Mayor Lockwood called the meeting to order at 7:40 o'clock P.M. members were present: Mayor Lockwood, Councilmen Losleben, Mert and Wahl. APPROVAL OF Councilman Losleben moved approval of the MINUTES August 2 meeting as corrected. Mayor Lockwood seconded the motion. Councilman Schaberg seconded the motion. Dr. Leonard Levitan, 699 Sylvandale Court, s ated that his basement was flooded because of what appeare to be a back-up of the City's sanitary sewer system. He sta ed that he had 4 inches of mud in his basement and feels th t the City must take steps to alleviate or prevent recurrenc s of such a problem from future storms. Dr. Ronald Lampert, 705 Sylvandale Court, st ted that his basement was also flooded by what appeared t be a sanitary s back-up and asked that something be done to revent similar future problems. The Council acknowledged receipt of a letter from Mr. & Mrs. Lawrence Vinaglia, 976 Douglas Road, who sub itted flooding damages to their home as a result of the sto m. Public Works Inspector Pearson gave a brief �iunmary of some of the damages incurred on City property as a r sult of the storm. 3) Page 879 September 6, 1977 Mayor Lockwood suggested that the Council ap int an ad hoc committee to study the storm damage and repor back to the Council. City Administrator Johnson recommen ed that staff be directed to prepare a survey of the damage , estimate of repair costs and very preliminary suggestions on what interim or remedial action should be taken. Mayor Lockwood moved that the assessment roll be corrected, deleting the proposed storm sewer assessment or Lot 16, Posavad's Addition. Councilman Wahl seconded the motion. Based nn the recommendation of the City Engin er, Councilman Wahl moved to correct the proposed assessmen roll, reducing the proposed street assessment against 545 Mi iam Street (Mrs:•Ceil O'Donnell property)_to reflect cal u�ation based on true curve length on the Miriam/Simard corner of the lot. Mr. Tom Merz was present to represent Schaak, and advised the Council that in response to Mr. Dahlgren's concern over p ssible future parking problems, Schaak Electronics agrees o expand the upper � parking lot if it becomes necessary. AREA ON APPROXIMATELY LOT 5 OF THE INLAND The earth berm near the storm sewer outlet has been wa by the storm, there is an area approximately 8-10 feet wide 4 feet deep in which the water was allowed to flow directly storm sewer outlet. The top of the berm area is approximat higher than the top of the open grate storm sewer inlet tha in the low lying area just preceeding the berm. I might me Tom Knuth from the Bettenburg, Townsend, Stolte and �omb is on this particular inspection. We are now standing down by sewer outlet. We have an area that has been washed away ri to the pipe and the flared end section and I would estimate feet in length and approximately 10-12 feet in depth. Also outlet side of the storm sewer, directly straight in front is a bend in the ditch line and there's been an area which estimate 10-15 feet of the bank which is 15-20 feet high th completely wiped out and the trees in that area have fallen creek bed itself. It appears that there will need to be a amount of clean up as far as tree removal and that sort of order to prevent impeding the flow of the storm sewer at fu ITEM #' 2 LOWER END OF THE DRIVE STORM SEWE BED WHERE IT CROSSES HWY. �3 BELOW T. The amount of water coming down in th s area is large enough to where the culvert actually couldn't take it and th'e water built up to where it started heading south on Hwy. 13, caus ng a certain amount of erosion. � ITEM # 3 LAKE DRIVE, WEST OF DODD ROAD i On the north side of Lake Drive, approximately 100 fee Dodd, there's a small amount of erosion going down into a y not a bad situation, but there-is a considerable amount�of banks, approximately 3 feet away from the road. ITEM # 4 � PONTIAC PLACE, JUST NORTH OF CHEYENNE LANE I We have an area in which the ditch line has been forme� to handle the storm water. The area is approximately 12 fe� 120 feet long. The ditch line to the north of Pontiac Plaa would be just about dead ahead of the center line of Pontia� some erosion probably to the extent of 4 to 5 feet deep. Tl eroded away, trees and small willows have been taken into t] and needs some clean-up. On the westerly side of Pontiac P: toward the Friendly Marsh area, there is also a small amoun� and the ditch line that joins with the previously mentioned erosion probably 2�-3 feet deep, and in,most areas probably far as almost 5 feet in some places. west of rd. Each of the i tures have brought in enough silt to where it's deposited a up to the overflow structure. We are down to the overflow where the overflow flows into the Friendly Creek. At that don't have much of a problem at all. It appears that even of flow that came through the creek area during the heavy s did some good as far as cleaning out the pond, rather than the silt in it at that point. , ITEM # 6 HIGHWAY 110/49 INTERSECTION where we have the large culvert underneath that intersection carrying the creek across. At on the banks of 49 there is a certain amount of erosion tha place and a ce rtain amount of earth sli'de and earth moving it is taking considerable amount of silt out of the bottom portion of ditch line and deposited some right in front of of the culvert area. I would imagine it is in the area of to a foot deep above the invert. � ITEM � 7 j WESTERLY SIDE OF 49 NORTH OF 110where the outlet to the cul the intersection comes out. At that point the pipe is all Right at the end of the outlet is a pool of water approxima deep. There is a build up of material,'both on the one sid pipe or the outlet, and down stream about 20 feet away�is a deposit of material which is about 2 feet deep approximatel 2� feet in some areas. Most of this we'assume has come dow intersection where some of the construction for the pedway shoulder that was done this past summer. ITEM # 8 � SOMMERSET SCHOOL AREA JUST TO THE WEST SIDE OF DODD ROAD (A) It appears that with the amount of wash in this area, w considerable amount of erosion. It appears that the greates erosion is approximately 250-300 feet in length and about 50 the maximum width, and to a depth of approximately 10 feet, feet in some cases. The amount of erosion has caused the sa line for the Somerset School to be exposed. The water is fl neath it, where there are rocks against it, and the actual f ditch area bottom would be approximately one foot to 18 inch the bottom of the sanitary sewer. There is a large amount o stumps, rocks, concrete chunks and things of that sort that creek bed itself that should be removed at so�etime. � (B) Approximately 100-150 feet west of the afore mentioned a considerable amount of erosion in another spot, where the several trees that have been washed down into the area, and have fallen in. We have again concrete pieces and stumps an of that sort that should be removed. In following the creek toward Laura Court, we find that the conditions are just abo same throughout. W'here th� approaches Laura Caurt, is the point in which it overflowed causing floodi.ng in two homes. (D) The ane home, I believe, is 662 Laura Court, in which extreme flooding,' as deep as 7 feet in t�he }aasement area. on the other side, which I believe has a Laura Streat addre up to 12 inches of water and silt in the basement area. At Laura St. intersection we have two 48 inch cu3verts that be up the water to carry it across that particular intersectio far side of the intersection it has been joined in to where out with only one pipe which is a. 72 inch pipe. On the dow of the creek area from the Laura'Ct./Laura St. intersection erosion area which is approxi.mate2y 15d feet long and it ra depth from approximately 3 feet to, in the area of 14-15 fe The width at the widest point would probably be in the area There is a considerable amount of fill that wou2d have to b� in this area. There is a great deal of trees and various t; that wou2d have to be removed before the filling operations The 72 inch pa.pe at that point is exposed for approximateiy 70-75 feet, and of course this wauld have to be filled t�ver fil2ing process. Between the afore mentioned intersection Sylvandale Road, we da nat have a large problem in that thel willows grawing in the ditch line area which af caurse did same of them tipped over and that sort of thing, but it doe that there would be a great deal of clean np in that area. STEM # 9 � � SOUTHERLY SIDE OF SYLVANDALE ROAD where 72 inch culvert at picks up the creek and carries it across Sylvandale Road. southerly side wouid be a small amount of fill required ne end sectian o� the pipe area and also�the area adjacent to at that point. On the northerly side of Sylvanda2e Road, cansiderable amount of erosion. This material should be cleaned o prevent impeding flow at future flows. We are now standing between the 2nd and 3rd upstream gabion, Ivy Falls 2ND Addition, and it appears that the lower basket point are the same as in the first. We,have rock that has b out of the lower baskets. It is not quite as bad in these t because of the fact that it is not eroded underneath the bas selves. It would appear that these baskets should be filled little bit larger rock than the previous. Upstream from eac these gabion structures, there was also a considerable amoun not as much wood debris, but mainly silt at that point and t also be cleaned. ITEM � 13 We are now standing on the gabion control structure in the W Park area. The only visible damage was on either end of the itself. There's erosion 2-4 feet wide, and about 3-4 feet d the deepest point. It appears that there is a certain amoun that has come in on the inlet to the overflow pipes, and a c amount of that should possibly be cleaned out, and either en dam structure itself should be refilled, compacted and seede ITEM # 14 We are standing in the Marie Ave. Park site, and coming from Gearman storm sewer, we have a small delta of silt. It is a mately 20-25 feet wide and 100-150 feet in length. We have and black dirt silt all the way from Marie Ave. to within 20 of the ponding area. The 12 inch storm�line that has a beeh up just to the west of the tennis court that is completely p all the way out to the pond itself and'should be cleaned. A� the f�looding took place, the water was over the top of the e control panel as well as the transforme�r for the electrical the lift station. Both of these compon�ents should be checke make sure there is no water damage and if repairs are necess repairs should be made. The lift station itself.has been de that the pump did lose a lower seal and the pump is to be p repaired. The floor in the hockey warming house, according Franzmeier, was submerged in water and may nee.d to be repla� than that, the tennis courts were compl�etely flooded and we with silt. At 7:OO.p.m., the�servicem from McCarthy Well arrived and determined our problem w in the wiring to the pump or possibly the pump motor it This necessitated xemoval of the pump which was accompl Monday morning.. Upon inspection by McCarthy Well, it w determined the electrical cable to the pump motor neede replacing. They also determined that the electrical le on the pump motor needed replacement. This was estimat to require 3 weeks to accomplish. After the service call by McCarthy Well on Sunday night we determined we were faced with a need to find an alte method of providing water to�our customers, I called Ma Lockwood to determine if we could use St. Paul Water Co water until our pump was repaired and placed in operati On Monday morning, water from the hydrant outside the F Hall.was connected to the Mendota Water Company connecti at the F'ire Hall and St. Paul Water Company water was u to fill our tank. Once the tank was full, in about 2 1 hours, the hydrant was turned off. This procedure was repeated again that evening. Water Surcharge Imposed. The majority of work will be located within the subdivision proper however, to complete traffic and utility circ�ulation, a portion of the west end of Bachelor Avenue is included in the prolposed project. At this stage, adequate street right of way on Bachelor Avenue is a problem with negotiations proceeding to either acquire property fro an individual property owner on the south side of the street, or to a quire a portion of the Mendota Heights Par 3 Golf Course in order to go round the existing dwelling. The drawings, which are a part of this rep rt, , indicate acquiring golf course property but a change to some other land acquisition will not effect the results of the study. The proposed sanitary sewer on Trail Road is planned to be ex ended on Wachtler Avenue North of Bachelor Avenue.
