Officer Wicks finished the selection process with the highest overall core of the five officers who tested for the position. The testing process co sisted of a written Civil Service test titled Municipal Police Command Positions and an oral interview before three police chief's from the Dakota County area. Th y were Director Michael L. Dumoulin of the Burnsville Public Safety Departmen , Chief Robert Harris of the Inver Grove Heights Police Department, and Chief artin DesLauriers of the Eagan Police Departsnent. The chief's felt all of the officers interviewed displayed a high degr e of professionalism and competence, however, their unanimously high scorin of Officer Wicks resulted in his attaining the highest overall score.
