Pursuant to due call and notice thereof, the regular meeting of
City of Nendota Heights was held at 8:00 o'clock P.M. at City H

The By-Laws Committee held three meetings to review
complete By-Laws and to consider changes to recommen

Section 2. Associate Members. The committee recomm nds this
change to limit the membership to persons directly i volved in
the decision making process inherent in the purposes of the
Associati.on.
Section 3. Sustaining members. In the e�perience o the
Association's existence, we have had no requests for such a
� membership and for this reason, and in keeping with he recom-
mended changes in Section 2 above, the committee rec mmends
the removal of this section.
NOTE: The committee did recommend that in instances where in-
dividuals might not qualify for membership, but wish d to re-
ceive Association materials for informational purpos s, that
staff be allowed to make these available with a nomi al charge
for postage and handlingo

this article and recommends no change at this time. It was
our opinion, however, that a long term study committ e be es-

UNIFORM FIRE CODE BY REFERENCE
The City Council of Mendota Heights ordains:
Section l. UNIFORM FIRE CODE
The Minnesota Uniform Fire Code, one copy of which has been
the official copy and which is on file in the office of the City
hereby adopted as the fire code for the City for the purpose of p
regulations governing conditions hazardous to life and property f
explosion, except such portions as are modified or amended by Sec
this ordinance. Eve�•y provision contained in this code, except a
or amended by this c�3inance, is hereby adopted and made a part o
ordinance as if fully set forth herein.

or any certificate or permit issued thereunder, and from which no appeal has been
taken, or who shall fail to comply with such an order as affirmed or modified
by the Fi re C`hief or his agent or by a court.of competent jurisdi

SUBJECT: Report on Police Chief Recruiting and Recommendation
The recruiting process was conducted by Orvil Johnson and c
James Crawford of Golden Valley. As Mayor I was kept informed c
activities and assisted in the several decision making processe:

selection process, over 125 applications were considered. Of t1
applications, questionnaires were sent to 46 applicants who seei
characteristics similar to those we wanted in a Mendota Heights
�taenty-six responses were received to the questionnaire.

The evaluating of the twenty-six questionnaires was quite ime
consuming, each one of the eleven questions was read thoroughly and
graded with a composite grade resulting from individual graded swers.
2'he four candidates receiving the highest grade on the written xam were
interviewed by the committee on Saturday, March 27.
Since that time, complete background checks and other refex
beer_ conducted on the two most favorable candidates. As a resul

Richard 2'hul is presently employed in the Burnsville Public
Department and has been employed there since October, 1970. He
raised in northern Dakota County and graduated from St. Thomas C
1°67 with a B.A. degree in Business Administration. He spent th
years with the Internal Revenue Service investigating tax frauds
IRS employees and wagering and gambling activities. In the Burn
Safety Department, the titles are somewhat unconventional, howev
presently holds a position equivalent to sergeant and supervises
sixteen public safety officers. He is married, has no children.

RESOLUTION NO.
RESOLUTION EXPRESSING INTENTION TO LEASE SPACE
WHEREAS, the Mendota Heights Municipal Facilities Task
has recommended the construction of a Public Works garage as
other public facility planning for future consideration; and

WHEREAS, general office space and police quarters are curre tly leased
and are adequate for present needs; however, both public inee�ing space and
expansion space are currently not adequate; and
WF�REAS, the existing Iease expires in October, 1977; and
��JHEREAS, D.C.R. Corporation has indicated that new expandabl general
office space and police quarters could be specially designed for unicipall
use and that a separate room be provided for Council meetings and other
public meetings;
NOW THEREFORE BE IT RESOLVED by the City Council of the Ca.ty of Mendota
Heights that the City Council hereby acknowledges the desireabili y of such
expansion and expresses intention to:
l. Lease newly provided general office and police quar ers space
at the rate of $6.00 per square foot per annum for pproximately
2500 square feet for a base period of five years.
2. Accept scheduling responsibility and free use of a oom
designed and provided to serve as a City Council me ting
room, as a meeting room for other City sponsored co 'ttees
and other community organizations.
BE IT FURTHER RESOLVED that the lease of said premises shalllbe sUbject
to such other terms and conditions as are mutually agreed upon by both parties.
