Held Tuesday, September 7, 1976
Pursuant to due call and notice thereof, the regular meeting of th� City Council,
City of Mendota Heights, was held at 8:00 o'clock P.M, at the City Hall, 750 South
Plaza Drive, Mendota Heights, Minnesota.

made in the area assessment for parcel no. 18200-020-00, owned
by Richard Frye. The area assessment of $790.22 had been
incorrectly recorded on the roll as $190.22.
Councilman Mertensotto moved that the area as essment for
Parcel No. 18200-020-00 be corrected to $790. 2.
Councilman Losleben seconded the motion.
As a result of the discussion on the assessm

Councilman Losleben moved to defer the making� of the area

(Dr. James Olin), the balance of the assessme t to remain as

Councilman Wahl seconded the motion.
Dr. Olin withdrew his request for deferment.
As a result of Dr. Olin's action, Councilman ahl withdrew
his second to the motion. Councilman Loslebe withdrew the
motion.
Acting Mayor Lockwood moved that the assessme ts for the
Ted Van property, Parcel No. 02700-030-08 and Parcel No.
18200-080-00 be approved as listed in the pro osed assessment
roll. •
Councilman Wahl seconded the motion.
Councilman Mertensotto moved that the area as essment for the

Acting Mayor Lockwood called a recess at 10:2 o'clock P.M.
The meeting readjourned at 10:25 o'clock P.M.

application for sideyard setback variance at 94 Maple Park
Drive.
After a brief discussion, Councilman Losleben oved that the
application be approved, granting a seven foo variance from
the sideyard setback requirement, thus allowi g construction of

Wicks attended a 3 day course in advanced driving techniques for Polic

SUBJ: Recommendation of Dorance Wicks for appointment as Police Serge<�
` This letter will serve as my recommendation that Dorance E. Wicks be a point
Police Sergeant for the City of Mendota Heights Police Department, eff ctive
October l; 1976.
Officer Wicks finished the selection process with the highest overall core of
the five officers who tested for the position. The testing process co sisted of
a written Civil Service test titled Municipal Police Corunand Positions and an oral
interview before three police chief's from the Dakota County area. Th y were
Director Michael L. Dumoulin of the Burnsville Public Safety Departmen , Chief
Robert Harris of the Inver Grove Heights Police Department, and Chief artin
DesLauriers of the Eagan Police Department.
The chief's felt all of the officers interviewed displayed a high degr e of
professionalism and competence, however, their unanimously high scorin of Officer
Wicks resulted in his attaining the highest overall score.
I am pleased with the results of the testing process as I feel Officer Wicks will
be a credit to the City of Mendota Heights as a Police Department Supe visor, and
I recommend him without reservation.

It is anticipated that future plant expansion w'll,occur

from Aiendota Heights Raad.
' The Richline people have expended considerable funds in
I" the past few months installing a s�rinkler sy tem, a new

Upon completion of the addition t?zey have agr ed to re-

This letter will serve as my recommendation that Dorance E. Wicks be a pointed
Police Sergeant for the City of Mendota Heights Police Department, eff ctive
October l, 1976.
Officer Wicks finished the selection process with the highest overall core of
the five officers who tested for the position. The testing process co sisted of
a written Civil Service test titled Municipal Police Command Positions and an oral
interview before three police chief's from the Dakota County area. Th y were
Director Michael L. Dumoulin of the Burnsville Public Safety Departmen , Chief
Robert Harris of the Inver Grove Heights Police Department, and Chief artin
DesLauriers of the Eagan Police Departsnent.
The chief's felt all of the officers interviewed displayed a high degr e of
professionalism and competence, however, their unanimously high scorin of Officer
Wicks resulted in his attaining the highest overall score.
I am pleased with the results of the testing process as I feel Officer Wicks will
be a credit to the City of ?�iendota Heights as a Police Department Supe visor', and
I recommend him without reservation.
