a residential area is highly undesireable.
Howard added very emphatically tha� af�er our successful awsuit
to prohibit the fabrication of sheet metal equipment, tha we
could ill a�ford to turn around and be respansible for a
"contractar's yard" in the same area. It goes without sa ing
that this si�e was quite unacceptable from his planning p int
of view.

util ties in the south part of Ivy Falls West Addition as requested y the �

Last fall, partial steps were taken to de�elop the area by roug grading
Emer on Avenue from near Wachtt�er Avenue to Medora Road and by �insta ling sani-
tary sewers on Emerson from near Wachtler � Medora Road.

To provide for the future extension of Knollwood Lane, it is in ended to in-
stal a temporary cul-de-sac with bituminous curbs on the south end i the street.
Othe streets and utilities as proposed are shown on the attached dr wing.
Because the work thus far completed on Emerson Avenue is an int gral part of
the ork proposed herewith and because the costs of that work must b�
some ow, we propose to include those costs with the estimated costs �
pose work as far as financing is concerned in'determining the estim�

nine inch sewer pipe and appurtenances for an estimated cost of $19,90 .00 in-
cluding fees and contingencies. Service connections will add $3,700.0 for a
total financing cost of $23,600.00. To determine unit assessable cost , it is
necessary to add the cost of sewer lines installed on Emerson Avenue 1 st fall.

The estimate for that is $1g,300.00 making for i total assessable cost of $3g,200.00.
With a out 2850 feet of assessable frontage, the unit assessable cost is $13.75 to
$14.00 per foot.
Water ains:
T e proposed water main location is as shown on the attached drawing. To do

Street�Construction:
S�reet construction as planned, consists of a nominal 30 foot wid� bituminous
surfac with concrete curbs and gutter. We estimate about 10,000 squa e yards of
bitumi ous surfacing, 5000 feet of B618 concrete curb and gutter, and ncidental
items. The amount of excavation, shaping and grading has been minimiz d by the
constr ction work conducted on Emerson Avenue last fall.
T e proposed street work is estimated to cost $86,000 including f es an�d
contin encies. The excavation, shaping and grading, which was done la t fall,
is est�mated to have cost $22,000.00. A part of the street constructic�n will
includ� that part of Emerson Avenue east of Wachtler Avenue in the Che�ry Hill
additi n. Because these properties have an adequate existing bitumino s .
street it is not in.tended that they be assessed for street constructi n as Y
part o� this proJect. We do suggest that they be assessed for curb anc� gutter

in th t it will be an improvement to the existing street surfacing. � suggest
a rat of $5.00 per assessable foot for curbs and boulevard improvement. With
about 555 feet of assessable frontage, this amounts to $2,775.00, leaving
$105, 25.00 to be spread over 2870 feet of assessable frontage, or $36.66 per
foot. This is considerably higher than other recent street projects a d is
caused by the large amount of excavation, 30,000 cubic yards, removed rom
Emeres n Avenue. Because streets in the area north of Emerson will ul imately
benefit from the construction of Emerson Avenue, consideration should e given
to assessing a portion of the excavation costs to those future streets, thus
reducing the street assessment rate for this project to about $30.00 p r foot.
Storm Sewers
Proposed storm sewers, as shown on the drawing, consist of 2,200 eet of
12 thr 30 inch pipe and appurtenances for an estimated cost of $50,10 .00,
including fees and contingencies. With about 551,000 square feet of a sessabie
area, the unit assessable cost is estimated to be $0.09 per square foo . This
is hig er than our recent assessable rates for this type of utility an is
partially caused by the need to carry surface water all the way to Wac tler
Avenue to adequately dispose of it.
