Pursuant to due call and notice thereof, the regular meeting of the City Council,
City of Mendota Heights, was held at 7:30 o'clock P.M, at the City, all, 750 South

ASSESSMENT HEARINGS Administrator Johnson advised the Council tha assessment

Minutes of the Annual Board of
Review Held Wednesday, June 29, 1977
Pursuant to due call and notice thereof, the City Council, City of Mendota Heights,
held its annual Board of Review meeting at the City Hall, 750 Sout Plaza Drive,
Mendota Heights, Minnesota.
The meeting was called to order by Mayor Lockwood at 8:00 o'clock .M. The following
members were present: Mayor Lockwood, Councilmen Losleben, Schaber and Wahl.
Councilman Mertensotto had notified the Council that he would be able to attend.
The Dakota County Assessor's office was represented by Assessors 0 Toole and Olson
and two assistant assessors. The County Assessor's records were o ened for general
review for the residents of the City.
Mayor Lockwood, as Chairman of the Board of Review, turned the mee

Subject: Parking recommendations for podd Rd. between Creek Ave. and
Ave.
As a result of several recent meetings with Bruce Hall of the Minnesota De artment
of Transportation, Chet Pearson, and Gene Lange representing the Fire Depa tment�
I would like to make several recommendations regarding parking on both sid s of Dodd
Road between Creek Ave. and Hokah Ave.
For obvious reasons no parking has been, or will be, allowed in front of t e fire station
and this location need not even be considered. The Department of Transpor ation has
marked parallel parking spaces for three vehicles in front of the vacant s ore located
at 2150 Dodd Rd. which allows for an adequate shoulder off ttfe main travele portion of
the northbound lane of Dodd Rd. They have no intentions of changing those�parking areas
and,we do not feel they should.. There is also one parking space marked by the Depart-
ment of Transportation in front of Fischer's Towing and Gas at 2156 Dodd R. and the
Department of Transportation has no intention of changing that parking spa e.
Regarding parking on the highway right-of-way and shoulder in front of Lee s Janitorial
Service at 2170 Dodd Rd., and the vacant lot to the north, there is no law ul reason
to restrict parkinq there. However, as is the case with the marked parkin areas pre-
viously mentioned, these are intended to be temporary parking areas, and he parking
or storing of vehicles in excessive of 24 hours is unlawful.
Gene Lange expressed the need for at least 15 parking spaces on the west s de of Dodd
Road directly across from the fire hall, and 5 spaces north of the fire ha 1 on the
east side of Dodd Rd., for firemen's vehicles when they respond to alarms. He also
inquired as to whether the Department of Transportation intends to mark th roadway
and paved shoulders so that motorists do not use the southbound paved shou der as a
traffic lane. Bruce Hall stated the Department of Transportation will app opriately
sign and paint lane usage markings on the roadway well north of the fire h 11 so that
the shoulder cannot be mistaken for a traffic lane. Mr. Hall stated that hey intend
to mark a by-pass lane for southbound vehicles to go around cars turning o to Creek Ave.
but a lane reduction transition area and hash marks will return vehicles t the main
traveled southbound lane. He also recommended that to reserve 15 parking paces for
the Fire Department on the west side of Dodd Rd., and 5 spaces on the east side, north
of the fire 12a11, the City should pass an ordinance establishing authority to issue �
permits and then post the desired area for parking by permit only.
The enclosed drawing marked "Dodd Rd. Parking", shows the recommended lane markings,
and the present and proposed parking areas between Creek Ave. and Hokah Av . that are
discussed in this memo.

l. August Construction, Inc. proposes to purchase the remaining pl
lots which were not developed as a part of the original Friendl
Homes construction program. These lots are currently owned by
Raunhorst Corporation who proposes to sell them to August Const
for purposes of developing single family homes on this site.
2. A total of 110 lots were included in the proposed purchase. In
area, contiguous to the easterly side of the park, they propose
to replat the lots so as to allow for the fact that the streets
formerly planned through the park will not be constructed. The
area involved in the replat consists of 22 of• the original lots
The replat proposes to develop a total of 11 lots (in the area
formerly occupied by the 22 lots) as shown on the attached draw
The replat proposes a dedication of approximately 2.5 acres of
additional park land to the City, much of which is occupied by
remainder of the pond, a portion of which is on the original pa
purchase. We suggest that this rearrangement is an appropriate
leaving the ponding area substantially intact and providing for
extension of Keokuk Lane southerly to the undeveloped land to t
south.
3. In discussions with representatives of the August Company, we h
suggested that a rearrangement on the easterly side of the plat
might be in order as well. The Raunhorst Corporation owns the
contiguous land and it would appear from the location of the
ponding areas that exist in this area that the development of t
west side of the ponds (contiguous to the property in question)
could best be accomplished by an extension of a road system fro
the O�d Friendly Hills Plat. The presentation at the April
Planning Commission meeting is in the form of a sketch plan and
is not intended to produce any final decisions. The apolicant
aware that the purpose of this meeting is to simply review thei
concepts and to discuss the ovvera•11 situation with the Plannin
Commission. Following this meeting, the applicants are prepare

4. We have warned the applicants that the reasons for these lots n
been developed in the past was the presence of an extremely hig
table in the area. Since that time, sewer has been constructed
through the area, and Mr. Ed Kishel, the City Engineer, tells u
the construction of this trenchwork has probably lowered the wa
table in that area of the Friendly Hills Addition that has been
serviced with sewer. It is likely, however, that the area cont
to have a high water table which could be a substantial problerr
impediment to the development of this land. The applicant has
secured soils tests but these tests were made last fall after a
dry summer and thus the water content found in the soil at that
time may not be accurate today. Further investiaation of the w
condition of the land and proposals for providing storm drainag
are essential. Mr. Kishel notes that is would be important to
insiall a storm drainage system for the area in question if dev
is to proceed at this time. This may involve the development o
a storm sewer system for the entire Friendly Hills Area so as t
produce a total solution. In any case, it will be important to
proceed with great care so as to assure ourselves of achieving
best housing conditions for the property.

1. Since the last Planning Commission meeting, we have reviewed t
proposed concept plan for the develooment of approximately 350
acres of land in the southeast portion of the City o4rned by th
Dayton Hudson Company, Raundhorst, Inc., Dr. and Mrs.'Owens, a
Mr. and Mrs. King. As suggested to the Planning Commission we
were particularly interested in the relationship between this
and a replating of the property in question. Rather than atte�
to explain this plan in our report, we requested that a repres
of the owners of the 350 acres be present at the Planning Corrrn
meeting to review that planning proposal as it relates to the
property in question. The owners of the property have agreed
this and will be present at the Planning Commission meeting.
2. In considering the relationship between the property in questi
we have suggested to the August Construction Company (and the R
Corporation) that they dedicate additional park land so as to
the existing park into a proposed park land included in the 35
acre concept plan. You will recall our concern about the narr
parcel of land immediately east of the Friendly Hills property
in question. This area in the concept plan is proposed to be
for park purposes, which we feel will be highly desirable from
aesthetic and'functional standpoint. With this in mind, we
suggested, and the applicant has agreed to dedicate a total of
acres of park (in addition to the park land that the City alrea�
so as to provide a connecting link from the existing parks to

route all the way around Highway 110 or clear down around High
and P�endota Heights Road to get to the new neighborhood to be

proposals and a presentation of the 350 acre concept plan itse
will be reviewed at the Planning Corranission meeting. We feel
the proposed area to be replated is now well done in terms of
relationship to the existing housing, the existing park area,
future development of the 350 acre parcel to the east.
4. The total land involved in the replat (much of which is not re�

Mr. Ross owns a piece of property with 200 feet of frontage Dn nob Hill
Road and a depth of 135 feet. Mr. Ross proposes to divide the
property to two 100 foot slots as shown on the attached drawing
The lot requirements as you know, in the City of Mendota Height
are 100 feet of frontage and 15,000 square feet of area. The��
proposed lot would have 13,500 square feet. Lots in the vicini y
on Knob Hill Road vary from 200 feet to 98.5 feet. You will re all
previous divisions of land on this road similar to that being p oposed
by Mr. Ross. It would be helpful if inembers of the Planning C mmission
and Council were to view this site as the property in �uestion s the
lot immediately south of the northern most lot on the east side of
Knob Hill Road. We suggest that i:n the case of 7ot divisions, he
frontage is the most critical factor. The density of developme t
on a particular street is more readily discerned from the amoun of
frontage rather than the depth of a lot which is frequently dif icult
to ascertain by eye. In as much as there are other lots in the area
of similar scale, it would appear that the proposal is a reason ble
one maintaining the spirit of the ordinance, if not adhereing t the
exact square footage. You are aware perhaps, that the school b ard
who owns the eight acre parcel to the east has recently sold th s
for private development., It is anticipated that lots in that e ght
acre parcel will be developed based on the 15,000, 100 square f ot
frontage standard.

Variance to Sign Setback
1. As you know, the City has now moved into its new ouarters in tr
expanded bank building, which includes a new council chamber ar
meeting room. As there are separate driveiaays leading to the
entrance to the City offices and for those leading to the bank
and police department, it is essential that there be a sign dir
the public to the proper driveway.
2. The City therefore, proposes to construct a sign between the t
entrances (under the tree where the existing temporary sign is
located) so as to direct people to the proper driveway. All s
backs for such a sign would be thirty (30) feet. In this case
hovrever, it is obvious that a sign located thirty (30) feet ba
would not properly preform the desired function. We have vieN�
the site with Chet Pearson from the City and 'nave recommended
the sign be placed one (1) foot from the property line, betwee
two driveways.

3. The sign would be four foot, four inches high by seven foot, s ven
inches wide and placed four and a half feet above the ground. The
four and a half feet is important in as much as traffic coming from
the City Hall entrance will be able to see under the sign to o serve
traffic on the roadway itself.
4. A large scale drawing of the sign will be available at the mee ing
for your review. The sign shall have the following informatio on
it:
City Offices (with an arrow indicating next entrance)
Above that will be a notation indicating bank entrance
and police department (with an arrow indicating this
entrance)
You will recall at a previous meeting, having approved a simil�
sign at Highway 49 wherein it was deemed essential to have a s�
located contiguous to the right-of-way for identification purpc
of the office structure located at that sight. We feel that tf
sign as proposed wil:l be the most appropriate and efficient in
directinq the public to the bank and City office facilities.

The property in question would be approximately the northerly h lf
of Mr. Young's property, would consist of a new lot with 23,147
square feet of area. t�1r. Young, as you know, lives in a substa tial
house on the southerly portion of the lot. Mr. Young has a buy r for
the property who intends to build a large and expensive home on the
property.
A portion of the lot, as you will notice from the attached draw'ng,
consists of a former 30 foot right-of-way dedication for Cheryl
Lane. This right-of-way has been vacated some years ago. The
addition of this vacated right-of-way places the property conti uous
to the cul-de-sac on Valley Curve immediately to the north
P�1r. Young is seeking an easement from the owner of the property to
the north so as to gain an access directly from Valley Cur e
to the proposed lot.
3. We feel that this lot will make a very desirable building site nd
is reasonably in scale with the lots in the area. Some years a o,
the owner of the lot to the east, Mr. Ned Bohrer (who supports his
proposal), divided his lot as well.
4. At our 7ast meeting, Mr. Young had not as yet achieved agreemen
on the easement access. This access could be provided either a
proposed (and as cross-hatched in the attached drawing) or via
the contiguous property to the east. Mr. Young will be present
the meeting to explain his proposal and access method to Valley
Curve..

1. You will recall the recent approval by the Planning Commission
Council of a variance for the construciion of a swimming pool c
side of Mr. Stacker's house nearest Falls View Court. The swi�
poo7 was approved to be constructed within six feet of the rigt
way at this point. You will note from the attached drawing, tt
there is of course, an extremely large front yard for the home
P�aple Park Drive. Though the City Ordinance does not specific�
require it, P-1r. Stacker proposes to construct a fence around tP
swimming pool to prevent children from wandering into the pool.

prepared by Chet and Harvey Franzmeier, applicable to the Mendota i
operation. The personnel evaluation was conducted amongst the men
supervisor. The equipment operation was an oral testing of equipme t
procedure. The oral interview was conducted by Chet and Clair Toll f
the Bloomington personnel department.

Failed Written Test
Z'he utility leadman candidate, Tom Olund, completed the fovr testin elements
also, however, he failed to obtain a passing score on the written t st. (In
my opinion, and Chet tends to agree, the utility written test was ite
difficult.) We plan to administer another written test on July 27 , giving
Tom a second opportunity.
In view of the foregoing, I recommend that John Neska be appoi ted street
leadman at a wage rate of $6.75 per hour, retroactively to July 1. The results
of.Tom Olund's testing procedure and recommendations will be report d after
July 27th.

SUBJECT: Metropolitan Council Systems Statement
Proposed Amendment to Policy Plans
As you remember, the systems statement, and in particular, t
depicting highway classifications, shows the western half of T.H.
as an intermediate arterial. Howard Dahlgren, Don Huber, Dick Dti
myself and others have been at odds with the Metro Council staff

not gone unnoticed. .
The Metro Council Physical Development Committee is to hold a
on July 21 at 1:30 P.M. to consider amendments to systems statemen

appropriate that the City of Mendota Heights present all possible
to persuade the Council to amend earlier transportation guidelines
pursuance of this, I recommend that Howard Dahlgren be authorized
directed to prepare such a response and that unless current electe�

Don Huber be requested to make the presentation at the July 21 mee

The summary of proposed C.E.T.A. positions distributed to yo on
June 21 includes a position entitled Biological Aide/Field Techni ian.
Duties proposed for this position include,assisting John with the paper
work and public relations associated with the Dutch Elm activitie ,
identifying and marking diseased trees, coordinating subsidy appl catio
and generally freeing John from some of the routine Dutch Elm dut es.
The positian has been approved by C.E.T.A., and a candidate
referred to us for consideration. The applicant, Cheryl Walker,
B.A. degree in biology, with seminars and course work in plant ta
and dutch elm disease. Harvey and John have reviewed the applica
interviewed the candidate, and feel that she is well qualified fo
position.
In view of Harvey and John`s recommendation and the applica
qualifications, I would recommend that Cheryl Walker be employed
Biological Aide/Field Technician through the C.E.T.A. program, e
July 6th at a salary of $800 per month. The position will termi
October 31.

According to Tom Strehlow of C:E.T.A., on June 29, "there is
