In he first six months of the year, our average respons to

was 9. After the issuance of the-pagers, during the sam period
of ime above, the response increased to 11.
In anuary of this year we were invited to take part in welve
cla sroom hours of instruction to the senior class of St. Thomas.
The Assistant Fire Chief, Fire marshal and two firemen t ok part
in his program. It proved to be a success and we have een
ask d to repeat the program in the spring of 1977.
We ill be making an effort to increase our manpower bac to the
ful compliment allowed. We have experienced some diffi ulty in
rec uiting interested men.
Aga'n this year, we will be purchasing additional equipm nt. We
pla on adding two more Scott Air—Paks, givingus a tota of 14
uni s. This equipment is a must to protect the fire fig ter in
tod y's fires.
On he last page of this report, you will note two items The
top item on the page is a drawing showing the Opticom Sy tem in
use. In 1975, 60 of-the 77 City fire runs went through he inter—

dangers of crossing the intersection, or the advantage o this unit.

The "OPTICOM" System permits emergency
vehicles to activate individual traffic signals up
to a third of a mile away without affecting sig-
nals not directly involved.
The system uses an emitter 1O mounted on
theemergencyvehicle; a detectorO mounted
on or near the traffic signal; and a phase selec-
tor O3 installed in the traffic signal control
cabinet.

The emitter flashes a light essage to the de-
tector. The detector receive the message and
sends it to the phase selecto . The phase selec-
tor identifies the message a d forwards it to
the signal controller which provides the ap-
proaching emergencyvehicle ith agreen light.
As soon as the emergency v hicle has passed,
the signal returns to its nor al timing and its
job of moving other traffic without interfer-
ence with pre-timed contro s or master con-
troller operation.

The above demonstration conducted by members of the Addison, Illinois fir depart-
ment shows the total pumping power of the Pierce Attack Pumper. They use (2) 3/a"
speed guns set at 20 GPM each, (2) 1'h" nozzies set at 95 GPM each and (1) 2' " nozzle
set at 250 GPM yielding a total output of 480 GPM with 15 PSI residual hydrant ressure
at the pump inlet and 250 PSI at the discharge manifold.
We do not recommend using an Attack Pumper at the above performance I el. This
merely shows what a Pierce Attack Pumper can do if called upon to do it's utm st. Used
within it's normal operating capacity a Pierce Attack Pumper will handle the m jority of
alarms. Fast response time saves property and life.

ints of all
In the'ifirst several months of 1975 several hours per month we e required
Planning Commission cases. This included in-office inquiries b people
rding general zoning questions as well as for individual cases. Most of the
s, however, were spent on field observation, research in the of ice, and
rts or memos to the Planning Commission and Council. I might a d that since
rd Dah?gren has come aboard as City Planner, he has taken over large share
his workload.
The seminars and workshops attended were meant to help strengt en my
tion to be Lctter able to ser've the needs of the City. One exa ple would
y suggestion to Orvil that a cash escrow or letter of credit be obtained in
developers agreement for cleaning of ponding areas if necessary when ponds
to be a part of the development. Z'hese kinds of ideas are usua ly obtained
iscussion with other people from other cities who are trying to deal with
of the same problems as we are.
The 21 hours spent on the First Aid course really needs no furher mention.
s a very worthwhile eerience for myself as well as the maint nance men.
The remainder of the hours I believe are self-explanatory.
