development potential as it relates particularly to the zoning
back requirement and provisions of the State Shoreland Zoning S
recently published by the Department of Natural Resources.

Our analysis is based on the siie survey and field work done by
Mr. Ed Kishel, the resulis of which are summarized on a drawing dated
h1ay 25, 1976. Reviewing this work with Mr. Kishel, we note the
estab7ishment of the shore7ine by tne Department of Natural Res urces
at e7evation 872.2. -The lot areas above this line as proposed 'n the
lot division are 17,900 square feet for the easterly lot and 28,300
square feet for the wester7y lot (without including :�treet area
proposed by the applicant to be vacated).

Thelten-year transit service improvement plan and implementation pro�ram
includes the following recommendations:
Ex anded Overall Bus Service. System-wide coverage of the Stud
Area see Figure 1 by local bus routes will increase•by approx'mately
200 route miles (a 75 percent increase) by 1984. Annual bus ho rs are
increased by approximately 170,000 hours (a 70 percent increase) and
annual bus miles by approximately 2,500,000 miles (a 110 percent
increase) by 1984. -
� Ex�anded Local Bus Service. Local service in West St. Paul, So th
St. Paul, �1endota Heights, Inver Grove Heights, �Jewport, and St. Paul
Park will be improved. New local service will be provided to C ttage
Grove, Eagan, Apple Valley, and Burnsville.

Expanded Express Bus Service. Express service in Cottage Grov ,
St. Paul Park, fdewport, Burnsville, Apple Ualley, Rosemount, Eagan,

area, the International Airport area, and to the St. Paul and finneapolis
Central Business Districts. New express service will also be rovided

It has come to our attention that ihe use of land for cemeterie and
cemetery utility buildings has somehow been left off of the exi ting
City zoning ordinance. We recommend therefore, that the City C uncil
pass a resolution instructing the City Attorney to add "Cemeter'es and/
or Cemetery Structures" as conditional uses in the R-1 District ith
a provision that any structures be not less than 50 feet from a property
line.
