Knuth Senior Engineering Technician February 16, 1 , SUBJECT: Storm Sewer, Water, Streets Feasibility Report Mendota Heights Industrial Park - Excutive Drive Job No. 8904 ; Improvement No. 89, Project No. 2 ' M1iii77iZ United Properties, developer of the Mendota Heights Business PE petitioned the City, to construct Executive Drive between Mendota He5 Road and Northland Drive, with watermain connections, storm sewer tc the right-of-way and adjacent properties, street lights and the stre which will provide access to the developing lots. DISCUSSION: This project is fairly straight forward as the two east-west the perimeter of the site are already fully constructed. Constru Executive Drive will allow the vacant sites to access a street ot'. the increasingly busy Mendota. Heights Road, allow looping of in-p: mains to evenly distribute flows in the event of a fire, and prov. to dr ain off storm water. SANITARY SEWER Sanitary sewer service had already been provided from Northl and Mendota Heights Road and therefore is not needed on Executive WATERMAIN l• rk, has ;hts drain ; t., reets at on of than ' e water- i a means i P : Drive ve. i There are existing valved stubs on Mendota Heights Road and No thland Drive which will simplify watermain construction. Fire and domesti service to the new Solvay building and two vacant sites will be provided fr m this new main. Estimated cost of watermain and services, engineering, o erhead and contingencies is $31,800. . 3' i; STORM WATER s A new main will be constructed to flow to the existing pipe in Mendota Heights Road. This new pipeline will in turn connect to the intern 1 sys- tems of the developing sites, which will be required to temporarily hold some of their storm water on their land before draining into the Ci y u system. Estimated costs of storm sewers, engineering, overhead and contin- gencies is $18,200. ; f: a• k. 7` :j f L ♦ • M1 STREET Since the proposed street grades closely match the existing to ography, a minimum of site work will be needed. A full width street, comple e with lights, identical to Northland Drive will be constructed, with acce s to up to four sites provided. Estimated cost of street construction, eng neering, overhead and contingencies is $60,000. COST AND ASSESSMENT SUMMARY The following is a table of total costs and assessments spread as requested by United Properties. They have requested that the AART ite pay only for half (1/2) of the storm sewer costs, as they will be recei.ing sanitary sewer and water service from Northland Drive. The rest of the costs will be assessed on an area basis to the three remaining parc ls. The preliminary needs analysis indicates that this faci•lity will be required, if the Cit adds a substantial athleticcamplex elsewhe the communty. There also seems to be a concensus on t Parks Review Cammittee that the City proceed to develop field, without waiting for a referendum. to in is Chuck Mastel o Mend-Eagan Athletic Association appeared beore the Parks Cammissian at its meeting of February 1. Mr. Mastel and the Commission discussed a potential layo t for the park. The Engineering Department had estimated improvement costs at around $35r000 -$40,Q40. The improvements include fencing the entire facility, reseed ng or sodding the outfield, regrading of the infield, and assorted other site imprQvements. The Parks Cammission voted unanimausl to praceed with t e development of the field at an approximate cost of $40,0 0. They requeted staff a come back with a more definitive development plan and cost estimate for their Mareh 14 meeting. . Although no farmal Councii action is required at this ti e, the purpose of this memo is ta alert Gouncil to the fact that planning for upgrading.of thisfield is proceeding. UnI ss Council directs otherwise, you can expect that there wil likely be a recommendation to order the improvements on he agenda for your meeting oi March 21. ACTION REQUIRED• No Council action is required this evening, unless Co does not cancur with proceeding with this praject, or specific comments it would like to make about the impravements. i' ,` -a, CITY OF MENDOTA FiE2GHTS MEMO February 15, 1989 TO; Mayor and City Council FROM: Kevin D. F,.ity Administrator SUBJECT: 1989 Summer Recreation Offering and Recommendations from the Parks Commissicn 1988 was aur first year of aperating summer recreatian programs without a reareation director. At its meeting February 14, the Parks and Rec Commission reviewed these pragrams, and made the foilowing observations and recammendaion far 1989: -T BALL . Chuck Mastel from Mend-Eagan Athletic Associatiort indicated that the Assoca.ation would like ta continue ta run progr m during 1989. Tn 1988, the City provided a$15.04 per rega.strant subsidy, leaving the parents ta pay anly $10. 0. At the end of 1988, Mend-Eagan billed the City far 201 registratians orx; $3,015.00. Mr. Matel zndicated to the Cammission that he anticipat s costsmight be up about $3.00 for each participant for 19 9. It was the Commission"s feeling that the City should not increase its subsidyr but should continue the $15,00 per registrant. Any increase, if in fact necessary, would b bore by the participants, It is assumed that the total ost to the City wouid then be about the same as for 1988. AR -IN-THE-PARK The Communa.ty Education Department of School District 19" operated our Art-in-the-Park Pragram for y988. The prog: was offered at Ivy Hills, Marie and Friendly Hills Parks Tha pragram seemed to ga well, and the Community Educati; Department is willing to run it for us during 1989. Communi.ty Education Director Sally Waring has indicated 1 that it was almost a"break even" program so that tha Ci subsidy will continue to be little or nothinc. The Parke Rec Commissian recammends that we have Distr.ct 197 aper< the program again this year. me yand ite ME 'S SOFTBALL Last year we retained our warming house leadman, Grant Englemann, to also run the men's summer softball program. However, in preparing for 1989, it did not appear that tl was really that much of a role for a coordinator. In otk words, the teams can run the program themselves, with onl minor clerical and coordinating functions being performed a city employee. I Engineering Secretary Diane Ward is herself a softball p and has voluntarily taken on the task of keeping up the rosters, keeping track of standings, ordering suplies, Eight teams have signed up so far, with a potential for additional two. Diane met with the softball team captai January 30, andit was acceptable to all to,run the prog in this manner. .I reported on this to the Parks and Recreation Commission, and they endorsed the approach. e by on At a$185 per team entr fee, this program is almost sel supporting. Tlie only City contribution is to purchase balls, bases, etc. ACTION RE4UIRED If Council concurs with the recommendations of the Parks Commission, it should pass a motion authorizing the following: 1. For T-Ball, City payment of a$15.00 per registrant subsidy to Mend-Eagan Athletic Association to opera the 1989 program. 2. For Art-in-the-Park, continue contracting with Scho District 197 Community Education Department to prov the program as in 1988.' 3. Approval of the men's softball program as outlined above, without a regular coordinator, but minimal clerical and coordination services provided by the Engineering Department secretary. e r . • To: From: Re: MEMO CITY OF MENDOTA HEIGHTS February Mayor and City Counci Kevin Batchelder, Administrative Assistant Certification of Compliance for Affirmative INTRODUCTION This memo is to announce to the City Council tha received certification of compliance for our Affirmat Plan from Stephen Cooper, Commissioner, Department Rights, State of Minnesota. Sanitarv Sewer Sanitary sewer will be extended from the existing s wer line under T.H. 13. The cost to extend the sanitary sewer to serve the ten lots will be $25,200, including engineering, overhea , and contingencies. The attached drawing shows the proposed ayout of the sanitary sewer. In add this construction, the existing watermains that dead end Hiawatha and at Miriam can be looped together as a part project. Although looping of these mains is not necessa serving the new lots in this development, doing so would firefighting capacity, reduce stagnant water problems, a the chance of water shut-offs due to main breaks. The c looping the dead end mains will be $7,200. 5torm Sewer the new tion to at f this ifor ncrease d reduce st of Storm water in this development will all drain to T H. 13. In order to avoid overtaxing the existing system in plac along T.H. 13 a detention pond will be required in the developm Extra piping will be necessary in order to pick up the dr from the properties to the east of this development. The drawing shows the proposed storm sewer layout. The cost construct the proposed storm sewer system will be $42,850. As a side note, Mr. Robert Morin, who lives in a nei close to this project, has recuested that the City comple feasibility report on installing a storm sewer system to property. If the City installs the storm sewer for him, be included as part of this project to gain maximum cost effectiveness. A feasibility report on this storm sewer w presented at a future Council meeting. Streets The development will be served by a cul-de-sac from The cost to construct the cul-de-sac as shown will be $3 addition to the cul-de-sac, a connection between Hiawath Miriam is proposed. The developer has agreed to donate of- way for such a connection. This connection will fin looped street system that was planned at the time of the platting of the northend developments. By eliminating t end streets, public safety and snowplowing will be impro added cost to construct the looped street will be $10,00 The following is a summary of the total cost to each of the public utilities: UTILITY Sanitary Sewer Cul-de-sac Watermain Looped Watermain Storm Sewer Cul-de-sac Street Looped Street ESTIMATED PROJECT COST COST $25,200 34,200 7,200 42,850 36,350 10,000 $155,800 Project Fundina The costs for this project can be covered by three funding mechanisms: assessments, Water Revenue monies, City General Fund. It is proposed that all sanitary sewer costs be ass the ten lots in the development. The cost for watermain construction can be funded by two sources. Those costs with servin the lots on the cul-de-sac should be assess lots. The 7,200 for the looped watermain between the t existing streets could be covered by water revenue funds is a system improvement. The cost of constructing the c ,.,.. inage attached hborhood e a erve his t could 1 be T.H. 13. ,350. In and he right- lize a original o dead ed. The f ferent the sed to sociated to the since it 1-de-sac , • should be assessed to the adjoining lots, but the $10,OOOI construct the dead end street connection needs some outsi fundin, since the developer does not benefit and does no participate in the connection. Since it is a relatively amount, and the connection will make City services more e it seems reasonable5that the Cit pick u the cost of the connection using General Obligation Funding. The only remaining utility, storm sewer, has some c to the funding question. Forty to fifty percent of the sewer project is being installed to pipe the water from eastern lots through the development. Thes lots to the either only partially paid or have never paid storm sewe assessments, so it.is reasonable that they participate i way. The developer has made it clear that he feels thos should pay for all costs associated with piping the wate his development. Using that logic the lots outside the development would pay $19,850, or about $.22 per square while the lots in the development would pay $23,000, or per square foot. This method of cost splitting can be j by the argument that the properties involved are each pa the storm seWer necessary to handle their own storm wate The other method of dividing the storm sewer cost w an overall square footage basis. In this way all the co areas would pay an equal amount, or about $.15 per squar This can be justified by the fact that both downstream a upstream properties benefit egually from the installatio sewer. It should be noted that there have been similar i where developers elected to ay all the costs associated piping the water through their development. Obviously the method chosen for division of the c on the philosophy used to consider the benefits. The Cit will use its Rubbish Hauling Ordinance, and the licensing rovisions within it, to require the licensed haulers in Mendota eights to provide the curbside recycling services. The first purpose of this memo is to summarize th Curbside Recycling Program and our approach to it. The second urpose is to explain the new Rubbish Hauling Ordinance that wi 1 rescind and replace the old ordinance. , CURBSIDE RECYCLING One of the benefits of starting a recycling program ater than many of the other metro area cities is that we can earn from their mistakes and copy their successes. One them that is fairly constant is that success is based upon making e program as simple, convenient and reasonable as possible. Th following theme guides our program: t SUCCESS = CONVENIENCE + SIMPLICITY + MOTIVATION ;' By convenience we mean that it will be easy for resid our containers and that participation in our prog easiest way to be involved in recycling. In other wo making it easy for our residents to participate. By simplicity we mean that the program is designed understandable and hassle free as possible. We are starting with a voluntary sign-up because we want o involve the people who want to participate first. We can the build on participation with an incentive program and other publicity efforts. . Other cities are simply dumping a container on every doorstep. Our approach is to supply containers to those who want them first, publicize their. voluntary involvement and then uild upon this participation. LICENSED HAULER3 We are using our licensing power, through our Rubbi Ordinance, to require that every licensed hauler provic recycling at no additional cost to customers. We hav our local licensed haulers and outlined our program. had an opportunity to provide their input and seem a our approach. For various reasons, we are in need of three network adapters so that all existing computers can be connected to the system. Unfortunately, we have experienced sig ificant difficulty in finding network adapters compatible w3,th the ystem. The purpose of this memo is to discuss our op ions and recommend a course of action. INFORMATTQN The City purchased the network and NCS accounting and utili.ty oftware in the spring of 198&. The recom to purchase the IBM local area network at that time wa two factors. The NC5 software appeared to be far supe numerous software packages which had been considerd, the only software which wauld aperate in a networked m computer environment. Unfortunately, the software wou operate on an IBM network. We had no aptions in selec payrolZ endation based an iar to the nd it was cra- d only ing network hardware and software. The NC5 software has b en upgraded and improved considerably over the past three years, and will naw operate under a variety of network. You may reea2l that one of the IBM network adapte replaced last year and Ghat $1,500 was budgeted for pu three adapters in 189, one for the Leadinq Edge compu is being used by the Fire Marshal and temparary secret for the Administrative Assistant's computer, and one s anticipation that the adapters might become hard to fi future. A fourth adapter is also needed to replace on cracked when the computer was disconnected far maving Hall. The IBM PC network adapter cards are included i State's computer cantract and would cost $495 each - i available. There are, hawever, none available. IBM u s was chae of er which ry, one are in d in the which o City the they were araded its V f. network adapters and software and discontinued the adapt version we use. In its wisdom, IBM did not make its new downward compatible, so we cannot simply purchase four o version adapters. They will not operate in our existing OPTIONS product the new network. So that we might arrive at the most efficient and c st- effective solution to our network problems, staff has co sidered a number of options. These options were: 1. Continue efforts to find used adapters to natch those currently in operation. 2. Split the network for 1989, continuing to half of the computers on the existing IBM and purchase and install a new Novell net the remainder of the computers. Those co rmaining on the IBM network would then b converted to Novell in 1990. 3 Convert the entire system to a new network The first option was we were indeed lucky buying dinosaurs. perate etwork, rk for uters n 1989. given the least amount of considera ion. If enough to find four adapters, we wold be Option two was given serious consideration. The No software is far more efficient and faster than IBM, ope a variety of network adapters, and is supported by the manufacturer. This approach would reduce the financial 1989 to approximately $4,000 and would bring us half-wa superior system which should serve the City well for at five years. The disadvantage to this approach is two-f Access to programs and data bases would be limited, and consultant costs for setting up the network would be du (set-up of partial system in 1989 and complete conversi 1990). The accounting system and packaged programs suc Lotus, PFS Write, etc. would reside on one network and available to those staff inembers whose computers are co that network. The utility system and a copy of a the p programs would reside on the second network. Staff usi computers on one network could not retrieve information programs or printers available on the other network. T be an inefficient network setup but would be acceptable short-term basis. The third option, complete conversion in 1989, is desirable, although it is not a fully budgeted expendit have reviewed the state computer contract and requested quotation from Doug Banyon for the necessary equipment. Installation of an optimum system would cost $10,400. system would consist of network adapters for the 10 exi computers, the Novell network software, a server comput 11 tes with mpact in to a east icated in , as ted to ged r share s would n a most . We is ing and 1 network card, and a 12-station network hub which would to add two computers to the system in the future. Dou quotation of $4,760 for these items. The comparable cc the state contract is $7,876. The cost for the networl would be distributed as follows: Administration, $3,33(' Engineering, $953; Utility, $476.50. We would contract Banyon for installation of the network, and support the of the amount budgeted for on-going Data Processing Cor assistance. The greatest consideration has been whether to re purchase of a computer to act as a dedicated server fo network. Acquiring a computer of sufficient speed and is expensive, $5,640. We had, however, recognized the deficiencies of the IBM hardware some time ago and in budgeted $1,500 in 1989 for an upgraded processor for two existing servers and $12,000 over the next two yea upgraded computers to replace the existing servers. P a dedicated sexver now will eliminate the need for the upgrade and the replacement servers. .While we will mo add computers.to the network in the future, we will be purchase clone models at a cost of under $2,000 each. opinion that spending $5,640 now for an IBM clone, AT computer with an 80386 processor, 2 megabytes of inemor megabyte hard drive would be very cost-effective. FINANCING When we prepared our 1989 budget requests, we had anticipated the need to convert the computer network. budgeted $5,500 in Administration for network cards, c upgrades and a computer for the Administrative Assista Assistant's computer was purchased for $1,400. This 1 $4,100 available for computer equipment. The remainin needed to acquire the network software, computer and a unbudgeted. We have arrived at the rationale that the total c be distributed as follows: Administration 45 ($4,680) Engineering and Utility, 20 each, ($2,080 each), Othe ($1,040) and Consolidated Debt 5 ($520).
