Mr. Harris stated th t the final plans and specifications should be ready around Jun 15th, and the company hopes to break ground some time in Au ust, with roughly nine months for the building schedule. CASE NO. 77-13, Mr. James McKay, of United Properties, was pr sent to explain UNITED PROPERTIES the United Properties application for subdivi ion of property and conditional use permit for outside equipm nt storage. Mayor Lockwood opened the meeting for the pur ose of a hearing on the conditional use permit application. , Mr. McKay explained the subdivision of Lot 2, Inland Industrial � Park into two lots, one lot consisting of 1.8 acres and the other lot consisting of approximately 2� acre . He noted that the Gardner-Denver Company plans to purc ase the 1.8 acre (north) lot. Mr. McKay also explained the co ditional use permit application, stating that the Gardner- enver company wishes to store mobile equipment within a fen ed area on the site. Mr. Charles Radloff, the company's arc itect, explained that the building will be a steel and pre-cas concrete structure consisting of approximately 8,500 s uare feet. The exterior will be pre-finished, raked pre-cast panels and there is no roof-top equipment planned. Mr. McKay xplained the fence and landscaping details, notirig that th fence will be chain-link inte'rspersed with solid cedar as p oposed on the landscape plan, and advised the Council that e fence will be tvrenty feet inside the east property line. There being no questions or comments from the audience, Councilman Wahl moved that the hearing be clo ed, and moved approval of the subdivision as proposed and t e adoption of Resolution No. 77-39, "RESOLUTION APPROVING C NDITIONAL USE PERMIT." Councilman Schaberg seconded the motion. Ayes: 5 Nays: 0 CASE NO. 77-14, Mr. Dennis Carroll, 650 Brookside Lane, was p esent to request CARROLL approval of his �application for variance from the fence height restriction. DZr. Carroll plans to construct redwood fence six feet in height, two feet from the west pr perty line, around his existing patio. After a brief discussion, Mayor Lock�aood move approval of the �• application, granting a variance to allow con truction of a six foot fence as proposed by Mr. Carroll. Mayor Lockwood noted that the Pla ing Commission had reco�r►ended approval on the condition that n variances be granted on Lot 2 in the future. Mr. Kenneth Waschek, who owns Lot 2 jointly with Mr. Saucedo, stated that e would eventuslly be constructing a home on Lot 2 for future s le and that he has no objection to the condition. After considerable discussion, Mayor Lockwoo moved that Mrs. Shipman be appointed to serve on the P1 nning Commission, the appointment to be effective immediate ly and to expire on January 31, 1978. Ayes: 5 Nays: 0 STAPLES AV�NUE The Council ecknowledged receipt of a memo d traffic survey TRAFFIC COI3TROL submitted by the Police Chief in response to a petition receiv by the Council on May 17. The report indica ed that the average speed on Staples Avenue is 22.9 mile per hour, and the recommendation of the Police Department as that traffic conditions do not warrant stop signs or spee limit reduction. As a result of the report and recommendation, the Council took a no action on the petition and directed staff to submit a copy of the traffic survey to Mrs. J.D. Delmont. GRANT APPLICATION After a brief discussion, Councilman Wahl mo ed the adoption of Resolution No. 77-41, "RESOLUTION ACCEPTING APPROVING GRANT � CONTRACT," authorizing the Mayor and City A'nistrator to � execute the contract with the State for the ritical Areas grant Mayor Lockwood seconded the motion. Three applicants were referred to the City by Dakota County C.E.T.A. as a result of the project proposal and job request form. After reviewing applications and resumes, and conducting personal inter background investigations, I have offered the position to Richard W. Le 221 9th St. So., So. St. Paul. Richard is 35 years of age, married and children. He is a 16 year veteran of the U.S. Navy and was honorably d in March, 1977. During his duty with the Navy he received a considerab of training in firefighting and fire prevention, and this was the main was offered the position. The crime prevention duties of the position taught, however, it would be very difficult to prepare someone with no experience for fire prevention inspection duties. I have arranged for Richard to begin work on June 20, 1977 with the u that his appointinent will have to be authorized by the City Council. and I are confident, however, that he will do an excellent job and we recommend his appointment.at a starting salary of $800.00 per month. Her six-month probationary period will expire on June 27, 1977. In my last report of March 28, 1977, I stated that she is a wi ling worker and performs her duties well. I feel that this statement is still accurate, however we still have a few ups and downs -- in other wor s, I would like to have her listen more to instructions before she com lies-- just a matter of time. I also stated on the last report that Valerie had a number of off because of sickness. Most of this time has now been erased. It is my recommendation that we continue to employ Valerie as receptionist. NOTE: As you may recall, C.E.T.A. has been paying half of salary during the six-month probationary period.
