City Council, Hall, 750 South Mayor Lockwood called the meeting to order at 8:00 o'clock P.M, e following members were present: Mayor Lockwood,�Councilmen Losleben, Merten otto and Wahl. Councilman Schaberg had notified the Council that he would be out of town. APPROVAL OF Councilman Mertensotto moved approval of the minutes of the MINUTES April 19 meeting. Councilman Losleben seconded the motion. Ayes: 4 Nays: 0 COMMUNICATIONS The Council acknowledged receipt of a letter from� Mrs. Geraldine Lerbs, 774 Mohican Lane, rega ding'Mendota Water Company service. The letter is to be laced on file for reference at the May 17 hearing. Administrator Johnson advised the Council that he and othe staff inembers had met with a representative of the D.O.T. and ere advised that the Department plans to install bituminous s oulders, from six to eight feet wide, along both sides of dd Road from Delaware Avenue to T.H. 55. The work is to e done by the D.O.' maintenance forces, and that it is infended o be a vehicular improvement, not a pedway. There as considerable discussion over possible construction of sid walks for a few • blocks south of Snmerset School. The Counci directed the Administrator to contact sichool district rep esentatives to discuss the possibility of sidewalk installa ion or possibly trail construction. Mrs. Witt stated that the Commission feels that the estimated $4,0 0 cost would be too excessive for the intended use. After a brief discussion, Councilman Mertens tto moved that Council action taken on April 5, approving e agreement for of the Mendota Plaza property for ballfield urposes, be rescinded and that Mr. Sheehy be notified th t the City does wish to pursue ballfield construction or agr ement execution. Councilman Losleben seconded the motion. Mr. B eam explairied the history of the proposed plat and stated tha he has worked with the City Engineer and Planner on the p at. Mr. Bream explained the plat, and stated that he has n earnest money agreement from Mr. John Langenbrunner, the wner of Lot 8, Block 3, for the purchase of a portion of e lot which is in excess of the standard City lot size. This will allow for conventional platting of the property withi the plat as well as the platting of Lot 8 as a conventional, regularly shaped lot rather than considering it an exception to the plaz. The difficulty that arises is that Mr. Langenbr ner's home is located on what would be the normal alignme t of Bachelor Avenue, Mr. Bream will have to negotiate with the o ner over acquisition � of the right-of-way and moving of the house or the prospect of constructing a"bend" in Bachelor Avenue at this location must be considered. After a lengthy discussion, the Council req ested that Dick Bjorklund prepare an estimate of costs invo ved in moving the house, that the Engineer work with Mr. Bre on the grading of the si�e, and that the Administrator take p rt in the negotiations between Mr. Bream and Mr. Lang nbrunner. The Council expressed passive agreement tha the plat is in ord'ex with the exception of Lot 7 and Bachelor Av nue. Mr. Bream indicated he would be present at the May 17 meeting with a grading plan and final plat. MISCELLANEOUS Mayor Lockwood advised the Council that he ad received a memo , from the School District regarding a meetin of School representatives and comanunity officials. This piece of equipment was financed from the Park Board �znd as ;� most of you know. - t- � - � ' I originally had anticipaied very well groomed, well fertiliZ d, well maintained lawn areas. Our plans concerning this �ype o m�intainence eventually did not materialize because of budget r:onies severely being cut back due to the state ceiling. It as ��ur consensus that this area of grounds grooming could be cut back and still not sacrifice our Parks to the extent that our residents could not use them. The end result was a quality o � turf considerably less than found on most golf courses. It is my belief that the policy of having a"Highly groomed p rk" versus a"General maintainance park!' is long to be desired, d the present policy of general grooming will stay in effect fo quite some time. Havi.ng gone with the "General type of groom g" for the past two or three years; we find that our park turf c nsists of some grass, and of many many types of weeds. - ,-' .,_ The utilization of the Park Master has been a matter of conve sation amongst our city staff for over a.year. This piece of equipm nt' is not being utiliZed to it's fullest expectency in our Parks � as was intended, purely because it performs much better on a _. golf course type of turf rather then on the rougg iypes of te rain_ and weeds that we have in our Parks. Only 30 hours have been logged on the hour meter since the city has purchased this ma hine in 1974. The primary reason for not using this machine is th t` the'Park maintainence dept. prefers to use a rotary type lawn mower to achieve a well groomed appearance. The reel type ' mower can not achieve this type of appearance due to the grea amount of long tall weed types that we have in our parks. The neighborhood is cut from east to west by Staples and i�sea s avenues ; neit}her Staples nor r�ears extends beyond Dodd R ad or Delaware Avenue. � Here is the problem as we see it: Staples Avenue is being used by a Iarge number of driver as a short cut to travel between Dodd Road and Delaware Ave ue. L'nfortunately, the street was not designed to safely han �e the ar.iount of traffic it now carries. The road is narrow and hilly, and several blind intersec ions and bushes seriously reduce visibility. In addition, there are nunerous s��all children playing i the area. A tennis court located at the intersection of Stap es and Su�nmerset Road further adds to the n umk�er of 'crildr n playing in that area . ' We believe that drivers using Staples as a through stree travel too fast for existing conditions. Therefore, ���e would like the Council �.o take the follou�i�g s-teps to reduce the possibility of an accident: - Place "Stop" signs at the appropriate ir_tersect�ions on Staples Avenue. � - Reduce the speed li mit on Staples Avenue irom 3� mph to 20 mph. I asked Sherm Winthrop to draft the proposed ordin ce afer it became apparent that our City has a reputation in the Metropolitan area or having several excellent streets for skate boarding, in particular, Marie Avenu . , During last summer and fall, and again this spring, our Department has h contacts with individuals who were operating skate boards on the Marie A both east and west of Dodd Road. In nearly every case, the operators we sidents of Mendota Heights, but were from Minneapolis, St. Paul, Burnsvi On one occasion I personally spoke with 6 young men irom Burnsville who boarding on Marie Avenue and they told me they had heard about the great boarding hill on Marie Avenue at the Burnsville High School. One hour later, a check of the are disclosed that they had not ceased riding on the hill, and when approached again b the officers they �;�:came belligerent and argumentative, and said there was no law to revent them �+rom operating skate boards on any street or highway. The greatest benefit of such a facility would be o serve the commercial and industrial area and to a lesser degree, the res'dential development in this area. At the present time, the entire City is dependent on connections along Delaware Avenue. Several connections with the St. Paul and West St. Paul wa our grid system north of T.H. 110. The son�hwest corner of our supply mains feed system at Lexington and T.H. 110 is 21,800 feet or 4.13 miles from the la ge storage supply on Imperial Drive in West St. Paul. The multiple feed to xington and T.H. 110 provides a relatively reliable water source to that p int. The water supply south and west of Lexington and T.H. I10 is a single ine feed. The Pabst Meat plant is another 13,000 feet or 2.46 miles beyond L xington and T.H. 110. Additional mains and service area goes another 1,00 feet beyond Pabst. Of course, there are still many acres o£ undevelo: still fur�her from the supply.
