MARKET Market to prepare a sign for their store pre ented drawings of
two signs. One sign consists of 52 square f et and is to be

line removed. Utilizing several sets of contour maps, we found that t ere was
enough divergence in available information to make it almost impossibl to readily
determine where existing and ordered $horelines were located on paper,

An analysis of the existing sanitary sewer and wafier systems avai3al�le to
Lot 18 indicates that there is service at the intersection of Cheri Lane and
Swan Lane. The sewer is abaut 14 feet deep with the manhale tap at ak�ou twa
feet above the high level af the easterly portion of Lot 18 and about le el with
the westerly portion. At normai setback, the City requires the first fl or af a
structure to be at least two feet above the street centerline. The west rly

portiort of the iot, being further from the sewer, may require a greater eight-
differential.l This means that carefui planning wili be naeded in establishing

basement elevations for potential structures on Lot 18. 3he water mair� t tFte

intersection of Swan Lane and Cheri Lana is fitted with a"Tee" section or
potential extension westward on Cheri Lane. In the past, the 5aint Paul ater
Department has required that water service be placed at right angles to
main. The praposed westerly part of Lot 1$ cannot be served in this mann�er

without extending the City main on Cheri Lane.
An existing storm sewer with a stilling basin and open ditch is lo ated
on the south one-half of existing Cheri Lane as shown on the drawing. he•
top of the ditch is so located as to allow for a minimum 15 feet and a aximum
20 feet of passageway to the lake without encroaching on privete proper y.
Existing and proposed set back requirements must be considered in rder
to determine space availability for proposed structures.
The Dpeartment of Natural Resources has given permission to dredge an
area 60 feet out into the lake beyond the established shoreline as indi ated
in their directive to Mr. Smith, dated April 28, 1976.
I am not aware of other factors pertinant to the proposed subdivisi n.

SUBJECT: Public Works Supervisor Appointment
On October 7, 1975, the Council discussed the employment of
Works Supervisor to replace Bruce Levine. As you may recall, sir
position was vacated during the budget preparation, a lengthy di:
on budgetary considerations ensued, and a decision was postponed
the October 21 meeting. At that time, it was the concensus of tr
that we should "make do" with the present staff for si�; months.
The Public Works activities have run smoothly under Harvey'
however, the department has been without a permanent supervisor
past seven months. I would recomr,iend at thys time that the Publ
Supervisor position be filled on a permanent basis. Both C`het a
very favorable impressions of E��arvey's performance, and I recomm
be appointed to this position, on a periranent basis, at the budg
of $1,265 per month, effective June 1.

The permanent employment of Harvey as Public Works Supervis r would
create a vacancy in the Park Leadrian position. Under normal pro ression,
someone from �•�ithin the department u�ould be promoted to tY±is pos tion. If
this progression is adhered to, there will then be a vacancy in he Park
Department.
As you may recall, on October 21, 1975, you also approved e creation
of a C.E.T.P_. funded position of Park3:eeper Aide. We have recen ly been
informed by the Dakota County C.E.T.A. that funding for this pos tion has
been extended to 3anuary l, 1977. Both Harvey and Chet have bee pleased
with the performance of the C.E.T.A. employee, Steven O'Brien.
It is ny recommendation that the vacancy which would be cre ted by an
inner-department promotion be left open until January l, since t e C.E.T.A.
funded position will be maintained until that time. Some time i Decer.iber

fair amount of time in the study and proposal for the

As you know, a sign inventory was made by Jack Anders
