Mayor Lockwood briefly reviewed past Council meeting
discussions on the acqaisition of right-of-w y for Bachelor
Avenue adjacent to the Somerset Park No. 3 p at.
Councilman Losleben outlined his recent nego iations with
Mr. Langenbrunner and Mr. Bream. Councilman Losleben stated
that he has met with both parties several ti es since
October 4. He stated that if the City Counc 1 decides to
construct Bachelor Avenue on a straight ali ent, it will
be built on the site of the existing Langenb unner home.
To build a home of similar size would cost a proximately
$37,000 and Mr. Langenbrunner has indicated at he could not
afford the difference between the cost of th new structure and
the price that he would receive for the righ -of-way as well as
the taxes on tlie new structure. Councilman sleben
suggested that two alternatives exist: acqui ing the right-
of-way through condemnation (either from the Langenbrunners or
Par 3 Golf, Inc.) or leaving the existing ro dway as it is,
from the beginning of Lot 8, Block 3 to Trai Road, simply

You will note that the final amount overran the original bid by som
$1,600.00. This was caused by the need to instail more granular bas
material than was originally estimated. The granular base material as
used to level the existing surface prior to paving. Apparently ther
were more irregularities than we had contemplated. By using the add d
base material, the Contractor was able to install an excellent surfa e.

1. NSP proposes to replace the existing steel towers that carry a 6 KV
transmission line from the transmission station east of Roger's ake
to the south line_.of.the City. ..The line wil] extend.southerly i to_Eagan
along the existing right-of-way-for a total distance-of-5.06 mil s of
which 1.06 miles is within the City of P�endota Heights.
2. The line will be built on an existing 50 foot easement and addit onal
right-of-way will not be necessary to the residential area. We nderstand,
however, that it would be pr�oposed to make the right-of-way 75 f et south
of the residential area in Mendota Heights.
3. In as much as the proposal consists of inerely replacing the exis ing
structures, there is some question as to whether or not a specia use
permit is actually required. In consultation with the City atto ney,
however, we feel that it should be processed as a special use pe mit so
that people in the area will be aware of the change proposed.
4. The company proposes to replace the existing steel structures wi h a new
more attractive wooden laminate pole. A copy of a picture of th s structure
is attached.
5. The structures will occur at approximately seven structures per ile, and that
portion of the City of Mendota Heights will cost $127,000. The axes paid
on the line now are $200 per year. The taxes when the line is c mpleted in
1978 will be $4,800 per year.
6. In surrHnary, we feel that the proposed change is an improvement a
and allows NSP to more efficiently serve this part of the corr�nun
existing towers, by the way, are 70 to 80 feet in height. The p
towers will be 60 to 65 feet in height.

Our home is located at 1700 Lilac Lane. On the night of August 30th 1977, the two
storm sewers, located at the fron7"a.nd rear of the south side of our ouse, failed to
adequately (or even inadequately:) carry away the water, resulting f om the heavy
rainfall. The storm drain in the front of the house very quickly fi led and over-
flowed into the street and then began to cover the front yard. Shor ly thereafter
the storm drain in the back of the property not only failed to carry away the accum-
lating water, but began to spout water like a geyser: This drain th n acted as a
holding pond for this immediate area's water: Very quickly the wate flowed from
the front yard to the back, flooding it to several feet above the gr und and the
resulting damage occured.
We believe we have a very just claim against the City of Mendota He
of our losses. To fortify this claim, I relate the happenings of a

I followed through on this conversation, with another phone call to Russell Wahl on
September 21st, 1977, at which time he assured me that measures wou d be taken to
clean the storm sewers on Lilac Lane. As of this date, nothing to y knowledge has
been done.
I would like to add here, that no public office, government, bank,
company, can repay our family for the personal loss we have suffere
the many valuable items water damaged and lost.

state of Minnesota means some change to the large number of residential occupancies
insured under Homeowners, Dwelling, or Apartment Contracts. The change in
classification makes no difference in rates for sprinklered property an little

Mayor D.L. Huber announced today tha� Mendota Heights' fire insurance cla�sification
has impraved from Class 7 to Class 6 effective September l, 1977.
The change comes as the result af a survey of Mendata Heights' fire defen es recently
compl•eted by the Insurance Services Office, Mayor Huber said. This surve was made
without charge to Che municipality.
The Mayor explained that the beCter classification resulted from improv
