Ed have spent a considerable amount of time in trying to determine what should be done as a bare minimum and the priorities for the work. is Each set of comments will indicate a priority and an item n er. The item number corresponds with the report you received last week. PRIORITY �1 ITEM #8 The work requixed under this item is to protect the sanitary facilities, storm sewer facilities and private homes. I (A) Place up material to help protect sanitary sewer for th school. Placement is to be done by City forces. Ed to contact tate Highway Department. (B) Branches and loose debri cleanup only. Approximate City�force cost $300.00. � (C) Manhole remodeling and protection -$300.00 - Contrac Ditch realignment cleaning - $5,000.00 - Contractor. Some quick researching has revealed that "esnergency monies" re not available. The legislature in it's wisdom has seen fit to remove ergency and disaster funding from the special levy limitations. They have one so far as to �clude the statutes authorizing two year emergency certifica es. I can only draw the conclusion at this time that there is no availabl procedure of levying for such disaster monies. This is incredible, but true' I have discussed this matter very thoroughly with Larry Shau hnessy and we have come to the conclusion that the work is necessary irregardl ss, and that existing unappropriated funds can be used for the payment of t e work. • The some $30,000 of repair work is a"manageable amount" and will b affordable through the use of the unappropriated general fund balance. Revenue funds CITY OF MENDOTA HEIGHTS Dakota County, I�4innesota RESOLUTION NO. 77- RESOLUTION DECLARING EMERGENCY SITUATION AND DIRECTING IMMEDIATE RESTORATION AND REPAIRS WHEREAS, on August 30, 1977, a major storm struck t'�e area and surrounding areas, including Mendota Heights; and WHEREAS, as a result of the approximate seven-inch rainfall, of Mendota Heights suffered severe damage to the municipal water, sewer and storm sewer systems; and WFiEREAS, the City Engineer and Public Works Inspector have reports based on visual inspections of said damages; and tan the City sanitary tted WHEREAS, it is the opinion of the Engineer and Public Works nspector that it is imperative that restoration and repair measures procee iimnediately to prevent further erosion and damage to public utilities, and th t an emergency situation exists; NOW, TI�REFORE BE IT RESOLV�'D by the City Council of the Cit of Mendota Heights that the City Council herewith declares that an emergency situation exists; and BE IT FUR�'F�R RESOLVED that City staff is hereby directed to p'roceed immediately with restoration measures on an emergency basis; and BE IT FURTHER RESOLVED that payment for such emergency repai�s be expended from any available monies on a temporary basis; and BE IT FIIRTI�R FESOLVED that staff be directed to pursue all ossible fir,ancial aid sources, taking whatever action thereby•required to procure reimbursement of monies expended for said emergency repairs. Lockwood Mayor CITY OF MENDOTA HEIGHTS Dakota County, Minnesota RESOLUTION NO. 77- RESOLUTION AUTHORIZING AND DIRECTING APPLICATION FOR SPECIAL LEVY AUTHORIZATION WHEREAS, the City Council of the City of Mendota Heights has Resolution No. 77- , making a formal Declaration of Emergency as of damages incurred during the August 30, 1977 major storm; and WHEREAS, the Council has directed that emergency restoration be taken iaunediately to repair a portion of the damages to public on an emergency basis; and result asures ilities j�7i�REAS, it is estimated that the cost for the emergency restc�ration and repairs will be approximately $35,000; and � WI�REAS, the funds necessary for such emergency restoration not available in the current year budget or the proposed budget 1978; � I�IOW THEREFORE IT IS I�REBY RESOLVED by the City Council of th� City , of Mendota Heights: 1. The City staff be authorized and directed to apply the State of Minnesota Levy Limit Revie�v Board for authorization for a special levy for the years 1978 and 1979 to cover the cost incurred for said emerge restoration; and 2.
