Minutes of the R�gular Meeting
Held Tuesday, February 17, 1976
Pursuant to due eall and notice thereof, the regular meeting of the City Council,
City of Mendota Heights, was held at 8:00 o'clock P.M. at the City all, 750 South
Plaza Drive, Mendota Heights, Minnesota.
Acting Mayor Lockwood called the meeting to order at 8:00 o'clock P.M. The
following members were present: Acting Mayor Lockwood, Councilmen tzmer, Losleben

Councilman Losleben moved that Officer Lawr nce Bridger be given
permanent employment status, at a salary of $1,073 per month
retroactive to February 9.

Administrator Johnson noted that Jerome Gul vig has been a
member of the Volunteer Fire Department for twenty years and
recommended that the City extend its apprec'ation to Mr. Gulsvi:g
for his service and dedication. I
Acting Mayor Lockwood moved the adoption of Resolution No. 76-i8
"RESOLUTION RECOGNIZING MUNICIPAL SERVICE," and authorizing
the Mayor and Administrator to sign a Certi icate of Appreciatio
to be presented to Mr. Gulsvig.
Councilman Gutzmer seconded the motion.

To all County and City Officials:
The attached brochure vividly portrays a major transportation p oblem
facing all levels of government in the State of Minnesota.
We have a total of 13,174 bridges on our road and street system , and
a recent Minnesota Highway Department inspection report has ide tified
4,403 bridges as deficient in load-carrying capacity, structure, clear-
ance or width.
The estimated 1975 cost to bring these bridges up to current st ndards
requires an investment of $611,614,000. There is no dovbt that in-
flation will continue to add to these costs.
We hope this information will be of assistance to you and your o-worke
as Minnesotans work together to solve this crucial transportati n prob-
lem -- a problem that is of vital concern to all of us.

My concern and objection are twofold. I am equally

The financial burden would be intolerable to many

mate, I think, as a basis for comparison. No one

� mistakes in developing areas.

This plat was considered in sketch plan form by ihe Planning
Commission at its November meeting at which time, the Commiss on .
recommended approval of the platting concept. You will recal
the area of land consists of a strip-839.61 feet in length ai ng
the north side of Marie Avenue between Overlook Lane and Surr�n tt
Lane as shown on the sketch at the left. The sketch plan app oved
consisted of two lots of approximately 90 feet each fronting
on Overlook Lane and Summitt Lane (perpendicular to Marie Ave ue)
and five lots inbetween fronting on Marie Avenue. In the ske ch
plan these lots were assumed to be approximately 96 feet in
frontage. Based upon the field survey that has been complete
in the process of preparing the preliminary plat, these lots re
naw 99.62 feet in width and are therefore within .38 of the
required 100 foot frontage by the City Ordinance.
�.s you will recall from the discussion at the Planning Commis ion
hearing in November, the idea of com�ining pairs of driveways for
these lots fronting on h1arie Avenue was not recommended by th
Commission. Members of the Commission felt that �he complexi y of
sharing maintenance�and jurisdiction of such driveways was no worth

Bids on health insurance were received on February 5 as previ usly announced.
Fi e agents and/or companies bid. Of the five, four were underst dable.
Eq itable Assurance Society, the fifth company, submitted some inf rmation that
ap eared to cost approximately $100 per month, which was the highe t quotation.
Th two apparent low bids were those of Blue Cross/Blue Shield and a bid
su mi.tted by the Schneeman Agency using Great-West Life as the car ier.
It looks like we have the following choices:
1. Blue Cross/Blue Shield at the existing level of cove age for
$26.30 per month per employee and $67.56 per month f r the
entire family.
2. Great-West Life:
a. Coverage almost identical to the existing covera e plus
$5,000 of term life insurance for $21.15 per mon h for
each employee and $63.54 for the entire family; r
b. An improved hospitalization plan with greater ho pital
and surgical benefits and a$50,000 major medica plan
including $5,000 of term life insurance for $22. 5 per
month per employee and $67.41 per month for the ntire
family coverage.
In general, Blue Cross/Blue Shield coverage remains the same t$67.56
month and an improved plan from Great-West would cost $67.41. Remember
t non-union employees were granted salary adjustments based upo insurance
miums being paid to a maximum of $60 per employee and that the olice contract
cifies $60 per month insurance coverage (the old Public Works c ntract calls
$42 per month).
I have met with the Department heads and two union stewards c
to discuss this insurance matter. At the first meeting, the geneY
wa disseminated and an explanation made of the two apparent low �
