E ORDER, The Council discussed proposed Change Order N. 2 for additional
NT/VANDALL drainage improvements to the Clement/Vandall mprovement
It�iPROVEMENTS project. (Continued from October 19.) The C uncil discussed
three possible schemes for the drainage impro ements, to
provide a surface water outlet on Clement Ave ue, south of
Third Avenue, and after a lengthy discussion, the concensus was
that Scheme C, 360 feet of concrete pipe to t e discharge point
of positive gravity discharge is the'best alt rnative.
Councilman Losleben e�cpressed concern that pr visions should be
made for a trail to the Ivy Falls Park from C ement Avenue
prior to approval of the Change Order. The C uncil discussed

expressed by several local municipal officia s in regard to
this matter and urged attendance by Council epresentatives at
a Metropolitan Council hearing to be held on Thursday,
November 18.

The applicants are the owners of Lots 1, 2, 3, and 4 at the outh-
easterly end of the cul-de-sac of Furlong Avenue which is a
cul-de-sac extending east fram Highway 55. The appl.icants
propose to leave Lot 1 as it is for the construction of a
single family home. They propose simply to take Lots 2, 3, nd 4
which are existing 60 foot lots•and combine them into two 90 foot
lots. This produces two lots of 11,935 square feet each wit
90 feet of frontage on the south side of Furlong Avenue.
The basic lot pattern in this area is that of 60 foot lots.
�would appear that the pro�osal to combine three lots into tw
90 foot lots is a reasonable one providing homesites for sin
family housing with 70 feet of building width. The applican
propose to develop single family houses on the two lots crea
of the three lots plus the development of a single family h
on Lot 1 at the end of the cul-de-sac.
It would appear that what the applicants are proposing� to do
is exactly in accordance with the City's desires to combine
smaller lots into larger lots creating more desirable homesi
in the area.

the proposed division of land as an exception to the subdivision
regulations under Section 11.3 of the ordinance no requiring
public hearings as normally required in a typical subdivision
platting procedure.

The time has come to be more formal and exacting in the leas

a. Resolution No. 76-29 �vas adopted on April 20, 1976
indicating the intention of the City to lease new
and additional space from I1CR Corporation. This
Resolution expressed City intent and thereby was
used as evidence by DCR in obtaining the financing
for the new addition.
b. 2'he building permit for the new building was approv
by the City Council on September 7 thereby authoriz
the bricks and mortar for such new office space.
Ray Wheeler presented a draft lease agreement. This has b
local sta�f and Sherman Winthrop, and changes were made to a
ie by City personnel. The new lease sets forth the following

M nday., November 29th, I attended a workshop meeting sponsered by the
E vironmenta7 Quality Council in the State Office Building, St. P ul.
A you may be aware, on October 18, 1976 the Mississippi River Co ridor
w s designated as a Critical Area by Governor Anderson. This
d signation requires that all development within the Critical Are
m st comply with standards and development criteria as administer d
b the Environmental Quality Council (EQC). The Governor's order
m ndates that all 7oca1 units of government within the Critical A ea
m st adopt plans and regulations for controlling development within
t e Critical Area. The local community may prepare their own pla or
t e Metropolitan Council may prepare it for them. If a plan is n t
p epared, EQC wi17 prepare a plan and administer the regulations.
T e Critical Area's planning process is an elaborate scheme of pl�
a d reviews, involving the EQC, Metropolitan Council, and the Stai
P anning Agency. The planning process requires close cooperation
c ordination. Their are four primary steps in the Critical Area'�
planning process: �
1. Plan Assessment: Communities submit their current plans
and regulations to the Metropolitan Council before
December 31, 1976. The Metropolitan Council reviews
these plans and regulations within 45 days, discusses
and reviews the findings with the local community and
makes comments to the EQC.
2. Critical Area Grant: The plan assessment process identifi
those areas of the local community's plan where additional
work is required. Based on this assessment, the Community
prepares a detailed work program which will meet the
Critical Area designation order requirements. Work tasks
are as follows:
a. Communities lay out a work program, schedule, and
cost estimate for completion of plans and reg-
ulations. �

b. Communities submit grant application to the EQC
and the State Plannning Agency.
c. EQC and the State Planning Agency review the
grant applications and approve the grant amount.
Critical Area funds must be encumbered before
June 30, 1977.
3. Plan Preparation: Local government plans are to be sub-
mitted to the Metropolitan Council within six (6) months
of the effective date of the designation order, on or
before May 24, 1977. �
4. Plan Review: All plans will be reviewed by the
Metropolitan Council and approved by the EQC.
e Governor's order mandates that each local unit of government
