Held Tuesday, July 5, 1977
Pursuant to due call and notice thereof, the regular meeting of th City Council,
City of Mendota Heights, was held at 7:30 o'clock P.M. at the City Hall, 750 South
Plaza Drive, Mendota Heights, Minnesota. _
Mayor Lockwood called the meeting to order at 7:40 o'clock P.M. T e following

Minutes of the Special Meeting
Held Tuesday, July 12, 1977
Pursuant to due call and notice thereof, the special meeting of th City Council,
City of Mendota Heights, was held at 7:30 o'clock P.M. in the City Hall, 750 South
Plaza Drive, Mendota Heights, Minnesota.
Mayor Lockwood called the meeting to order at 7:43 o`clock P.M. e following
members were present: Mayor Lockwood, Councilmen Losleben, Mertens tto, Schaberg
and Wahl.
DISCUSSION OF Mayor Lockwood explained the four projects fo which
PROPOSED assessment rolls have been ordered. He also cknowledged
ASSESSMENTS that Mr. Fred Metcalfe and Mr. Joseph Rose we e present to
discuss details regarding the Clement/Vandall project.
Mr. Metcalfe stated that he was present to di cuss flooding
rights and the Somerset 19 desire for vacatio of Clement
Street. Mayor Lockwood acknowledged that sta f had been direct
to work out details with Somerset 19 on these matters, however,
no agreement on the details has yet been reac ed.
Councilman Losleben expressed concern over a edway and the
location thereof either across Somerset 19 pr perty or on
existing street right-of-way. Mayor Lockwood noted that
negotiation for flooding rights is possibly p emature, since
neither experience nor past history points to a flooding
problem: there is no rush in any negotiating atters. Since
both parties desire to see the natural amenit'es maintained
Mayor Lockwood suggested that everyone should await any
future developments. Councilman Losleben not d that the
Wetlands Ordinance and its intent should indi ate the City`s
attitude on development in the immedia�e area. Mayor Lockwood
concluded discussion on this matter by noting that both
parties should keep the matters in min@ and at no immediate
action is necessary.

There was a total of 29 man-hours devoted to training during June, 1977. Officer
Brioger attended a 2 day Ad�anced Crash Investigation Course conducted y the Bureau
of Criminal Apprenension. The reserve officers attended departsnental aining sessions
on oe�ar ��ent reports, and �irearms qualification. "
Richard Leitch began his employment as Community Service Officer with
June 20. He was hired through the C.E.T.A. Program on a one year proj
crime and fire prevention duties.
The Police Department moved into new quarters during June. The presen
tne porLion now being remodeled that we will be using soon, will provi

SYNOPSIS OF MONTHLY ACTIVITIES: �
The Depart�!ent responded to a total of 12 calls during the month of June. We respanded to one
major structure fire and that was on June 20, 1977. We were called at 8:55 .m. to the Thomas
Mairs residence at 1707 Delaware. A painting contractor had just begun remo ing exterior
paint with a butane torch when the atic of the large two story house was set a fire. The fire
spread rapidly through the unprotected atic area with the help of an exhaust fan located in
the middle of the house. The W. St. Paul Fire Department responded for mutu 1 aid and the
fire was brought under control.in about 20 minutes. It took a little over 2 hours to secure
��e scene. The total damage of the structure and the contents was estimated $28,000.

SUBJECT: PRESENT DUTCH ELM ACTIVITIES IN MENDOTA HEIGFITS
2'here are presently 611 Elm trees marked for removal in our
City. We are inspecting trees every day in order to catch u
to the ever spreading epedemic. In 1976 we had approximatel
700 Elms which had contracted the disease. Being only 1/ 3
the way through the new season, we find that we have almost
surpassed the total amount of trees that we had diseased las
year. I forsee that we will reach our prediction of doublin
our figure of diseased trees from last year.
Removal of diseased trePs is now presently bei.ng undertaken
throughout the city. �#esidents are finding it difficult to
find a tree remover which is not one or two weeks behind
schedule. This results in having to wait for removal of
diseased trees. �e city is presently having trees removed :
boulevards and from parks within our city limits. Bids
were taken and accepted from two of the bidding contractors.
One bid was accepted from Mendota Heights Landscaping Servici
for the removal of 40 trees and stumps at a cost of �3,400.'
A bid was also accepted from S& S Tree service for the remo�
of 14 trees and stumps at a cost of $ 675: 2'hese two contrac
should take care of all diseased trees on City property as o:
Ju�.y 5,1977. .
�Je are still treating some of the Elms in our parks with
Lignasa.n. Trees which have been marked and treated , all
appear healthy thus far.

After talking with Art Meinke'of the Mi.nnesota Dept. of Agri ulture
on July 12,1977 ; He has assured us that we should hear from them
within the next two weeks if we are to get any subsidy help or
our residents.

A problem has arisen in the department of payment far the re oval of
these diseased trees. M�ny residents in Mendota Heights are nat able
�o withstand the heavy burdert of an expensive bill for the r moval
af their trees. In same cases the twenty day limit is gaing to ezpire,
and the City i� going ta have to contract out the removal of these trees
and apply the cost to the ta.�ces o� the resident. Qur proble arises
in the area of the special assesment. It is the palicy of t e City to
only carry the assesment for a period af one year. Many of hes�
people are on a limited incame and cou�d not pay the cost in one year
let alone at the time of ac�ual removal. The following are ctual cases
which are presently ocurring in Mendota �eights:

WHEREAS, the Metropolitan Development Guide chapter on tra
indicates a higher classification for T.H. 110 than for T.H. 55
easterly of the Mendota Bridge; and
Wi�REAS, T.H. 55 is constructed as a four-lane, divided highw y
facility, meeting the intermediate arterial standards from T.H. 49 to
T.H. 52/56 (nearly six miles); and

Mendota Bridge for T.H. 55 greatly exceeds that projected for T.H.�110; and
WI�REAS, Mn DOT has prepared and submitted plans.to the City f Mendota
Heights recently for the improvement of T.H. 55 to limited access s andards
(exceeding intermediate arterial standards from the Mendota Bridge to
Mendota Heights Road; and
Wi�REAS, the Cities of Eagan, Inver Grove Heights, and Mendo Heights
concur in the current use and expected future role of the respecti
highways; and
Wf�REAS, officials of the three co�►unities believe that T.H. 5 does,
can, and will serve a larger portion of the metropolitan area and S ate of
Minnesota; and
WI�REAS, any efforts to change the roles of these two respecti e highways
will adversely afiect the current land uses and comprehensive plans of the
three communities;
IQOW, THEREFORE BE IT RESOLVED by the City Council of
that the Metropolitan Council be urged to re-classify T.H. 10 from an
intermediate arterial to some lesser classification; and
BE IT FURZ'E�R RESOLVED that T.H. 55 southeasterly from the Men�ota Bridge
be classified as an intermediate arterial to the intersection of T. . 52; and
BE IT FURTHER RESOLVED that
hereby petitions the Metropolitan Council and others to reconsider •
Development Guide Plans and give consideration to desires of the af:
communities in the sub-region.

SECTION 12, GROUP HOSPITAL-MEDICAL INSURANCE

WHEREAS, Resolution Number 73-93, establishing a personnel code for
employees of the City, states that all permanent full-time employe s shall
be entitled to group hospital-medical insurance; and
WHEREAS, there is no provision within said resolution entitli g
permanent part-time e�loyees to similar insurance benefits; and
WHEREAS, it is thelintent of the City to provide equal benefi s
for all pe�n►anent employees;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of e City
of Mendota Heights, that Section 12 of Resolution Number 73-93 be ended
as follows: �

"Section 12. Group Hospital-Medical Insurance. All pe nent
full-time einployees shall be entitled to insurance benef'ts
as established by the City Council from time to time. T e
scope of insurance coverage and amount of premium partic'pation
by the City will be dEtermined by the City Council. Pe nent
part-time employees shall be entitled to the same insur ce
benefits as fU11-time employees except that the amount o
premium participation by the City shall be on a proporti nate
basis based on� the total hours they work each week as
compared to a total of forty hours per week. For the p poses
of this Section, permanent part-time employees shall be
defined as employees who are currently working a minimum of
twenty (20) hours per work week in a position establishe by
the City Council."

SUBJ: Letter of Resignation From Richard Leitch

Richard Leitch submitted a letter of resignation to me today terminating his
employment with the City as Community Service Officer. Richard stated h was
resigning so that he could pursue a career position that would offer him ore
potential for long term employment. As you know, the C.E.T.A. Community Service
Officer position was intended to last approximately one year, and Richar felt
that due to his age and family situation he would have to look for a pos'tion with
career possibilities.
Due to those facts I would like to recommend that the City Council accep Richard
Leitch's resignation, effective at the end of the business day July 15, 1977. ,
Richard has turned in all City property issued to him and there is no re on to
have him remain in his position past that date.

employee over the age of sixty-five must request an e�tension �rom
the Council in order to continue working for the City.
The thought of co�lete retirement at this time does not appea]
to me; therefore, I would like to offer my services to the City on
a par�-time basis. The various details of my change in status cov.7
be worked out within the next six months by the City Administrator
and the Council to your satisfaction.
I would hope you would consider this proposal as I am very
anxious to remain active in our City government.
