The Police Department is requesting the authority to sell 5 vehic es.
They include a 1987, and two 1988 Chevrolets that are former squa cars.
The other two are a 1986 Chevrolet S-10 Blazer and a 1980 Oldsmob'le
Cutlass that have been forfeited to us by the Court as a result o
arrests and convictions of two burglars and a kidnapper. We must split
the after cost proceeds from the Blazer with the owner, and there is an
encumbrance of approximately $1,000 against the Cutlass. The Coun y
Attorney will receive 30% of the net proceeds of those two vehicl s.

SUBJECT: Mendota Heighta Raad Lift Station Fire Damage
DISCUSSION: •
4n April 7, 19&9 the engine that runs the emergency generator fc
lift station on Mendota Heights Road received an erroneous signal. to
�and then refused to ahut down, The motor then continusd to run until
overheated and started a fire. There was some asbestos that had to t
remaved (that bill was previously paid, $2,356.16) also the motor and
erator needed to be re�ired, Zeigler, Inc. is the anly contrac�or �
aware of that does thia kind of work and they were called in. This w
ordered as quickly as possible because during the time the mator was
the lift station had no emergency power. Zeigler�s bi11 for $8,236.0
the 3.ist of claims for approval.
This is the last bill for this fire damage and sta£f will now s
claim to our insurance carrier to determi.ne if there is any eligibil
„ reimbursement.
RECOMMENDATION:
Sta£i recommends that Council approve the bi11 as presented.
ACTION REQtiIRID:
If Council desires to implement the staff recommendatian they
pass a motion approving the bi1Z.

RESOLUTION APPROVING BUILDING FUND TRANSFER
WHEREAS, the City of Mendota Heights has authorized City
Hall building change orders in the amount of $30,000; and
WHEREAS, final payments are due at this time; and
NOW THEREFORE IT IS HEREBY RESOLVED by the City Council
of the City of Mendota Heights, Minnesota, transfer the sum
of $30,000 from the General Fund unallocated surplus to the
American National Bank Escrow Account to complete
construction payments on the City Hall.

The cost of this increase is approximately $12,000
year in direct salary, and about $13,500 when the effect
variable fringe benefits are compounded in. For the fiv
months remaining in 1989, the cost will be approximately
$5,000 in salary, and about $5,600 in total salary and
benefits. Adequate funds were included in the 1989 budg
cover these anticipated pay increases.

As indicated abave, this final step shauld bring us inta
full campliance with the requirements of the comparable warth
law. We will, from time ta time, need to review job
requirements, and determine whether paint ratings af city
jobs are still current and appropriate. In fact, three city
emplayees are currently retaking the job questiannaire to
analyze th�ir positions. However, the lian's share of
implementing camparable worth is naw behind us.

It is recommended that Council ta�e this final step of
comparable warth implementatian by adapting the attached
Resolution. �

More and more we are being faced with requests by citizens for traffi
devices in their neighborhoods or elsewhere within the City. Due to
of construction, particularly residential construction, these request
control

coming to us on a more frequent basis. Each time a request is review d, it
appears that we take a different tact in establishing the criteria for traffic
control devices. The attempt of this memo is to develop a system by which we
can "grade" the requests to provide some uniformity in our response. This
memo will attempt to define tra£fic control devices generally, and
speci£ically address the problem o£ warrants for "Stop" and "Yield" igns.
Much of the information contained in this memo is from the U.S. Depa tment
Transportation Manual on Uniform Traffic Control Devices for Streets and
Highw3ys.

needed to ensure the safe, and informed, operation of individual e

In order to be effective, a traffic cantrol device should meet five ba�sic
requirements» They are:
1} They should fulfill a need.
2} They should command attention.
3? They should convey a clear, simple meaning.

Beaause the stop sign causes a subs�.antial incanvenience to motarists

1} At the intersection af a less important road with a main
raad where applioation of the normal right-of-way rule is
unduly hazardous.
2j At a street entering a through highway or street.
3} At an unsignalized intersection in a siqnalixed area.
4} At other intersectians where a combination of high speed,
restricted view, and eerious accident record indicates a
need :Eor control by the stap sign.

EXPENDITURE ISSUES
Last week, four of you provided me with your completed
questionnaires of thoughts and priorities for the 1990
budget. Following is a brief discussion of the identifi
issues and concerns:
Parks - With the pending referendum, parks is on everyon
mind and a priority on everyone's list. It appears th
beefing up parks maintenance would be a priority, even
the August 15th referendum does not pass. At this poi
staff anticipates recommending the purchase of some
additional labor-saving equipment, as well as bolsteri
our cadre of permanent, part-time employees. We belie
these steps will lead to significant improvement in pa
maintenance.
It is not anticipated that additional full-time help w
be requested for 1990, although if the referendum does
pass, more personnel will certainly be required in fut
years, primarily to maintain the new ballfields.

A consultant for completing the long-range park plan w s
also mentioned. In my opinion, the 1985 parks study
completed by Barton-Aschman really identified most of he
pertinent issues. I would think that the Parks Commis ion,
Council, and staff working together with the Barton-As hman
study could pretty well come up with a long-range park plan
without further outside assitance. Therefore, I do n t
anticipate recommending additional parks consultant fu�ds
for the 1990 budget.
Street Liqhtina - continues, of course, to be a matter o�
differing opinion. Shall we spend more, less, or "muc
less?" The street lighting policy tentatively approve by
Council deals primarily with lights in neighborhoods w ere
the costs would be borne by the residents. Therefore, no
budget impact is anticipated for this part of the prog am.
Arteria2 street li.ghting is another matter. The City
currently budgets about $3,004 to pay �or the few NSP
lights we hav�. If Council continues to feel that we don't
want to expand the use af that type af light, there would
seem little point in adding more maney ta this line item.
More decorative street lighting for the arterial streets
will be an expensive proposition, and a�unding source
outside the General Fund will rteed ta be faund.
Code Enforcement -- i.e., weeds, junky yards, etc., also
cor�tinues to be of concern. Frankly, I know we slipped a
bit in this area earlier this summer; this was due to Paul
Berg being aut for over a month, and Dick Gill consequently
having no time for this type of en£orcement. Assuming that
we do ncat have a similar prablem again, I think we are
fairly wall staffed for cade enfarcement. I have asked
Dick Gill to take a loc�k at ways we can speed up the weed
enfarcement process, We will also be looking at our
ordinance� this Winter, to see whether there are some
"holes" that need filling.
Unless Council has some ideas �or increasing code
enforcement further, I da na� see much of a budget impact.
Ma� ar Infrastructure Repair - Assistant Engineer Klayton
EC}C�.85 has drawn up a propnsed policy an upgrade and
replacement of deficient streets, aur primary
"infrastructure" problem. The program does not directly
impact the operating budget, but wauld eventually affect
the City's total 1evy. Staff will be presenting this
propo�al at the same time yau receive the budget.
Drainacte Ditch and Holdina Pond Maintenance - is a project
that continues to get erratic attention as time allows.
Since Council gave this issue a bottom priority ranking in
our latest Target Issues list, staff would intend ta .
continue on with the methodical appraach, hoping to have a
maintenance program ready for consideration in the'1.992
budget. Cauncil should lat us know if you want it given
mare priority!
OVERALL BUDGET SIZE AND CONTINGENCY PLANS
My earliar memo indicated that under the 1989 tax bill passed
by the legislature, but vetoed by the Governar,�we would be
able increase our budget about 6- 7�, and further, that
because of growth in our tax base of around 10�, this should
mean a City tax decrease far most residents. (One nabbling
nabob of negativism �uggested keeping the budget increase
below this 1eve1, but as patential areas af cuts checked off
programs that collectively camprise about .00Q0000001$ of the
budget - and that includes streat lighting!!}.

Although we have nat ye�. added up a11. of the budget request
from the departments, it does not appear that there are any
requests far significant new expenditures in 1990, parks
maintenance being a minar exception,
It would be my intention to produce a recommended budget t�
complies with the '89 tax bill, since it appears that a
special session tax bill. would not likeiy have a drastic
affect on the City's levy and budget autharity (we might g�
an additional $4,500 in Lacal Government Aid!!). Never
underestimating the ability of the legislature ta surprise
however, the,recommended budget will identify areas of
potential reduction and/ar addition.
TIMETABLE
The State Revenue Department has issued guidelines on how
cities should partially comply with Truth in Taxatian
requirements for 1990 budqets. The requirement for the
County Auditor to send "estimated tax bills" to all resid
has been suspended, since they lack the data necessary to
complete the calculations.
We do, however, have to certify a proposed tax levy by
Octaber 1, hald a public hearing during October, and adopt
final levy (which car�not exceed the preliminary levy amoun
by November 9. Ctur natice of the public hearing must show
our levy for 1989, praposed levy for 1990, and our papulat'
grawth between the two years,� It must be a 1/4 page ad in
the newspaper of paid, daily circulation mast widely read '
the community, which in our case means the Pioneer Press.
The estimated cost af the ad will be around $2,000! {The
League af Cities has estimated that the Star and Tribune w'
carry 45 pages of budget hearing natices�) �
Sta�f anticipates sending the City Administrator's
recommended budget to you by Friday, August 25th. We wil
then need to select a workshop date in late August or ear
September, so that tha preliminary levy can be certified
the Counail meeting of September 19th,

DISCUSSION:
A new maintenance worker was budgeted far Public Works in 198
xecently advertised in the Sun, Southweat Rev�ew and St. Paul Sund
informing the public af the apening and invating applica�ians. We
98 applicatiana and narrowed those to eight people that we intervi
eight finalists were all well experienced in snowplowing and had m
aptitudes. Street Foreman Len Kanitz, Public Works Superintendent
Qlund, Administrative Assistant Kevin Batchelder and T formed the
panel and by a unanimous vote selected Mr. Duane Toenyan (see atta
resume) as our recommended candidate.
