ION REPORTS The Council acknowledged receipt of the minut s of the December 10 Parks and Recreation Commission m eting and the minutes of the January 13 Planning Commissiom m�eting. NO. 75-30, Mr. Lawrence Grundtner was present to request approval of his application for variance to construct a home n an undersized lot located on Dodd Road. The property, Lot 1, Block 2, J.H. Morrison's Addition, consists of 8,400 s uare feet and has a 60 foot frontage. Mayor Huber moved the reconsideration of the roposal to prepare a k7etland Systems Protection Ordinanc . Councilman Losleben seconded the motion. The Council again discussed the proposal to p epare a Wetland Systems Protection Ordinance. Several Counci members expressed concern over whether such an ordinance will b too restrictive. It was the concensus, a�'ter a lengthy discuss on, that the proposed ordinance should be drafted and then a determination of i-cs merits should be made, and any changes desired can be made at that time. A cop of the new order is attached. This new order which conforms o the M.A.M A. request of the Court to begin with represents a significant precedent for M A.M.A. . The fact that M.1?.M.A. appealed to the Supreme Court put ju ges and unions on notice that I�4.A.M.A. �vould not tolerate judicial yders of questionable legal foundation. . The fact that a number of communities agreed to share in th total cost of the appeal (total co'st estimated at less than $300. 0) the fee for each M.A.M.A. community was quite low. • This oncept of jointl,y sharing labor relations legal costs promises legal costs in the labor relations area at a modest level for each M co ity whenever legal action by M.A.M.A. is required. .. Parks and Recreation Commission Kevin Howe, Chairman Last night at our January meeting of the Park Commission, we siderable discussion concerning a trail system in Nendota HeigY focus was two-fold: 1. Naking certain that all residents have walking access Lo each of the parks; 2. Concern for the safety of the children walking along Dodd Road. had a ts. Representatives from at least seven different neighborhoods ere esent at the meeting, expressing their concern. Z'he Park Commi sion commended that a more detailed study of the entire system be co pleted. you recall, a Trails Committee report was submi.tted approximat ly one d a half years ago to the Council. P.s a result, the Park Commi sion quests the Council's authority to e�and its activities in this area, consider a comprehensive trail sgstem in Mendota Heights. This study could ultimately result in a bond issue because t e greatest cern seems to be for the safety of the children along Dodd Roa and some e of access across T.H. 110. The fears for safety of the chil ren become ater as the new McDonald's becomes closer to reality, so that he Park mission feels now is the time to pursue the study. Johnson City Administrator . Probationary Employee As you may recall, Lawrence Bridger was employed as Police Pa rolman on August 9, 1975. His six-month probationary period wi e ire on February 9, 1976. In addition to my personal observations, Acting Chief Lange h su mitted written and oral probationary reports on Officer Bridger Ge e has expressed complete satisfaction with Officer Bridger's wo pe formance, attitude and ability. In view of my observations and Ge e's reports, I would recommend that Officer Lawrence Bridger be giTen permanent emplogment status.
