6.a. Introductions - Recycling Film
This is a rather unusual "introduction," but City staff
the CATV Municipal Access Coordinator, Randy Olson, have
prepared a short video on recycling in Mendota Heights.

9.i. Discussion of Acquisition of Mendakota Land for Park
Included in the recommendation of the Citizen's Parks Review
Committee that Council received and endorsed at the last
meeting was the acquisition of the approximate 10 acres of
land referred to as the "Mendakota" site. Councilmember iz
Witt and I met with representatives of the current owner,
C.G. Rein, last week, and I have had subsequent discussio s
with Ted Zinner of that company.
C.G. Rein's position is that they are basically unwilling to
sell it to the City. They feel the land offers a superior
site for their apartment project, and they are not aware 3f
any alternative locations in Mendota Heights that offer tie
same amenities. Mr. Zinner indicated to me that the plan
for the complex are done, they are currently out for bid, and
hope to begin construction in May or June.
It would seem this leaves us with three alternatives:
1. Delete the Mendakota site from further consideration as
a part of the parks development program.
2. Make an offer, and see whether it is accepted. As
prelude to this action, Council might wish to get
appraisal.
3. Direct staff and legal counsel to initiate condemne
proceedings.

Staff opened bids for the Val's Addition project on April 3, 189 .
Seven bids were received (see attached resolution) and F.F. Jedlicki, Inc.
was the low bidder at $127,375.50, the engineer's estimate was $148,0 0.
F.F. Jedlicki is currently working in the City on the Victoria H'gh-
lands project and has completed several projects in the past. He has done
satisfactory work in the past.
RECOMMENDATION:
Staff recommends that the Val's Addition public improvement contact be
awarded to F.F. Jedlicki, Inc.

OF SANITARY SEWER, WATER, STORM SEWER AND STREET CONSTRUCTION TO
SERVE VAL'S ADDITION AND ADJACENT AREAS
(IMPROVEMENT NO. 88, PROJECT N0.4)
WHEREAS, pursuant to an advertisement for bids for the proposed con-
struction of sanitary and storm sewer, water and street, curb and
gutter improvements to serve Val's Addition and adjacent areas (whict
improvements have heretofore been known and designated as Improvement
No. 88, Project No. 4), bids were received, opened and tabulated ac-

1. That the bids for the project are hereby received and ac-
cepted.
2. That F.F. Jedlicki, Inc of Eden Prairie, Minnesota, is
declared to be the lowest responsible bidder.
3. That the Mayor and City Clerk are hereby authorized and dir-
ected to execute and deliver any and all contracts and document;
necessary to consummate the awarding of the bid for the above
described improvements to F.F. Jedlicki, Inc. of Eden Prairie,
Minnesota.
4. That the City Clerk is hereby authorized and directed to
return to all bidders the deposits made with their bids, except
that the deposits of the successful bidder and the next lowest

Mayor Mertensotto suggested that action on
the bid award be tabled for 30 days so that
the bid results can be discussed with all
affected property owners.
After brief discussion, Councilm tuber

Ivy Falls Creek Addition improvements and
table action to the next regular City
Council meeting.

U.S. WEST CONDITIONAL The Council acknowledged a report from the
USE PERMIT City Administrator regarding loc tion and
proposed design for the U.S. West combined
essential service structure/park building
proposed to be constructed on tha south
side of Mendota Heights Road at iuber
Drive, at the eastern end of the parking
lot for the proposed City recreaition area.
Mr. Dahlman, from U.S. West, sta ed that
his firm will build and finish tie interior
of the structure, including rest ooms and
an overhand. He explained that he plan
has been drawn to accommodate a louble
access to the facility and 60 parking
spaces. He stated that the ease ent needed
by U.S. West for access is appro imately 32
feet wide, extending from the building to
the right-of-way. Mr. Dahlman indicated
the U.S. West equipment area in the
building will be 17 by 24 feet and that the
rest of the building will be for public
use.
It was the consensus that the swing doors
should be metal rather than glass, and that
U.S. West should bring the final plans back
for Council approval.

John Huber reviewed the trails subcommittee
report, which recommends the addition of 20
miles of trails to the existing system and
three highway crossing improvements at T.H.

Mr. James Losleben, a Committee nember,
stated that he abstained from voting on the
bond issue at the committee meeting last
evening. -He informed Council that his main
reason for abstaining is that he has
concerns over the estimated land costs for
the Mendakota property, there has been
objection in the past to the school site
and he would not want that issue to
jeopardize the bond issue, and that he is
concerned over the trails as the cross
intersections. He also felt that the City
must have firm agreements on thE property
purchases and the Centex rezoni g must be
accomplished. He expressed dis ppointment
that additional land acquisitior is not
being proposed. He urged Council to
approve the negotiation process.
Mayor Mertensotto stated that there is
general Council agreement on the overall
plan, recognizing that agreements must be
negotiated with the School District and
Mendakota Estates so that firm costs can be
known and a contingency plan fo cutting
back can be developed if necess ry. He
commended the committee for its efforts.
Councilmember Blesener informed Council and
the audience that the Committee would like

schedule that was developed several years ago calls for the retirement of the
two highest mileage marked squads. As we have in the past, we parti ipated in
the Ramsey County bid for vehicles. That bid has been opened and we are now
required to order.
Ramsey County Bid #A6656-4 shows a low bidder of Thane Hawkins Polar
Chevrolet, Inc., White Bear Lake, MN for 1989 Chevrolet Caprice Poli --e
vehicles. The cost for our vehicles would be $12,687 each; for a total of
$25,374. This quotation is approximately $800.00 less than the clos st Ford
vehicle bid. We have had excellent experience with the Chevrolet Ca rices,
and would like to continue using that vehicle. The 1989 is not apprciably
different from the 1988's or 87's that we have driven.
We recommend that Council approve the purchase of the Chevrolet off f the
Ramsey County Bid. They would be ordered immediately for delivery i June,
1989, and at that time the squad cars that they are to replace would have
reached retirement mileage.

As we had previously informed you in October, 1988th7 ow4er
of the home immediately north of the Fryes' property Jea J. and
Pauline C. Chaput) registered their property which includ d land
behind the Fryes' and Katz' property. The property only
has one tax identification number. The Katz and Fryes we e
concerned that the property behind them could have a stru tune
built upon it which could block their view. They, theref re,
purchased the property immediately adjacent to their
lots. We enclose copies of these deeds.
Due to the fact that the property owned by the Chaputs is
under one tax parcel, we are required by the Dakota Count

Subject: Revised Recycling Budget
INTRODUCTION
The purpose of this memo is to request approval of a revsed 1989
budget for Recycling.
DISCUSSION
The adopted 1989 Budget authorizes the expenditure of $44,500 for
the Recycling program. (See pages 1-2 of attachment). S bsegtent
to the adoption of the 1989 Budget, Mendota Heights ntered a
Joint Powers Agreement with Dakota County for a local soid waste
abatement program. Under the terms of this Join Powers
Agreement, Dakota County has agreed to fund our recyclin program
for an amount not to exceed $85,866. (See page 3, attac ment)
The increased funding for recycling is a result of ncentive
mechanisms provided by Dakota County. We were given d utile our
capital costs for meeting our April 1st implementation deadline.
The City of Mendota Heights is contributing $4,000 to ards the
salaries and benefits of the Administrative Assistant. This
brings the total revenues to $89,866. (See page 3, attac ment)
The Joint Powers Agreement provides $60,000 in capital costs
which will carry over to 1990 and 1991. Administrative costs and
residential operations and maintenance costs -do not carry over
but will be funded again in 1990. The JPA allows for th capital
costs to be expended on hauler subsidies.
Pages 4-7 of the attachment show the proposed revised 1919 budget
for the Recycling program. The capital costs that will carry
over to the 1990 and 1991 budgets have been highlighted with an
asterisk. It has yet to be determined what type of c mmercial
and industrial recycling program the City will have, so he money
has been put into a contingency account until it can be udgeted.
The revenues for the general fund will be updated to relect the
changes and to balance the budget.
ACTION REQUESTED
Pass a motion adopting the revised 1989 Recycling budgt for an
amount of $89,866.

Last meeting bids were considered for the Ivy Falls Creek Addi
project and were tabled to allow staff time to coordinate with the
District (see attached memo). The School District has now informed
staff that they have sold their lots that abut the project to a dev

DISCUSSION:
Bids were received at 10:00 A.M., Monday, March 20th for thea ove
project (see attached resolution). The Engineer's Estimate was $16E,000.
This project had two deduct alternates:
Deduct 1. Continuing Brookside Lane through to Laura Lane versus
leaving it to deadend in a cul-de-sac and only serve the Developer' lots
(see attached map). The neighbors and the School District involved were not
opposed to continuing the project through their property subject to re-
ceiving favorable bids. As you can see from the following table, f vorable
bids have been received, however because the bids were just opened yesterday
all the -affected owners have not yet been contacted. We don't ever expect
to get a better price than this bid therefore staff feels that the neighbors
will want to go ahead with the project at this time.

Deduct 2. A Park trail and bridge connecting the neighborhood
Somerset Elementary School. The original estimate for this work wa
veloped by updating the price for a similar bridge that the City in
in Valley Park eleven years ago. We estimated nearly $40,000. Sta
some modifications to the bridge abutments to try and bring the cos

contractor gave us an extremely good price the final cost will be a
$19,000. The Park Commission was not interested. in going ahead wit
project if the cost was to be $40,000 however when we received such
favorable quote we talked with John Huber, the trails sub -committee
and Jim Stein, Park Commission Chairman and they both felt more fav
about the proposal. The total project costs came in so favorably,
staff feels that we should proceed with the trail and bridge and fu

Road and the Soo Line Railroad was encumbered by a mis-descr
right-of-way contained in a Warranty Deed dated October 19,
and filed as Document No. 323616 at the Dakota County Record
office.
It is my understanding that George Burkards from Northl
Land Company (United Properties) has requested that this mat
be cleared up by vacation of the street right-of-way which 1

This report will look at serving the Big Wheel Sit with
public utilities. After determining the best method of providing
the utilities and the cost of doing so, the methods of unding the
project will be examined.
PUBLIC UTILITIES
The Big Wheel Site will require sanitary sewer and watermain
extensions, but no public storm sewer or streets will b necessary
for this phase of the MAC development.
Sanitary sewer has the most questions surrounding it, and
will be the most expensive utility. There are at least three
available options for possible sanitary sewer routes. Each is
shown on the attached drawing. Any of the options woull work, but
each one will provide a different level of flexibility and cost to
the developer.
Option "A", serving the Big Wheel Site with sanitary from the
existing sewers south of future T.H. 13, allows for the most
flexibility in the future and has the lowest intitial cost --
$55,000. Option "B", serving the site from the south west, along
the North side of T.H. 13, allows some flexibilitin the future.
It is possible that this option could save up to L5,000 in the
future because some of this line could be used to serve the
western portion of the MAC Site. This option has an in itial cost
of $61,000.
Option "C" involves installing the sanitary sewer to follow the
proposed centerline of a future street through the portion of the
MAC Site that lies west of Pilot Knob Road. Overall this option
is definitely the cheapest solution because all the lines
installed would be used in the future development of the MAC Site.
But this option provides no flexibility: If the Developr changes
his mind about future street layouts, then much of the ewer would
have to be relayed. The cost of this option is $66,400
The first option presented, Option "A", has already ten tively
been chosen by the Developer, but any of the layouts will work so

option at this time. The Developer will be making a final choice
on the best option in the near future.
There are not nearly as many questions involved with the
installation of the watermain. There is only one viable option
for serving the site, and it is relatively inexpensive. There is
existing watermain just north of the Big Wheel Site, at Lemay
Avenue. Part of the overall trunk watermain plan calls for
routing a 12" main along Pilot Knob Road. Pilot Knob i where the
Big Wheel Site will get its water, so serving this site is just a
matter of installing a portion of the proposed trunk wa ermain
along pilot Knob. The cost of doing so will be $44,800
No public storm sewer is required for the Big Whee Site,
because the Developer plans to drain the site towards te T.H. 13
Right of Way. However, there will be significant overs zing costs
that Mn/Dot will charge to the City, so the City will t en assess
the Big Wheel Site for these charges. As part of the D veloper's
Agreement the Developer should agree to accept these ch rges.
No vublic streets are required to serve this site. In the
future if Pilot Knob is upgraded there could be some co is that
would be assessed to this site. Also future additions to the
Mendota Heights Business Park will require streets. Street lights
could also be installed as part of a future street upgrade but
none are proposed for this project.
The total cost to serve this site with public util�ties is as
follows:
Sanitary Sewer (Opt A) $55,000
Watermain $44,800
Storm Sewer None until T.H. 13 upgrade
Street & Street Lights None until Pilot Knob upgrade

PROJECT FUNDING
Funding for this project can come from two sources
Increment financing (TIF) and Assessments. The issues
TIF are fairly complex, so the following paragraphs wil:

In 1981 the proposed redevelopment of the MAC property as the
prime motivation to the establishment of our Tax Increm nt
district. At that time a tenative budget of $250,000 wa set to
aid any development.project on the site.
More recently United Properties has determined the the rough
cost to develop the entire MAC -site will be approximately
$830,000. Staff, working with United Properties, has b oken out
the areas where potential TIF could be used consistent rAith past
policies. The results are presented in the following table, which
shows the potential costs and funding sources for develpment of
the entire MAC site.

These figures show about $280,000 as an appropriate level of
Tax Increment Financing. United Properties also paid $212,478 in
assessments at the time of purchase.
The present phase of the project includes only wate and
sewer construction. It was originally determined that a out 50%
of these costs would be paid by use of TI funds. For th
watermain the oversizing of the watermain for the trunk ine would
be an appropriate use of TIF funds. For the Sewer under Option
"A" we could consider the cost of crossing T.H. 13 as TI fundable,
or about 50% of the sanitary sewer.
As decisions are made in the future as to the develpment of
the balance of the property, we can allocate TIF as outl ned in
the preceeding table.
Using the above criteria about 50% or $50,000 of t
the Bich Wheel Site project will be covered by TIF. All
remaining costs should be assessed to the Big Wheel Sit
Sanitary sewer Option "A" is used. If a•different opti
then some of the costs may be assessed to other parts o

DISCUSSION:
Staff received a complaint about beavers living in the creek t at runs
between Trunk Highway 110 and Marie Avenue. I investigated and dis overed
that there is a beaver dam located partially on City property (see ittached
drawing). The beavers living there have constructed a huge dam and lodge
and have cut down a considerable amount of trees. There is also a 3mall
lodge located south of Trunk Highway 110 that probably has only two beavers
living in it.
I have contacted a trapper that worked for the City previously and is
willing to again work for the City and remove these beavers. His n me is
Kevin Custer and he did excellent work for us in the past, he comes to us by
recommendation of the local game warden.
RECOMMENDATION:
Staff recommends that Council allow staff to authorize Mr. Kein Custer
to remove the beavers from the locations shown on the attached map (the City
reimburses Mr. Custer only for mileage and expenses).
ACTION REQUIRED:
If Council desires to implement the staff recommendation they
pass a motion allowing an exception to the City's Trapping Ordinan

Attached is an updated letter from our architects, conceri
the price of installing the gutters on the City Hall canoj
Price quotations are given both for a partial installatio
(as originally proposed and outlined in the attached sket
and for guttering of the entire canopy as requested by
Council. The respective quotes, including painting, are
$845, and $1,740. Based on our experience during snow me
and rain storms during this past month, Staff would agree
with the architects that the complete gutter project is
unnecessary, and would detract from the aesthetics of the
building.
The Police Department had also requested that we get a
quotation for installing gutters above their garage and
service door entries in the back. That price is $898,
including painting. As you can see in the attached lett
the architects have raised concerns about whether the
installation of gutters in this area might create water
ice backup problems. The Police Department, however, ha
indicated that it has a significant problem of water run
off "in sheets" during the rainstorms.
ACTION REQUIRED
Council should pass.a motion authorizing a purchase orde

As per our conversations. with the City, we recommend that
gutters be installed in sufficient length to collect and
discharge the water from the City Hall/Council Chamber a d a
partial section of the canopy roofs into the landscaped Etone
areas on the east and west sides of the canopy. The Joh

The next meeting of the city Council will be the Board of
Review, Tuesday, April 11, 1989, at 7:30 p.m. Council should
adjourn this evening's meeting to that date and time. I
To prepare for the Board of Review, Council will be
interested in the change in taxes between 1988 and 198S.
Attached is a brief memo from City Treasurer Larry
Shaughnessy, showing the change in "tax capacity ratios", or
tax rates between the two years.
As you can see, the City tax rate declined slightly this
year. However, considerable increases in assessed values
mean that many Mendota Heights homeowners experienced some
increase in City taxes payable for 1989. The general trend,
caused both by the new Minnesota property tax law, and by
value changes made by the Assessor, was a slight shift in tax
burden from higher -valued homesteads to lower -valued o4es.
Most homes of assessed values of $200,000 or more saw no
increase in their City taxes, and even a slight decrease.
Homes around $175,000 and below experienced increases in the
5 - 7% range.
Total taxes payable (for all taxing jurisdictions) was down
for most homeowners. only those in lower -valued homesteads
(i.e. $100,000 and below) experienced increases. Higher -
valued homes received decreases of as much as 7%. As pointed
out in Larry's memo, however, a good deal of this decrease
can be attributed to the reduction on School District 497's
levy, due to the failure to pass an excess levy referedum in
time for certification. I
