Held Tuesday, July 27, 1976
Pursuant to due call and notice thereof, the special meeting of
City of Mendota Heights, was held at 8:00 o'clock P.M, at City
Plaza Drive, Mendota Heights, Minnesota.

anyone with specific objections to his assessm nt should leave
a written objection with the Clerk after the m eting or submit
a written objection to the City offices by Jul 30. He
explained that the written objections will be eferred to the

recommendations to the City Council. He advise the audience that
no decision would be made on adoption of the p oposed assessment
rolls at this meeting, but would be considered at a future
Council meeting.

IVY FALLS WEST Mr. James Riley was present to request approv 1 of the final '

BUILDING INSPECTOR Adr.iinistrator Johnson outlined his memo rega ding increased

It was the concensus of the Council that the e is a demonstratec
need for�the facility. There was considerab e discussion �

acquisition considerations and financing con iderations.
Councilman Losleben stated that he feels tha the Task Force
Co�nittee has not completed the duties estab ished and set fortt
in the Space Study and should become more in olved, particularl�
in regard to siting. j
After a lengthy discussion, Councilman Losle en moved that the
Public Works Garage referendvm not be placed on the November
ballot.
Councilman Wahl seconded the motion.
Acting Mayor Lockwood suggested that Council Losleben meet
with the Chairman of the Task Force Committe to determine
whether the Committee feels that their porti n of the public
works facilities program plan has been compl ted or if their
additional involvement is desireable at this time.

Held Tuesday, August 10', 1976
Pursuant to due call and notice thereof, the special meeting of the
City of Mendota Heights, was held at 8:00 o'clock at City Hall, 750
Plaza Drive, Mendota Heights, Minnesota.
CALL TO ORDER Mayor Huber opened the meeting at 8:00 o'clock P.M.
ROLL CALL City Clerk P.adabaugh called the roll. The following

Mayor Huber advised the audience that the special mee ing was
called for the purpose of discussing and hearing comm nts on
the proposed assessment rolls for Improvement No. 74, Project
No. 2. He explained the public hearing procedure for the
audience and asked that anyone with specific objectio s to his
assessment should leave a written objection with the lerk
after the meeting or submit a written objection to th City
offices by 5:00 o'clock Friday, August 13th. He expl ined that
the ti�ritten objections will be referred to the staff or inves-
tigation of the complaints and for report and recomme dations
to the City Council. He advised the zudience that no decision
would be made on adoption of the proposed assessment olls at
this meeting, but F�ould be considered at a future Cou cil
meeting.

The assessed portion of the project is approzimately 331,000.
$71,000. was the cost of the upgrading and restoratio on
Lexington Avenue. The total City share amounts to ap rox-
imately $125,000. and will be borne by General Obliga ion Bonds.
Mayor Huber then inviteii questions� comments, or obje tions,

� James R. Olin, 1140 Orchard Place questioned the 01.8 per
� square foot assessment. Mr. Johnson stated that most parcels
are assessed on both a front footage and arEa basis, ut that
the 01.84 per square foot is an assessment against al benefiting
areas.

Hazel V. Treat, 1219 Highway 110, questioned the asse sment
amount of her front footage.
Theodore Van, 1885 Hunter Lane, stated that he is s itting
a letter requesting a feferment on six and one half a res of'
pasture land and also three and one half acres of rav'ne. _
Mrs. Edna Kelly, 1905 South Lexington, questioned why her land
was assessed when it is the same type that was exclud d from
assessment as a wetland area, she also asked about th time
limit requirement for hooking up to the sewer.
Mr. Harold Radant, 1901 South Lexington Avenue asked �Or an
explanation on area assessment on wetland areas. �
Mr. John T. Phillips, 1835 Hunter Lane, speaking for and
his father requested a portion of their land to recons'dered
because of the low topography being beyond the natura drainage
flow. He also questioned one parcel of his father's p operty
as being double assessed.

Mr. Reuben Phillips, 1815 Hunter Lane, requested the

3. Development fund money -- A motion was approved to find out fro the City
Administrator or have him get a legal opinion as to what this f d can be
used for. The Commission also wants to know how much money is 'nvolved.
It is further requested that minutes and agenda of the Planning Commi.ssion be
sent to the Secretary of the Park Commission so that we will be aware of any
new land development under consideration.
4. Trails -- Franzmeier reported that the State has given us forms to be filled I
out which will enable us to obtain funds for Friendly Hills and Curley trails. �
The state will provide some fill and grading on the easement fo the Curley Trail.j
5. Park-A-Rama -- The summer festival came out in the black financ'ally. Some
organizations haven't completed their book-work so a complete r port is not
available at this time. Many changes are being contemplated fo future Park-
A-Ramas and will be discussed during the coming year.
6. Summer Recreation -- Selander reported that the program is gett'ng too big for
one person to handle. People want more activities added each y ar. He was
advised to defer all such requests as well as umpiring requests to the Commission
so he wouldn't be burdened with more work than he has been cont acted to do.
It was agreed that more people must be hired to handle the socc r and t-ball.
The budget should provide for the hiring of one person per team and at a fair
,��age rate. Men's and women's softball should be self-supportin and they should
hire their own umpires.
The Co�anission approved the addition of a men-wonen Sunday nigh softball
program and a men-women mixed volleyball program. These progr must charge a
sufficient fee to be self-supporting and provide for payment of umpires.
There must be reliable people running the programs.
7. Roger's Lake -- The right of way can be used as the access poin� from which the
lake can be stocked with small ga.me fish. We hope to have the NR man

There was a total of 128 man-hours devoted to training during July, 197E
Lange attended an 80 hour Advanced Crime Scene Processing Course conduct
Criminal Apprehension. As a result of Captain Lange's successful comple
course, the Police Department received a gift of an evidence collection
at over $500.00. Officers Plath and Olmstead also completed a 3 day coL
Advanced Driving Techniques for Police Officers at the Minnesota Highwa�

Captain Lange and Officer Olmstead were awarded letters of Recognition or Super--.-
ior Performance, from the Chief, for their activities in indentifying a arresting-
a suspect after a residential burglary, and high speed chase on July 30, 1976.
The testing process for the patrolman's position has been completed, an Richard
E. Munson finished in first place after a Civil Service written test, 0 1 inter-
