There is some question in our opinion, as to whether or not the property should be developed for single family purposes at all. The approval of the Eagle Ridoe Development to the south of Mar Avenue, the concept of developing non-single family uses in the area between Victoria and the freeway offers considerable flexi in our opinion. The land, of course, is zoned single family an the owner has a right to propose single family uses for the property. If single family is to be utilized on the property, will be important to establish a neighborhood park area of at 1 five acres to serve people 7iving between Victoria and the free The applicant has proposed a 2.85 acre dedication along the sou line of the property in question. The plan incorporates all the suggestions we have offered as the most appropriate solution to the platting of this property for single family purposes. 3. The total areas of development consists of 29.6 acres with a public ark area of 2.6 acres contiguous to the south boundary of the plat i a location where it can be added to when the land to the south is ltimately developed. Johnson City Administrator SUBJECT: Fire Service Contract Updating The present fire protection contracts with Lilydale, Mandota Sunfish Lake are dated January l, 1974. In late 1973, we negotiai contracts with the three coIIut►unities. At that time, the amounts increased, based on a rather hvrriedly assembled formula: a formu took into account population and valuation. The contracts for Li_ and Mendota are in effect until proper notification of amendment The contract for Sunfish La}e does spell out the last advance payr the year 1978. The original contract dated in 1965 indicates that contracts "continue thereafter from year to year unless and until party gives to the other party written notice of termination of tt at least thirty (30) days prior to an anniversary date." Althougt sufficient time to discuss this matter and still give proper notic believe that we should give notice now during budget preparation i noting that fire protection costs will possibly increase. A rather sophisticated formula has been developed and appear: satisfactory amongst communities :n the western suburbs. This fo involves actual cost of services which obviously includes: 1. Cost of equipment, on a depreciated schedule; 2. K Cost of building on a depreciated schedule; Operating eenses; 4. Fire calls foreach community. Please refer to attached magazine article for more details. Re: Proposed Housing Project by John Pfaff on Victoria north of Caren Road, Lilydale, Minnesota Gentlemen: We, the undersigned residents of Mendota Heights, hereby petitio Honorable Body in connection with the above captioned matter as : We urge you to adopt the followin resolutions, to-.wit: your ollows: 1. Authorizing the Mendota Heights City Attorney, Howar Dahlgren Associates Planning Consultant, and any and all other Mendota Heights facilities or agencies to oppose the proposed apartment development on two (Z) sites having a total area of 2.75 acres with high de sity apartments. . understand the proposed apartment d opment would have a tota of seventy-two (72) units sulti g in a density of twenty-six 6) units per , We belie e that the compromise of six (6) its r acre as agreed u on in the previous litigation inv 'ng dota Heights, Lilydale and Inland Construc ompany for the evelopment on Lexington Avenue uglas Road, should be the m'mum density per acre. 2. To commit all reasonable efforts to oppose the propos , apartment complex at all governmental and quasi-gover levels, including but not limited to the Metropolitan Council, Metropolitan Sewer Commission, Dakota County Minnesota Environmental Ouality Council, and before a ings at Lilydale Planning Board and City Council meet well as in all Courts of law. G)e believe the proposed development is an outrageous use of this ti ridst of a single family neighborhood; any high density devel this land would create a serious traffic hazard to vehicles seeki and egress from Victoria Avenue during peak traffic hours, especi the Winter nonths. At the present time, even without high densit the apartment complex, negotiating the steep hill adjacent to the apartment development is ultrahazardous. d Pfaff mental Planning Board, 1 proceed- ngs, as and in pment of g inoress lly during traffic of proposed We further believe that the proposed plan is inadequate to provid aesthetically attractive landscaping. Current plans call for the 75,956 square foot site to have 48 living units, 48 underground interior parking facilities nd 59 parking spaces above grade. As a result, this development will have a se ious adverse impact on adjacent single family homes in the area. There can be no justification for this high density development e cept for the s' le reason as expressed by Mr. Pfaff, namely: economics. This of course, i, is business decision and risk. We urge you to demand extensive plans and specifications includin engineering studies for the nethod of disposing of surface water and its impa t upon adjoin- ing properties and facilities serving the site. k'e are proud of our neighborhood which includes existing single f< and multiple dwelling residences in Alendota Heights and Lilydale 1} request that you protect our interests as homzowners to the fu7 Mendota Heignts Civic Association has established an Ad Hoc.
