Administrator Johnson stated that the propos d project was not initiated by petition from most of the resid nts involved, but some of the City's past lack of action on dr inage facilities in the area has made it necessary to hold a he ing to explain deficiencies in the Mayfield Heights/Highlan Heights area. He noted that hearing notices had been publi hed in the Sun Newspaper and that copies of the notice had een mailed to all affected property owners. The project was a tually initiated as a result of a petition for improvements b owners of property located on Mayfield Heights Lane, h wever, a good share of the surface water drains into the a ea from the Highland Heights area. The estimated co t of storm sewer construction is $65,000, or approximately 6 to 74 per square foot. It was noted that the Council is awar that some of the properties abutting Overlook Road were asses ed 2 per square foot for a partially completed storm sewer s stem in 1969. Following the verbal presentation, the City dministrator gave a slide presentation of the present dra nage characteristics of the area involved in the hearing. City Engineer Kishel explained some of the p eliminary engineering details, including the fact that since the area is on the edge of the Mississippi River Corr dor Critical Area,y the Metropolitan Council will most probably nsist that sometiing be done in the future, and that the costs wi 1 probably be very excessive at that time. In retrospect, it appears that one of the major differences of o inion at ' the hearing deal.t with the method and amount of contemplated storm se er assessments proposed for the various sections of drainage district. Another poin of concern was the need to extend an underground line on Douglas Court to interc pt drainage. flowing on or between Lots 9 and 10 in Block 1. Still another concer related to how and where surface water piped in Mayfield Heights Road would be disposed of at or across Highway 13. Taking the last item first, it is our intention to spill the wat r into a culvert under Highway 13 and let it flow as has been done for many years. . , llcndota Fteichts • 2- 1Q Mar h 1977 ' Supplemental FeasibiliCy Report No. 2 BTSC N: 7G35 The State Highway pepartment has tentatively agreed to this arrange ent however, should we encounter difficulties with either the Nighway D partment, Lilydale or the properCy owner, an the north side, it is possible t extend the pipe line easterly along the north side af Highway 13 for about 300 feet Co a poinfi where it can be directed acrass property owned by Jl. Although no discussiarjs have been held with the 5hiely Cornpany we have every canfidence fihat perrission can be abta3ned. 7o extenc3 the sewer line will add about $10,004.0 to th cost of the project because of rock excavatian and warking a ong the Highway. ltwill also add about one cent per square faat ta the ant cipated assessabl costs for the entire drainage district, An extention af pipe line on Douglas Court can and is being in orporated into the project. It will permit the pick-up of surface water near the •• ' . ; property line between l.ots 9 and 10 and wiil permit the praperty ow ers to direct surface waters either by open ditching or drain tite ta a ca ch basin or inlet. It wili, hawever, add about $2,b50.00 to the tota] roject ' cast. Regarding storm sewer assessments, we have given considerats`an ta twa different ways of assessing and leave the f'snal decision to the Cou,ncil. In order to add credence to the infarmation submitted i this repo t, we have taken steps to accurately determine the amount of area, in sq are feefi, , that is being used for estimated assessable costs. The cost figures to do the work are still based on our best judgement o costs ta do the catagories of work. As a visual aid, we have taken Exhibit "H" fr first supptemental repart dated 2$ January 177 and iavemodified i indicate the conditions as discussed in this report. As shawn, we ariaus m tFe t ta indicate Mendota Heights ' 3 ' Supplemental Feasibility Report No. 2 10 March 1977 BTSC N0: 7635 two separate drainage districts, one to apply to storm sewers serving Ma field Heights Lane and Mayfield Heights Road north of Mayfietd Heights Lane an one to apply to storm sewer facilities serving Tilsen's Highland Heights and Highland Heights, South. Some discussion at the hearing alluded to a separation of surface w ter responsibility and suggested a division of construction costs north and outh of the holding pond. After having had a chance to contemplate on this, we o not agree entirely with this concept and suggest one of two other methods as described below: METHOD A To provide storm sewers for Mayfield Heights Lane only can be accom lished as was shown on exfibit "B" in the initial report. To do this work will cost an estimated $18,600.00. With 291,801 square feet of assessable area, the nit assessable cost will be $0.0636 per square foot. The construction of storm sewers in Highland Heights will requ.ire a holding pond and overflow pipe on Mayfield Heights Road to Mayfield Heig ts Lane. It is suggested that all storm sewer construction costs south of Mayfiel Heights Lane be assessed to the Highland Heights drainage district. To construc the sewer lines, holding pond and overflow pipe to Mayfield Heights Lane wil cost an estimated $45,700.00. With 739,53 square feet of assessable area, t e unit assessable cost will be $0.0618 per square foot. Using this type of cos distribution indicates that, realistically, the cost of the entire proje t should be distributed equally over all assessable property. METHOD B Another method of cost'sharing considers the fact that responsibility for surface water flows from the Highland Heights area cannot terminate t the holding pond. This means that the cost of the pipe line construction on Mayfietd Mendota Heights - 4 - ' 'Supplemental Feasibility Report No. 2 Heights Road must be borne by the Highland Heights drainage district as Mayfield Heights. The Highland Heights drainage district is more than large as the Mayfield Heights district and on this basis, andifor this 0 March 1977 TSC N0: 7635 ell as ice as thod of calculation, we are assigning two-thirds (2/3) of the cost of that lie to assessment calculations for Highland Heights and one-third (1/3) of the the Mayfield Heights area. This method of assessment determination mea Mayfield Heights drainage district will be assessed for the complete con of storm sewers on Mayfield Heights Lane plus one-third (1/3) of the cosi storm sewers on Mayfield Heights Road from the ponding area to Highway t: it means that the Highland Heights drainage district should be assessed 1 storm sewers in Highland Heights, the holding pond and two-thirds (2/3) st to that the ,truction : of . Also, or all of the cost of storm sewer construction on Mayfield Heights Road from the Pond o Highway 13• Utilizing these determinations, we find that the estimated cost to be chirged to Mayfield Heights will be about $14,6U0.00. With 2g1,801 square feet, unit assessable cost is estimated to be $0.05 per square foot. Likewise costs assigned to Highland Heights will be about $52,300.00 and with 739 square feet will come to about $0.071 per square foot. At.this time we see no other methods of cost sharing unless a porti holding pond costs are carried on General Obligation. the , the 534 n of the In summarizing, it appears that there are two ways of sharing costsfor the proposed project, if it is 100i assessed. One would be to assess equall ali properties within the total drainage district at six cents (6) plus per square foot or to assess on a direct surface water contribution basis setting t e Mayfield Heights rate at five cents(5) and Highland Heights at seven cents (7) plus per square foot. , With the above observations, it appears that methods of assessment hould be discussed further at the continued public hearing and from tfiat, arrive t a decision. - Mend'ota He i ghts -- 0. Radabaugh City Clerk Gentlemen: . I am writing in regard to the proposed storm seWer and street i ment project involving the Mayfield Heights and the west portion of ] ieights areas in Mendota Heights which was discussed at the March 1, ci. council meeting. T, like most area residents present at the me am 5irongly opposed ta the storm sewer portion oi he project effect: th Hhland Heights area for the following reasons: l. Being a resident of the Highland Heights area, I fail to se real direct advantage of the proposed storm sewer system ov open drainage system currently present wizh the possible ex of alleviating the occasional standing water at the Douglas James Road-Douglas Court intersection. Much of the standin prblem could be alleviated if the road were properly pitch provide drainage to the open system present. This should h been properly drained at the time the open culvert was plac under the road in that area. The estimated cos of seven c square foot to be assessed to all properiy owners Capproxim cost of $1500-2000 per lot) to provide for the storm sewer seems a ridiculously high price to pay for correction of th isolated drainage problem at the above-mentioned intersecti Thi.s is particularly disturbing since, if the road had been constructed originally, the standing water problem would no 2. It is apparent that the primazy stimulus for installing the s.t.'r• system is to allow for the development of three lors i Mayiild Heights area. It is my understanding that the t.hre in nuestion were obtained at minimal costs and it seems tota unr.cz,onable to require the other residents in both Mayfield and :iighland Heights to bear major financial burdens for the of Lhe three individuals originally petitioning for the proj quescion. This prop rty, as you know, was purchased as a residua] parce7 at thetime of the Board's acquisitian of the high school site east of Warriar Drive. in view of the Baard's decision to dispose of the land, three question are pased: " l. Does the City desire ta purchase the land for some pu6lic _ purpase? ' 2. If a purchase is cansummated to a private party, what is the appropriate use of the land? 3, Should any adjustment be made in the configuration of the iand to be sold in view af ts deveiopment poteriial andJ ar re1ationship to contiguous property? Tiis letter will affer specific recammendations with respect to eac of -these cuestions. BACKGROUND Attached to his letter is a drawing of the land in question in the inr3ediate area overlayed on the City's topographical maps at a scai of 1'" = 200'. The nominal eight acre tract in questian is indicate on th drawing west of Warrior Drive, in addition to the 1ot owned by he Schooi Board fronting on Knob Raad. Contiguaus to the eight acre p rce1 in the north, yau wi71 nate a 20 acre parcel purchased by the Schoo District shorly after its acquisition af the high school site. Th's G w City Council March l, 1977 City of Mendota Hei,ghte Page Tw parcel, known, as the "Schanno Property" was purchased as a potential elementary schoo3 site shortly after the Board's acqisition o-F the igh schoal properGy. As you knaw, the site includes a highly aesthetica ly desirable ponding area with an area of very fine tree cover on the s uth- east slope of the pond. Land east af the pond and including most of the wooded area has heen dedicated as a"school forest" by the Board and it is iheir intent to permanently retain this area of land irrespective of the ultimate use af the remainder of the site. The potential location for the e1ementary school was planned to be a the west side of the pond. This area of land has na tree cover and c be adequately graded to accammodate an elementary school site. Acce to the site, however, wauld of ncessity be from Warrior Drive via a access drive an the north side of the pond, or fram future road exte off Dodd Road to the west. Access from the west, however, wauld be desirable inasmuch as it would not adversely affect the pond itself, __., encroach upon the tranquility of the single family homes located : imediately north of the pond {off Callahan P1ace. ' In he event that the School 8oard decides to nat seil or to not dev an eTementary schaol site or if the Board decides not to build an e7ementary school on the 2Q acre parcel, it is conceivable the Board may affer the westerly por-tion far sale. At that point in time, the Board may likely ask the City if they are inierested in that site fa park area, or ather public purpases. Planned in conjunctian with la single family parcels to the west (fronting on Dodd Road) this site could be we11 developed far singie fatily purposes. Ai this point i time, of course, that is not the question at hand and no decisian ha to be ade until such time as the Schaol Board ay wish to consider dispcs-itian of this site. CITY ACQUISITION OF EIGHT ACRE PARCEL We question the need far an active City recreaiional park in the area substantial pnrtion of the high school grounds are developed in playi fields which facilities are considered a part of the overall recreati sysLem for citizens in the area. The impartant consideration in our apinian is that the pond and the forested hillside to the southeast b retained as an important passive recreaional area. We suggest that easterly side of the pond cantaining the farested s1ope is a most impartant element to be retained adjunct to the ponding area itself. Inasmuch as the as a dedicated te pe,ranently Schoal Board has stated its intent to retain this 7an schaol forest, it would appear that this objective wil fulflied under School Board awnership. m S10115 ore nor 4} e A 9 nal he The eight acre parcel, itself, we suggest is not a crucia3 area of la d to be retained for passive park purposes. Because af the exireme gra es encouitered on the eight acre parcel, it is nat conducive to the con- struction af active recreational facilities sueh as soecer fields, ball diamonds, or other park facilities. We conclude therefare, that r ........z......, , , City Council Ci ty of Mendota Hei ghts March l, 1977 Page Thr e the ponding area, and principally the land ta the east of the pond the mast important part of the area in question to be retained as a permanent open 5pace. In view of the Board's decision io retain th area east of the pond as a permanent space, it will be suggested th he City should not propose to purchase the eight acre parcel. In event that the School Board decides to sell the elementary school s (west af the pond), the Ciiy could consider its needs at hat ime. DEVELOPMENT POTENiIA. ti 4le suggest that the eight acre parcel should be offered for privat ownership, and that the land shou7d be uilized for single family 1 developed in accordance wih ihe existing single fami7y sandards ui the R-1 regulations of the 'Zoning Ordinance (25,000 square foot lat: with lOq feet of frontage). The land is currently zoned ta this category. As shown on the attached drawing, we have prepared a preliinary ske indicating what we recammend as the most appropriate way to develop the land far single family purposes. In view of the extrere terrai encountered, and the presence of clumps af trees on the property, vr recommend the use of wo cul-de-sacs off of Warrior Drive. This de soiution avoids street construction thraugh he steep slopes on the westerly half of the property, and-does not penetrate wooded areas -the site. Though the cul-de-sacs are difficuli ta plow, an this pa site they Nill result in the creation of some very desirable lats,i of which wi71 feature "walk-aut baseent" gossibilities, Done in t fashion we suggest ihat same very desirable homes wi11 ultimately b canstructed an the property. CHANGE IN CONFIGURATION .t the te der ch ign ti cu ] ar any is - G1e initially considered the possibi1ity of moving the north line oT the . property to be sa7d somerhat to the sauth so as ta retain a small p rtion - _ of the wooded area within the eight acre tract and a high hill at t e ---- far nrtheast corner of the tract. Close examination of this site nd ` the aeriai photos, however, indicate thai a very smail poriion of t e .wooded area is in fact, on the eight acre tract. The high knob on he northeast corner is nat waoded and cauld thus be appraoriately grad d ta provide desirable single family lots in that portion of the land. Yuu will also note that the north-south dimensions of the property {approxirately 700 feet) conveniently allow the iand to be develope with four lot modules from north to south. If the north property 1 is moved to the south, the praperty wauld be far more difficul to efficientiy develap. The possibiiities af using a single "L" shae cu7-de-sac were cansidered but this would have necessitated grading thraugh the high waoded icnab approximately in the middle of the pro (and slightly to the west). The two cul-de-sac scheme retains this wooded knob as an aitrac-iive feaure of several of the 1ots. ne erty • City Council °. Ci ty of P•1endota Hei ghts , CONCLUSION P1arch 1 Page Fc - lJe suggest that the City should not purchase the land for park pur on the grounds that the essential open space to be permanently ret is contiguous to the pond on the 20 acre parcel to the north. The should endorse the School Board's decision to maintain the easterl side of the pond as a permanent open space. If perchance, the Cit finds itself in need of additional active recreational area in the acquisition of the untreed land on the west side of he_pond shoul considered. . An in-depth analysisof the City's active recreational needs in th portion of the City will be conducted as a part of the up-dating o Comprehesive Plan as required by the Metropolitan Council as pres in the 176 session of the Legis7ature. Officer Bridger began his employment as patrolman in Mendota Height August 8, 1975. Prior to that time he had served as a police offic 2 years 8 months in Baldwin Park, California, and 8 months in Uplan ifornia. He received 409 hours of basic police training at Rio Hon Junior College, DJhittier, California and was certified as a peace o by the California Commission on Peace Officers Standards and Traini After beginning his employment with our police department he underw passed the Minnesota State Certification Testing Process which mean able to be certified as a peace officer in our state without having tend the eight week Basic Police Science Course. During my nearly ten months as Police Chief I have observed that Of Bridgers performance has generally been of high quality, and he is able as any ;iii'cer on this department. He is performing at a much level than could be expected of a police officer with 19 months exp and he is easily as qualified as officers with over 3 years employm Due to Officer Bridgers performance, prior police experience and tr I believe he should be receiving a salary comparable to officers wi over 3 yars employment, and I believe the raise should be retroact February 1,-1977, which is his 18 month anniversary date. Johnson, Administrator City of Mendota Heights 750 South Plaza Drive Mendota Heights, Minnesota 55120 Subject: Mendota Heights Feasibility Study Emerson Avenue Surfacin BTSC Project No. 7705 Dear Orvil: As requested, we submit herewith a feasibiTity report for pf RECr- tr`D N MAR g 1977 AREA CODE 612 , R S I surfacing of Emerson Avenue between Delaware Avenue and Dodd Roal. sed In 1973, streets in the Somerset View Addition were reconst-ucted :ith bituminous surfacing. Because of potential assessment prob ems, F_merson Avenue was not included as part of the project and there ore not ssrfaced. This relatively short segment of roadway is used cons derably and havi3 a graveled surface has required a great deal of maintenan e without improving the riding qualities. Because the existing roadway is quite stable, it makes for n adequate base for a bituminous surface. We are quite confident that by s aping the 1 existing surface and placing a two inch bituminous surface, it will be possible to construct a hard surfaced standard city street without curb a d gutter. Because surface drainage does not appear to be a problem if the xisting grades and alignment are not disturbed, we are not recommending he installation of curbs. The existing 24 or 25 foot width should be increased o 30 feet as a minimum. This will entail some regrading of ditches and shouller placement. 0 Mendota Meights Feasibiiity StuciY BTSC Project No. 7705 3---77 To do the proposed work will require shaping and grading, additional ciass 5 gravel for shaping, the placement af 6500 ta b600 square yar s of 2 inch bituminous driving surface, as weii as ditch shaping and shoulder material. Some driveway matching wi11 be necessary. Ta da this war is estimated to cost $17,300.00 ar $1$,OQO.OQ, including fees and conti gencies. Normal financing of a project af this nature is to assess abut ing praperty for the wark. In this case the entire sauth side of Emers n abuts the Somerset Country Club and about one-half af the narth side abut properties that have double facing lots an Coieshire Lane and were ssessed in 1973 for the surfacing of Coleshire. We do have precedence for ssessing double facing lots in that it was dane in T975 when Ashiey Lane was averlayed and the same properties had been assessed in 1973 for work an Baebe Avenue. ihcrfore, assuming that all praperties on either side af Emersan a e to be asseSsad equally, there could be 3419 feet of assessable frantage. Assuming a pr.^ict cost of $18,p00.00 the unit assessable rate will be about $5.30 per iut. l all lots which have been previausly assessed on Cales ire are omi,.d, the assessable ra.te is estimated to be $6.80 per foot, 0 er combis:aions af assessment or non-assessment can be discussed. Att ched hereto is a drawing indicating the impravement anci assessable frant ges. The proposec{ project is needed, is feasible and is Fierewith re ommended far construction.
