After a brief discussion, Councilman Mertens tto moved the adoption of Resolution No. 76-72, "RESOLUTIO PROVIDING FOR PUBLIC SALE OF $180,000 GENERAL OBLIGATION ORARY IMPROVEMENT BONDS OF 1976, SER2ES 1 AND $570,000 GENERAL OBLIGATION TEt�ORARY TMpROVEMENT BONDS OF 1976, SERIES 2," the bi opening to be held on Ocfober 19, 1976. The Council ac nowledged receipt of a memo from the City Planner recommending approval of the permit conditioned upon conformance with all of the appropriate setbacks. Councilman Mertensotto moved approval of the application for building permit subject to the approval bf e City Planner. The resolution was to direct staff to prepare a program for f ther consideratior_. This memo then shall constitute a respons to the p evious request. It is based on a considerable amount of input rom J hn Neska and Harvey Franzmeier, our certified tree inspectors, rom L rry Shaughnessy as an interested citizen and finance expert, an further d'scussions with the State Departr.tent of Agriculture. Attached a e three s parate memos from John Neska addressing to the following topics A. Future outlook on Lhe Dutch Elm Disease epidemic in Mendota Heights; B. Projections on cost of Lignason injections in City park areas; C. Reforestation program in biendota Heights. We have met on numerous occassions during the �ast six months w representatives of the applicant to discussing site conditions, and other code requirements, and site planning requirements. applicant has prepared a site plan proposing a 15,500 square fo center and educational unit, with an off-street parking area co of 80 spaces. The seating capacity is proposed to be �.85 se� The Ordinance requires one parking soace for each 32 seats acco in the main assembly hall. The applicants in this case propose to locate the structure 70 east of the existing house owned by William and Catherine Molvi at the immediate corner of Hunter Lane and Highway 110. The st will be located 103 feet north of the existing right-of-way for Highway 110 which would be at least 55 feet away from the proje expanded right-of-t�vay north of 110 as will show on the proposed plan and drawings. 4�le have encouraged the applicants to discuss the development wi the Molvihills whose home t�ould be most directly affected. They indicated their desi.re and willingness to purchase the home at time as the Molvihills desire to sell. It is hoped that these folks will be at the hearing so that their position with respec this proposed construction can be ascertained. Should the Molv feel�unduly threatened by the proposed development (in the sens their home wou7d be isolated on that side of Hunter Lane) the applicant should be encouraged to consider acquisition of the p on some reasonable basis. This particular project,is, of course, of an unusual size and t is not well served by a single sign. The applicant is therefore eeking permission to construct a second sign at the intersection of M ndota Heights Road and Trunk Highway 55 for the purpose of informing the public of the location and availability of land within the ind strial park. In the middle '60's after the planning and zoning of the land n question, the City encouraged the acquisition and ultimate nla ning and platting of the industrial park, of what was then the Unit d Properties Company (forerunner of Northland Land Company). Th company has since expended considerable funds in the construct on of roads, utilities, and extensive grading for preparation of he sites for industrial purposes. Though a few structure have be n placed on the property, the Company has basically held the pro erty in anticipatio'n of the ultimate construction of 494 across the Minnesota River into east Bloomington. Obviously, the ultimat development potential for the land and its higher values depen upon the development of this freeway system and its access to the a ea via Pilot Knob Road. �We have discussed this proposal with representatives of the No thland Land Company and have advised them concerning appropriate sign ��1ocations and sizes. It is noteworthy that the signs will be laced in accordance with the ordinance requirements.
