Amendment to St. Paul Water Contract An attached letter from Elmer Huset, General Manager of the t. Paul Water artment, explains their desire for an amendment to the water s rvice contract. original water service contract was executed in 1962. Since at time a ber of rate changes have been made, however, there have been n substantive nges to the contract language. A careful reading of Mr. Huset's letter will eal that the present contract does not allow for increasing ra es charged large water users. This is due to the very constrictive perce tage spelled in the original contract for large water users. - I have analyzed their proposal and have the following statemcnts to make: 1. Mr. Huset's letter is factual, however, he fails to note that the demand or fixed charges for meters larger han one-inch is being increased from 10 in the old con ract to 20 in the new amendment. This is applicable to all customers with meters of 1 inches or larger. This means a potential increase for the limited number of inete s for most non-residential users. Other than this, the 1 tter is quite factual and straight-forward. 2. The amendment will allow St. Paul to charge large w ter users within St. Paul and outside of St. Paul a mor appropriate water service charge. In the past it h s been common knowledge that the wet industries and large ater users were given preferential treatment inherent wi hin the rate structure. 3. As is noted in Mr. Huset's letter, there are severa in Mendota Heights that will be affected by this ch The list submitted includes the Henry Sibley High S Galaxie Company on ivy Hill Drive, Gould, Inc., Min Knitting Mills and Economics Lab. Since new consum are not being esta.blished at this time, I hve not to compute the impact of this amendment. users a•7 • hool, the esota tion rates ttempted 4. The new amendment provides for an annual review of tandards by representatives of Mendota Heights and St. Paul. Z'his is a small step toward more cooperative measures and rking relationships. 5. An identical andment was adopted by the City of M plewood tliis past April. In fact, as I understand it, 3M d its large water consumption was the main reason the Wat r ;. M1 r Contract -2- July 15, 1976 Department initiated an increase in commercial rates. In summary, I believe the ainendment is proper and should be I recommend that an approving Resoltion be adopted, authorizing yor and Clerk to execute the amendment. 0 r ' EL'v1ER A. BA EI3iTnSERIES of Newport is very well known for its tree service . After co tacting them I found that they do not do any Lignason injection . They fe 1 trat it is no miracle cure, and that it would be less costly o replant th se areas affected by Dutch Elm Disease. Co tinuing our efforts, we wondered if any other municipalities we wi h Lignason injections. After contacting South St. Paul, Bloomi we found that they were not doing anything with this type of chemo Th y all had many trees to dispose of, and were running short of b le t St. Paul has a injection system on order.
