The appl.icants propose to leave Lot 1 as it is for the construction of a single family home. They propose simply to take Lots 2, 3, nd 4 which are existing 60 foot lots•and combine them into two 90 foot lots. This produces two lots of 11,935 square feet each wit 90 feet of frontage on the south side of Furlong Avenue. The basic lot pattern in this area is that of 60 foot lots. would appear that the proosal to combine three lots into tw 90 foot lots is a reasonable one providing homesites for sin family housing with 70 feet of building width. The applican propose to develop single family houses on the two lots crea of the three lots plus the development of a single family h on Lot 1 at the end of the cul-de-sac. It would appear that what the applicants are proposing to do is exactly in accordance with the City's desires to combine smaller lots into larger lots creating more desirable homesi in the area. It le s ed out ne here s It would appear reasonable for the Planning Commission to co sider _ the proposed division of land as an exception to the subdivision regulations under Section 11.3 of the ordinance no requiring public hearings as normally required in a typical subdivision platting procedure. ,_ r G- ,.V, r {%. i `i"' G ♦ • ' w fi::==__=1 fi _—,•. . r • ♦ w n^ +► ,. .r • . i i 0 _. lYl IOt,I or . „ _ , -- 1 - ac 1_._. CA5E CUMBER: 76-31 APPLICANT: Robert Thissen, Kenneth Harrin ton ACijOe Divisi n of a Lat '1,6'w i - j i r r .. + 3 ° , i , , / ` ' iG * , z a- , ., ' . ,/t,•yi ,wu,a' s a a rV" -•G+-`2.. j • ' . Municipal Office Space Lease November 30, 1976 The time has come to be more formal and exacting in the leas the new general office and police department floor space. Br tory as you recall goes like this: a. Resolution No. 76-29 vas adopted on April 20, 1976 indicating the intention of the City to lease new and additional space from I1CR Corporation. This Resolution expressed City intent and thereby was used as evidence by DCR in obtaining the financing for the new addition. b. 2'he building permit for the new building was approv by the City Council on September 7 thereby authoriz the bricks and mortar for such new office space. Johnson City Administrator . Proposed 1977 Salary Adjustments 3 i +. This memo is to inform you of municipal employment conditio s, the 'iet and applicability to Mendota Heights; and to present to y u what consider a balanced or compatible scheme of pay for the non-un on xsonr_el. If you recall, the police labor contract was ratifie in .ly of 1976 for 1976 and 1977. The pay scale and several other benefits r police patrolmen were settled at that time. This action est lished e personal services expenditures for police in the I977 budget hence king the guess-work, out of the preparation. The proposed 1976 pay ale for public works was placed before you for ratification se eral eks ago. Further discussion on December 7 will establish stil more a compensation pattern. Within the public works contract I r commende 5.5 wage increase for 1977, a figure that other public works mployees the metro area have not agreed to. Therefore, in putting together the following chart, I have ed police settlements, public works trends, and a myriad of ot ta from the metropolitan area. As you can see from the chart, own a 5.5 increase column and have applied that kind of an in other stronger factors prevail. Footnotes at the bottom of t uld aid in understanding the notable deviations from the 5.5 .r In addition to the adjustment for salaries, I am further re - at the hospitalization insurance contri.bution by the City be i .. o$65.00 per month. As of this date, I do not know what the in arrier plans to do with the premi.um costs a of April 1, the an ate. The $65.00 recommendation is based on the police settleme ther argim►ents presented in the public works memo dated Novembe s obvious that any compensation received via the insurance rout on-taxable from the employees' standpoint, and hence is of spec s ubconsciously er municipal I have rease where e chart increase. creased urance iversary t and 17. It is al interest. An additional change in mileage is also recommended. Your $avorable n on the following is requested: I 1. 2. Increase Administrator's mileage and expenses from $130 per month to $140 per month. Establish mileage allowance for Police C.hief at $75.00 per month. Salary Adjustments -2- December 7, 1976 3. Authorize 154/mile for other employee mileage as audited in claims. All allowances are provided for in the budget. The new allowanc for the Police Chief is to compensate him for the use of his personal ca when atfiending night meetings, when responding to special call-backs, and when he has to use his car due to all other units being in service or in for repair. In general, salaries this year are based on a 5.5 general 'ncrease mpared to the 8 considered twelve months ago. As you recall, there was considerable discussion at that time, but the end result, incl ding ditional insurance contribution, ranged from 7.4 to 12.1 inc ease. e spread was quite uniform amongst the various positions. Var'ous formation available, including the recent newsletter from the tanton rvey indicates that many salary adjustments in excess of 5.5 re ing adopted, and I recommend that this schedule be adopted in act. If reduction is deemed necessary, I strongly suggest that a unifo reduction ctor be used, in order to retain the relative positions or dif erences as esented. 0 v. A you may be aware, on October 18, 1976 the Mississippi River Co ridor w s designated as a Critical Area by Governor Anderson. This d signation requires that all development within the Critical Are m st comply with standards and development criteria as administer d b the Environmental Quality Council (EQC). The Governor's order m ndates that all 7oca1 units of government within the Critical A ea m st adopt plans and regulations for controlling development within t e Critical Area. The local community may prepare their own pla or t e Metropolitan Council may prepare it for them. If a plan is n t p epared, EQC wi17 prepare a plan and administer the regulations. T e Critical Area's planning process is an elaborate scheme of pl a d reviews, involving the EQC, Metropolitan Council, and the Stai P anning Agency. The planning process requires close cooperation c ordination. Their are four primary steps in the Critical Area' planning process: 1. Plan Assessment: Communities submit their current plans and regulations to the Metropolitan Council before December 31, 1976. The Metropolitan Council reviews these plans and regulations within 45 days, discusses and reviews the findings with the local community and makes comments to the EQC. 2. Critical Area Grant: The plan assessment process identifi those areas of the local community's plan where additional work is required. Based on this assessment, the Community prepares a detailed work program which will meet the Critical Area designation order requirements. Work tasks are as follows: a. Communities lay out a work program, schedule, and cost estimate for completion of plans and reg- ulations. ing 0 ville Johnson ` D cember 2, 1976 P Qe Two i a 1 0 t b. Communities submit grant application to the EQC and the State Plannning Agency. c. EQC and the State Planning Agency review the grant applications and approve the grant amount. Critical Area funds must be encumbered before June 30, 1977. 3. Plan Preparation: Local government plans are to be sub- mitted to the Metropolitan Council within six (6) months of the effective date of the designation order, on or before May 24, 1977. 4. Plan Review: All plans will be reviewed by the Metropolitan Council and approved by the EQC. e Governor's order mandates that each local unit of government clude in their plans and regulations s ecific items. I have at photocopy of the specific standards and guide ines for preparin cal plans and regulations. As you can see, the requirements ar tensive and specific. The City of Mendota Heights has complete this work and some of this work is anticipated to be completed e Metropolitan Mandatory Land Planning Program. Hotvever, there ecific items which require special attention. B cause of the limited time of the Critical Area Program, the Cit placed at a disadvantage in the preparation of the required plans t e May 24th deadline. The City is eligible to receive a grant t i defraying the cost of preparing the Critical Area's Plan. How t e grants are not expected to be disbursed until April or May. Although the amount of the grant is unknown, the sum is not expec t be significant, perhaps two or three thousand dollars ($2-3,00 commendations: I would recommend that the City assemble the current Comprehensiv Z ning Ordinance, and Subdivision Regulations, and mail them to M.
