Dear Mayor Huber:
May 28, 197!
As the new President, it is my privilege to enclase
brief note along with your Association Dues Stateme
the 1976-1977 membership year which beg.ins June 1,
As a member of tlie Association Board vf Directors s
the merger in I974, I have been pleased at the way
bership has responded to brin the Association thro
difficult period ot' adjustment and transition.
Occasionally, somone who has not been active zn th
ation expresses doubfi concerning the ability of the
ation to successfully xepresent the needs and inter
our diverse municipal membership. However, those w
ticipate in our activities soon realize that a11 me
regardless of populaion or geographic location, ha
interests in common than they have interesis rahich
ent. Even when interests are seemingly different,
can often be achieved through the debate, discussio
teraction inherent in the processes of the Assoczat
words of Abraham Lincoln are as true today as they
I00 years ago: "I.f we don't hang together, we shal
hang separately".
The AMM is increasingly being recognized as the spo
cities in the metropolitan area by the Legislatuxe,
agencies a_nd the media. Man new c1a11enges, oppor
and problen:s remain ahead for the c.ities and your c
participation in the Association wi11 help to assur
caZ government remains a viable partner in the over
mental decision making process.

. The owner of the property in question is Mrs. Emmie L.. Swans n who
iives on the premises at 1130 Orchard Piace, Mendota Heights. The
property is located at the sauthwest carner af Orchard Place and
.exington Avenue and exclusive of a 91 foot by 257 faat parc 1 at the
immediae carner, the land consists of approximate]y seven a res.
'_. Mrs. Swansan praposes to divide the westerly 100 feet of this tract
from the remaining parcel and sell it to her son who is desi ning
a home to be constructed an this site.
. ihe new parcel wiil be 100 feet in width (frontage on Orchar Place}
with a depth of 465 feet. This parcel af land is 46,500 squ re
feet ar appraximate7y 1.Q7 acres.
. A copy of the topographica7 map of the area indicates the pr posed
1ot in relationship to the existing homes in the area. You ill notice
the Emmie Swanson residence to the eas of the parcel in que tion with
Qr. Olin's house to the southwest on the high knoil marked " levation
950.3".
. ihe proposed divisian meets the mnimum standards of the Cit in a11
respects arrd constitutes a reasonable beginnin for the divi ion of
the land if it is ultimate7y planned to simp7y divide the pa cel into
strips with frontage on Orchard Place and perhaps Lexington venue.
It could, of course, also be possible to plan for a more and perhaps
better homesite by carefully placing a system of public stre ts ta serve
future lots in the area. This, however, could still be done after
ihe plaiting proposed assuming continued caoperation between the two
parties.

Harvey and 2 have discussed this matter thoroughly, including discussion

I recommend that Rudolph Literski be appointed Park Leadman e fective
