Mr. Jack Barber, 1919 Hunter Lane, suggested that the
Congregation could find a more appropriate 1 cation for the
synagogue within Mendota Heights, and that a though he does

and egress problems could create serious pro lems for the ,
area residents. '
Mrs. Gail Sundgaard, 1933 Hunter Lane, submi ted a petition
on behalf of the residents, outlining the re sons the residents

Cauncilman Mertensotto pointed out that the roperty under
discussion is zoned R-1 and that a synagogue would generally
be considered a(permitted) conditional use ccording to the
zor_ing ordinance. He noted that the Council can impose
any reasonable conditions as part of the pe it approval if it
chooses to do so. It was his feeling that i behooves the
Council to resolve the dilemma of ingress an egress as well
as the many other problems involved.

Engineer Kishel outlined the bids received for construction of
the Brompton Courts Addition imp'rovements. He explained that
the bids received were all higher than the Eng'neer's estimate
and explained several possible reasons for the over-run,
including the fact that the size of the projec was a
considerable factor in the bidding that had no been taken
into consideration completely in the Engineer' estimate. ,
Councilman Losleben stated that Mr. McGough sh uld be advised
of the increase prior to award of a bid.

counci issues a conditional use permit for building of the synagogue,

Mrs. G7ewwe owns a parcel of land 523.73 feet in the north-south
dimension (west of Warrior Drive) with a width of 496.36 feet fr
on the service drive along Highway 110. There is an exception t
this land 200 feet in width,with a depth of 266.77 feet at the n
west intersection of Warrior Drive and Highway 110 service road.
2. Mrs. Glewwe proposes io sell a single lot to her daughter at the
southwest corner of her property. The lot would have a width of
150 feet and a depth of 226.71 feet. Mrs. Glewwe has has a prel
design prepared, showing how the remainder of the land would be
ultimately developed into lots. At this point in time, however,
she does not desire to plat the land. This plan is submitted in
illustration of how the land could ultimately be used.

e have examined the proposed future lot division which consists"of
cul-de-sac off of Warrior Drive. There is one slight problem
ith respect to the proposal inasmuch as the lot fronting on the
ul-de-sac would have a depth of 119 feet. At the point where t e
ul-de-sac actually occurs, this depth would be reduced to 89 fe t.
n view �f this problem, we would suggest that there be a slight
lterat��n in the design which we will show the Planning Commis ion
embers ;t the public hearing. The alteration proposes reducing
he depth of the proposed lot to be created (at the southwest c rner
o slightl_y less than 226 feet so as to provide more adequate
epth for L'ne lots contiguous to the cul-de-sac on the north hal
f the property. `-
�his do�:s not seem to be a big problem and can be readily solved by
i slight adjustment in the proposed development plan. This woul
iave an affect, ho4rever, on the depth of the lot as indicated.

Variance to Garage Setback
The property in question has a 7ot frontage of 50 feet. A 24 foot
by 44 foot home was constructed on this property with a setbac of
11 feet on one side and 15 feet on.the other. The rear of the house
is 40 feet from the rear lot line.� The applicant desires to b ild
a garage, 22 feet in width and with 20 feet of depth. There is
not adequate room to put in a double garage door. The garage i�ll
have a sing7e nine foot door fronting on the existing driveway ahich
exists on the side of the house having 15 foot setback.
The anplicant reauests permission to alace the garage three fe t
from the rear lot line and three feet from the side lot line. He
indicates that the contiguous pro�erty owners are in agreement ith
the location of the garage as proposed. We suggested that wri ten
approval from these contiguous affected property owners would e
helpful to the Planning Commission in considering his proposal. It
wou7d, of course, be h'elpful if inembers of the Planning Commission
and Counci7 could view the property at 1003 Chippewa Avenue. ue

The property in question has approximately 270 feet of frontagE
Dodd Road and consists of 41,380 square feet. The northerly h�
is occupied by a single family home and a garage. P�r. Condon
proposed to divide the land creating a new lot on the southerl�
portion of the property with 140 feet of frontage on Dodd Road:
a lot area of 20,300 square feet. The lot depth at its narrowE
point (along the south line) will be 140.84 feet.
As you will note in the sketch at the left, the contiguous pro
to the west and south is owned by the Visitation Sisters. The
Plother Superior of the convent and school was contacted by Mr.

Mr. Lyn Johnson's home was one of the early homes constructed i
the original Ivy Fall's Addition. The home is large, well-site ,
with a considerable.amount of landscape planting and developmen
on the property. �
Mr. Johnson has a two car garage 4vith access off the side stree ,
(Cascade Lane). He �roposes to expand the garage with a�12 foo ,
six inch addition, with a 24 foot depth. The existing garage is
on the street side (Cascade Lane) and the new addition would pl ce
the structure within 20 feet of the side street. The Ordinance,
of course, requires that a corner lot have a side yard setback he
same as the front, which of course, is 30 feet. The home, itself,
is we17 setback from the front with a driveway leading to the
front door off of Arcadia. The garage in question is located s me
75 feet from the front lot line off Arcadia.
�
Examination of the site indicates extensive shrubbery and trees
contiguous to Cascade Lane on the side where the garage is�prop sed
to be constructed. It would appear that the addition of the 12 foot,
six inch construction would not have an adverse affect on conti uous
��roperties or the site,itself.
The principal reasons why we include a 30 foot setback on both streets
an the case of a corner lot, is to maintain line of sight vision
ior traffic at the intersection. In this case, because the garage
as set back so far from the front street (Arcadia) this is not a
problem with respect to the proposed construction.
It is, of course, common for homes of this scale in question her
to have three and four car garages. It would seem the addition
the third garage in this case, represents a reasonable�and desir
�ddition to the properties. It would of course, be helpful if
nembers of the Planning Commission and Council could vievr the si
to ascertain the site conditions relevant to this proposal. One
the mitigating factors here is the fact that the garage does not
face the street at all, but has an apron in which the cars are
to turn around on the property befor entering Cascade Lane. Thu
the driveway width, itself, is not affected in this proposal.
