•He requested that the Council delay decision n the matter
until further information on traffic control, purchase of the
Mulvihill property, parking and other informa ion can be
submitted for Council study.
Mr. Lawrence Culligan, 1221 Highway 110, stat d that the Sons
of Jacob should pursue purchase of the Royal deemer property
since that property would not present the tra fic hazards that
the proposed location would.
Several residents expressed their objections �n the basis of
possible traffic safety hazards.
Dir. Stacker, President of the Sons of Jacob C ngregation,
stated that when the Sons of Jacob first cons dered locating
in Mendota Heights, the Royal Redeemer site w s considered.
For several reasons including size of the sit , lack of
frontage, and the necessity of locating the b ilding at the
rear of the property, it was determined not t purchase the
site. He also stated that although no contac was made with
Mr. Mulvihill, prior to purchase of the prope ty.currently
proposed for the synagogue site, they had spo en to
Mrs. Mulvihill, that she did not express any bjection to the
synagogue construction, and that they had dis ussed purchasing
the Mulvihill property with her. Since the M lvihills retained
an attorney, negotiations have been conducted between
Mr. Levander and the Sons of Jacob attorney. He stated that
the Sons of Jacob would like to be an accept le neighbor, and
that they have met all of the zoning and plan ing requirements.
Mr. Saul Fidelman, representative of Sons of acob, stated that
at previous:.meetings he had suggested the pos ibility of a
signalized entrance at 110 and Hunter Lane an was told this
would be impossible and very dangerous, and t at there doesn't
seem to be an easy answer on synagogue traffi exiting on
Hunter or Orchard. He noted that a Lexington exit would be
extremely dangerous and he would not recommen that as a
solution. He also stated that the traffic ge erated would
only be heavy during the high holydays and th t people do not
generally leave the synagogue after a service enmasse. In
response to a question from the audience, he tated that if
the permit is approved, the synagogue would b constructed

1976 increase on the budget, as well as concer over insurance
provisions and employee classifications.
After a lengthy discussion, Councilman Loslebe moved that the
1976/1977 wages and benefits for the Public Wo ks Department

Mr. Penney briefly outlined the federal regul tions with which
he must comply for federal licensing, one pro ision of wliich
states that he must be.licensed as a firearms dealer in his
own community. Mr. Penney stated that he is gun collector and
_ that he would not be involved in the retail s le of guns and
would probably have a maximum of 8 to 10 cont cts with other
gun collectors out of his home during a year. He pointed out
that this activity would not involve any prin ed or listed
advertising and would be conducted only as a obby or light
avocation.

Administrator Johnson advised the Council tha the Police
Department has accepted a Police Intern, at no cost to the City,
through an Inver Hills Junior College interns 'p program. The
intern, Renee Danseraus, began her internship n December 1.
The Council acknowledged and briefly discusse a memo from
Dick Dwinnel, of Howard Dahlgren and Associate , regarding the
Mississippi River Corridor Critical area.
The Council acknowledged receipt of a memo fro the City
Administrator recommending 1977 wage adjustmen s for non-union
employees. Discussion on the matter was table to December 21.
Councilman Losleben moved that the Clerk-Treas
Deputy Treasurer be a�thorized to use the Mayo
plate to transfer funds between the checking a
savings account for monies on deposit at the �
State Bank of Mendota Heights, as part of the
procedure, when funds are not needed for gener

In 1968, St. Peter's congregatian buili a resider�ce far their priest
on the property in question. As was the custom and as permit ed
in the R-2 zane, such a r�sidence can include a separate iivi g
unit for a caretaker, The house is a well-buili brick struct re
with two double garages in the rear for each unit. The home as
two heating systems and two air conditianing systems. The tw
units are divided by a c anmon wa]l. Twa doorways would have o be

abs lutely no objection to closing any entrance or exist which now
app ar off Hunter Lane.
A c nceptual sketch of the proposed construction is also submitted
but we call your attention to the fact this sketch does not
rep esent any formal commitment to the final size or app arance.
The primary reason that the final plans are not availabl at this
tim , is that we did not wish to incur substantial archi ectural
fee until such time as the present matter under conside ation has
bee resolved.
The question has been raised as to the possibility of re ersing the
bui ding and parking,lot location, and while we can reco nize merit
in he possibility, our preference is to retain the loca ion as
pre ently proposed. �
It �s our zeeling that the traffic problem, if any in fa�t exists,
sho ld not be one of major concern. (See attached Plann ng Reports).

Winter Recreation -- Dewey reported that rinks will open Dece er 10.
The Commi.ssion recommended that no sticks or pucks be allowed on the
free skating rinks at any time. Signs will be posted to that effect and
attendants must enforce the rule.
Volleyball -- A volleyball enthusiast will have to step forwa d to take
on responsibility for setting up a volleyball program. Dewey hasn't
heard from anyone thus far.
The Council is invited to the Park and Recreation January
discuss bicycle-pedway possibilities.

At a ecent meeting with the members of the Civil Defense Auxiliary, I
cusse with them the future of the auxiliary, and my wishes that they
an ac ive Public Safety Reserve Force for the City. The five members
auxil'ary who attended the meeting said they would like to assist in a
they uld and are anxious to be members of an active reserve force.
In my opinion, a trained, available group of volunteers is a necessity

Mendo a Heights Police Reserve, as I would like them called, will be r quired
to at end a 60 hour Reserve Officer Training Course offered over a fiv month
perio through the Dakota County Civil Defense Coordinator's office, i cluding
firea s training. They will be required to attend periodic refresher courses,
and r gularily scheduled training courses conducted by members of our olice
Depar ent. .
