Public ��Jorks Director Danielson stated that at the Planning
Commission hearing on the preliminary plat for Kingsley Estates,
the matter of access to the southerly property was addressed
by City Planner Howard Dahlgren who suggested that a 30 foot
easement be dedicated along the south boundary of the proposed
Kingsley Estates. He stated that in reviewing the matter at
the Planning Commission meeting and subsequently, it appears
as though the property to the south could accommodate access
through its own property. He stated that Mr. Einck has indicated
that he would be willing to dedicate a 30 foot easement for
right-of-way along the south property line of the proposed
Kingsley Estates Addition. Mr. Einck indicated that he has
agreed to dedicate such an easement either at the time of plar*�ng
or at a later date to service the south property, if such an
easement is necessary. He also stated that the potential for
the granting of an easement is addressed in the by-laws of the
incorporation.
Mayor Lockwood pointed out that whatever the case is, Mr.
M ikelsons is depending upon someone else to provide him access
for any possible future development of his property. Council-
man Mertensotto advised Mr. M ikelsons that the best the Council
could do would be to ask the developer to grant a 30 foot right-
of-way easement as he has indicated willingness to do.
There being no further questions to come before the Council,
Councilman Mertensotto moved that the hearing be closed at
8:05 o'clock P.M.

PERSONNEL The City Council acknowledged and discussed a memo from three
City employees to the Administrator and Council relative to
wage disparities. The clerical staff inembers who submitted the
memo, present in the audience, answered several questions for
the Council.
Councilman Losleben acknowledged that the Council does not see
what types of activities the City personnel conduct, yet have
directed the Administrator to keep costs down. He thanked the
personnel for bringing the matter to the Council's attention.
Mayor Lockwood stated that the oral comments and memo are timely
because budget discussions will commence in the very near future
and discussions on the said wage disparities would be appro-
priately held as part of the budgeting process. He stated thar
the Council will be looking favorably on salaries that would
be more appropriate, but that it is impossible to resolve the
matter at this meeting. He suggested that perhaps temporary
adjustments might be in order. Councilman ?�Iertensotto asked
several questions regarding the salary schedule for the new
receptionist in relation to salaries for the other clerical
personnel. He also asked the staff inembers present what type
of action they are looking for from the Council.
After further discussion, the Council directed the City
Administrator to prepare a recommendation to be discussed along
with budgeting on August 16th.
?�IORTGAGE REVENUE Mr. James Riley, President of the Condor Corporation, and Mr.
BOND FINANCING Jerry Hertel from Juran and Moody, were present to present
preliminary information on a proposal for mortgage revenue bond
financing for a 189 unit rental apartment building proposed to
be located at Wagon Wheel Trail and Lexington Avenue. Mr.
� Hertel reviewed the requirements for housing, advising that the
. financing would be exempt for investment purposes but the fac-
ilities would not be exempt from real estate taxes. He stated
that under the Federal Mortgage Revenue Bond Financing program
80% of the project can be at market rate and 20% must be iden-
tified for low income. He stated that in order to satisfy
the requirement, the developer proposes to identify 20% of the
project, all one bedroom units, as meeting the low income
requirement, with a monthly rental of $495. He indicated tha.

requirement is $25,000 per year and that most probably the units

LEADERSHIP The Council briefly discussed the summary of the recent
TRAINING Leadership Training seminar and indicated that follow-up shou

in the summary should be considered along with Capital
Improvement Program budgeting.
FIRE STATION Administrator Johnson updated the Council on the status of
discussions over acquisition of a fire station site. Council-
man Losleben indicated his objection to the philosophy that the
Warnke property be entirely purchased and developed or that the
fire station be placed entirely on the contiguous property.
MISCELLANEOUS Counci7.man Mertensotto asked about the status of the dangerous
intersection report, and indicated his concerns over the
safety at the intersection of Mendota Heights Road and Lexing-
ton Avenue. It was noted that the matter would be brought to
the Council at the August 16th meeting.
RIVERWOOD PLACE The Council acknowl�dged a memo and tabulation of bids received

(Strub and Associates). Engineer Kishel reviewed his memo and
recommended that a bid award be made to the low bidder.

Mr. Strub, present in the audience, stated that he has received
quotations for a private well system, and indicated to the
Council that the cost for public installation of water would be
considerably in excess of the $14,000 bid for a private syster

After considerable discussion on the matter, the City Engineer
was directed to study whether the proposed watermain extension
would provide some future benefit to propert.ies across the
street from the Strub property or whether the St. Paul Water
Department would allow a variance from their regulations to
allow internal looping between buildings. Staff was further dir-
ected to work with Mr. Strub on the matter and to report to
the Council on August 16th.
The Council acknowledged and briefly discussed a feasibility
report prepared by the City Engineer relative to proposed
public improvements to .serve the Kingsle_y Estates Addition.
After the brief discussion, Mayor Lockwood moved the adoption

Dahlgren relative to a multi-family housing project proposed
to be constructed by Mr. James Riley and Condor Corporation
on Lexington Avenue, north of Mendota Heights Road.
Mr. Riley and Mr. Roger Wingness, from Juran and Moody, were
present for the discussion.
Financial Advisor Shaughnessy advised that the zoning of this
19 acre site is presently multi-family and that the proposed
plan is within the c�ensity requirements.
Mayor Lockwood arrived at 7:38 P,M.
Councilman Losleben arrived at 7:39 P.M.
Mr. Riley stated that his proposal will be a planned unit
development, that there is no staging planned, as all buildings
will be constructed. He is seeking one bond issue for all
three buildings, not a separate issue for each building.
Mr. Wingness noted that they would like the Council to call for
a public hearing 30 days from now to consider an amendment to
the housing plan and a preliminary resolution for a bond issue.
Mr. Riley stated that he hopes to be able to start construction
yet this fall.
There was some discussion as to whether the housing amendment
required a public hearing by the Planning Commission. After
further discussion, a public hearing for the first week in
October was suggested.
Councilman Merten.sotto moved the adoption of Resolution No. 83-68

Council but that the cost was not "reasonable" to him.
After a lengthy discussion over assessment costs, Mr. Strub
stated that he would be willing to pay a reasonable frontage
assessment. Estimated watermain costs are $22,572.

was present to present oral comments on the 1982 Audit report.

his firm be appointed to prepare the 1983 audit.

Synopsis of Monthly Runs:
The department made 18 runs during July, 7 of the run� were false systems alarms.
Several of the fa2se alarms were caused by �he pawer outage on July 19th. The
department was in con�inuaus service far seven hours after tha storm, 22 fire-
fighters put in a toial of lI3 man hours during �he emergency. We had ane�
structure fire durinq July, an old trailer house parked a� 100Q Sibley Memorial
Hiway was tatally involved when the department arrived. The lass was set at
$500.
Training
The monthly drill was used to �rac�iC e Tanker/Pumper operation. The make-up
drill on Saturday was nsed to draft from the �r�pytank and hoak-up to stand-
pipes.
The manth�y rescue dri31 was held on Rogers Lake, the crew used the rescue boat
and motor.

leasing from the R.L. Johnson Construction Comp ny, located
at 2360 Pilot Knob Road. �

request, noting that a 6 foot by 8 foot "gate" ouse (security)
house will also be constructed. He noted that he building
will be painted the same color as the existing arehouse. He

time, and that Target will man the security hou e. There will
be no spot lights on the security house, and he wasn't sure if
it would be manned 24 hours a day. Mr. Duffy a so noted that

Financial Advisor Shauhgnessy advised the Plann ng Commission
members of Mr. Jim Riley's proposal for a 189 u it apartment
complex on Lexington Avenue, and what had taken place at
City Council meetings regarding his proposed pl n.

He advised the members that the City Council would like the
Planning Commission members to be a part of the City Council
hearing proposed for October 4th, to amend the housing program.
He then turned the meeting over to Jim Riley for further explan-
ation.
Mr. Riley noted that his plan calls for three 63 unit apartment
buildings to be located on a 19 acre site on Lexington Avenue,
south of Wagon Wheel Trail. He stated that sewer and water are
available and that if he received favorable action at the
October 4th City Council hearing, he would like to request
that a hearing be set by the Planning Commission for a public
hearing on October 25, for a Planned�Unit Development.
A question of a park donation was made by the commission members.
Mr. Riley stated that he would like to commence construction
this fall and to complete the project in 1985.
Planner Dahlgren noted that this piece of property is an isolated
parcel between Lexington and I-35E and is a good parcel for
multi-family. He also noted that the density fits the land at
about 10 units per acre and that the concept does have merit. He
noted that this land has been zoned R-3 (multi-family) since 1962.
Mr. Riley then noted that this was just an informational meeting
and that the Commission would have an opportunity to review
the housing amendment at the September meeting. Plans are to
be submitted prior to the next meeting in September.
MISCELLANEOUS, Mr. Tom Loucks, planner for Mr. Lloyd Smith, was present to
LLOYD SMITH request a public hearing on Mr. Smith's proposed subdivision
for 754 Woodridge Drive, a parcel of 4.8± acres. Mr. Loucks
noted that the parcel would contain 5 tracts of land, ranging
from 25,000 square feet to 51,000 square feet, in addition to
an outlot of 13,000 - 15,000 square feet of land that would be
attached to Mr. Smith's land. Access to the site is proposed
to be private. The two possible lots fronting on TH 13 would
have access from a singular driveway. He also noted that Mn/DOT
has requested an additional 7 feet of right-of-way on TH 13 for
possible future use and that Mr. Smith was agreeable with that.
Planner Dahlgren noted that the placement of the driveway off of
TH 13 will have an impact on the placement of the lot lines on
the two lots fronting on TH 13.
Chairperson Kruse asked that stakes be placed in the centerline
of the private driveway the weekend prior to the next Planning
Commission meeting to enable the commission members to see
where the driveway would be.
After a brief discussion, Morson moved to set a public hearing
for September 27, to consider a subdivision application from
Mr. Lloyd Smith. Frank seconded the motion. Voting: 6 ayes,

MINUTES
August 9, 1983
The regular meeting of the Mendota Heights Park and Recreation
was called to order at 7:30 P.M. by Chairman Bayless. Members present
Bayless, Doffing, Knittig, McMonigal and Stein. Also present were Deti
Judy Arbit, Lynn Bell and Dick Ploumen. !

Recreation Report - Dewey Selander reported that the summer re reation
program is over and seemed to go well. New additions to the pro,gram w re pictures
of the T-ball teams and trophies for men's and women's softball.� The arks will
have hockey and open skating this winter. (
The first Mendota Heights Junior Tennis Tournament was held Au ust 5- 7,
under the direction of M ike Williams, Dewey Selander and Ken Dwyer. S lander said
that the 34 participants and the total cost of $600 -$700 was a good eginning for
such a tournament. Future tournaments with earlier and better publici y in the area
newspapers and tennis newsletters should attract more participants.
Tot Equipment Request - Judy Arbit and Lynn Bell present�d the commission with
a request for playground equipment for toddlers and handicapped �childr n, groups
they feel have been overlooked in our city parks. Stein told them tha the park board
could do very little and encouraged them and the residents they repres nted to approach
the City Council with their $2388.00 request. Stein moved that the Co 'ission a oint

assessment roll thereof which is now on file with the City Clerk of the
City of Mendota Heights at the City Hall of said City and which assess-
ment roll is open to public inspection.
Written or oral objections to said proposed assessments will be considered
at said hearing.
Persons desiring to be heard with reference to the proposed assessments
should be present at the hearing.
An owner may appeal the assessment to the District Court pursuant to the
Minnesota Statutes Section 429.081 by serving notice of such appeal upon
the Mayor or City Clerk of the City of Mendota Heights within 20 days after
the adoption of the assessment roll and filing such notice with the District
Court within 10 days after service upon the Mayor or Clerk.
You are hereby advised of the provisions of Minnesota Statutes, Section
435.193, 435.194 and 435.195 which provides for the possiblity of a deferral
of special assessments in the case of hardship for senior citizens.
This Council proposes to proceed under and pursuant to the authority granted
to it under the Minnesota Statutes, Section 429.

The property in question is a 23.4 acre site upon which the R. . Johnson
Construction Company built a 400,OOO�square foot warehouse with a clear
ceiling height of 24 feet. There is approximately 1,200 square feet of
office within the structure. The building was built in 1979, a d was a
year in construction. Port�ons of the building (up to 50�perce t) have
,
been leased on a temporary basis to various users, but the buil ing has
never been totally leased. This structure is the largestibuild'ng in
Mendota Heights, and one of the largest structures in the��Metro litan Area,
covering approximately 10 acres of floor space on the ground.
Target Stores Inc. are leasing 275,000 square feet of this stru ture (the
southerly portion) and have an option to lease the remainder. he lease
requires that the parking area be fenced for security purposes. They there-
fore propose to construct 1,100 lineal feet of No. 9 chain link fence. The
fence posts and top rail will be galvanized, and it is proposed to be eight
feet in height. The parking area enclosed includes stalls for 10 cars and
64 truck parking spaces. The permit was issued on the basis th t portions
of the green space within the fence could be enlarged for�addit'onal truck
parking,�up to and including 52 additional spaces. �
3. The Ordinance allows a fence six feet high to be placed on the
line. The initial proposal was to construct a six foot fence
strands of barbed wire at the top. We discussed this with the
and suggested that a higher fence without barbed wire would be
.� appropriate.. They propose at this time to construct an eight
�without barbed wire. Thus, a variance is requested for two fe
additional fence height. �
4. You will notice from the attached site plan where the fence is �
with an orange line, that the fence will be contiguous toithe p�
but will not be on the property line. The fence is set back, we
69 feet from the property line (right-of-way of Pilot Knob Road)

of t�:right-of-way for Trunk Highway 13 proceeding northeasterly toward
Trur'�Highway 55. Under these conditions, it would appear that the
addi�onal two feet in fence height will not be a deleterious aesthetic
conc�n. •
5. They are also applying for permission to construct a small accessory building
to famction as a gate house. A plan of this structure is attached to this
reperiF., The structure will be approximately eight feet by 7.5 feet, and will
be utilized as a,guard post monitoring movement of trucks and cars in and
out of the secured parking area. This structure is to be painted the same
color as the building, and will be located well behind the required setback
from Pilot Knob Road, in line with the proposed security fence. Again, it
' would appear that set back this distance, the existence of the security
� buildi.ng will not be a significant problem.
6. The nembers of the Planning Commission and Council may wish to question the
applicant regarding changes that may occur in the event that portions of the
building are leased to someone else. Due to problems of vandaZism and theft
it is not unusual these days for large warehousing operations to secure
their access and egress areas, particularly when handled by a single tenant.
For instance, the Red Owl Warehouse in Hopkins, has similar arrangements, as
do others of this similar scale and function.

Mr. Carl Thompson, of Liberty Construe�ion, Inc., has made application for
a building permit to construct a single family residence on Lot 15, Blbck l,
Ivy Falls West, 2nd Addition, otherwise known as 745 Knollwood Court, on k,ehalf
of Dr. Charles Mendes. Upon site plan review, it was noted that the building
was located in such a fashion that the last end of the house encroaches on the
minimum 30' rear yaxd setback by 5'.
Staff has made a site visit and can see no technical reason not to grant
the variance since by zoning, his rear lot line is functioniny as a s•ide lot line.
Staff would recommend the applicant get approval from his aff.ected neighbors.

The first juniors tournament was held August 5th and 6th for 31 parti.cipa ts. The
p].ay was divided inta three catagaries and matches were held on the St. Th mas and
Visitation high school courts. � ;
The winners were Tom Genz of West St. Paul in Boys 1$& under, Laura Gustaf an in
gir2s lb & under, and Mike Nauretz in the bays 24 & under. We were unable o
schedule the anticipated girls 17 & under and the bays 16 & under events d e to
the low number of entrants in thase catagories, �
The turnout was somewhat less than I had hoped for, but we all felt it was satisfactary
considering we had only�a month to�prepa.re, and there�were some serious pr blems
getting the advertising scheduled. The level of play was 'very good and all the final
matches were excellent. �
It was unforunate that the Sun Newspaper misunderstood our request for ad ertising
ar►d put our notice in the day before the tournament and too late for�any a ditional
entrants. We had a number of calls when youngsters read that notice.iZ sus ect that
if we had three or more months advance we could have met our pra,�ection f 75+
enCrants.
Aside from rnyself, Dan Dwyer af Mendota Heights handled the taurnament dra and
matches, Dewey Selander handled the advertising and belped with the tourna ent on
Friday the Sth, and Roger Knesii of Mendota Heights handled the pap,�signs and
scorecards, North Star Ice donated the ice for the tournament.
Fram a financial standpaint, we did not come as c3ase to break.ing even as had
iaped. At this paint it looks like a net loss of about $425 after a couple of credits

In summary, the City Council feels that, with the amount of workload
that has been placed on the City staff and due to the significant
number of top priorities that are being addressed by staff, the time
commitment necessary to conduct a thorough socio-economic study will
_ be demanding. Therefore, unless the preliminary plat and/or zoning
is approved, there is no necessity to conduct such a study. The
recommendations of the Advisory Planning Commission regarding staff
review of a horse racing facility and the kinds of questions that
have been raised are regarded as excellent in the minds of the City
Council and may be part of the premise for such a study following
their review of the pending applications. Also, regarding .the
questions of who the investors are in the Minnesota Jockey Club,
Inc., it seemed appropriate that Steve Pflaum share these names with
the Chairman of the Advisory Planning Commission and/or Mayor
Blomquist at their convenience. For the same reason as many other
developments, investors do not wish to be listed publicly at this
time. However, in the case of the race track facility, all
investors will be made known if the City Council considers indus-
trial revenue financing, and further, the racing commission wi11
perform a thorough investigation of any names presented before that
body. Mr. Pflaum has informed the City Administrator there is no
conflict of interest with any commission or City Council member to
the best of his knowledge.
The City Administrator wi11 be present at the Advisory Planning
Commission meeting to further provide input on the race track fa-
cility, if necessary.

million to $1.3 million tax dollars. In trying to compare this valua-
tion and use to other developments, the only comparison staff has been
able to conduct is with the Burnsville Center which consists of approx-
imately 120 acres and contains 1,354,500 square feet and the peripheral
areas around the center which ultimately consist of approximately 325-
375 acres and contain approximately 2.5 million square feet. Some of
the Centers besides the Burnsville Center include Diamondhead Mall,
Burnhaven, Cobblestone, M& M Development, Burnside Plaza, McNulty and
the�new Holiday store which i.s under construction containing 140,000
square feet. All of these developments have been included in the num-
ber stated above - the 2.5 million square feet.
In reviewing the valuation and the tax dollars generated from the re-
tail and office, the comparison staff did was with the Burnsville Cen-
ter. The Burnsville Center has a valuation of $36.1 million dollars.
This valuation includes the 4 anchors, all of the leased retail space
and land value and parking. The tax generated from this facility is
$1.6 million dollars which is not that much greater than what the pro-
posed Class A race track facility would generate. When comparing the
tax revenues as it relates to services provided by the community, the
race track being a less intense use would require less City services
and may be the positive factor in determining use for the propert_y.
When comparing the Class A race track facility to the Burnsville Cen-
ter, the second question that staff has discussed is if the race track
facility is not constructed, what is the likelihood of another Burns-
ville Center being constructed on the Laukka-Beck property. In try-
ing to answer this question, there does not appear to be an exact an-
swer, but only to review circumstances which have occurred in the Met-
tropolitan suburban area in the past few years. The Burnsville Cen-
ter was the last major shopping center developed in the Metropolitan
area.. This was planned in 1972, constructed and opened in 1977. Since
the Center has been constructed, there has been substantial develop-
ment in both downtown Minneapolis and downtown St. Paul. The City Cen-
ter valued in excess of $250 million dollars just opened this past week
which created a substantial amount of square footage for retail space
in the Minneapolis area. In St. Paul, the development of Town Square
also added substantial square footage of retail space. Both downtown
developments are attempting to act as regional centers and also draw
and expand their trade areas than what the original trade areas have
been. The downtown developments along with the Burnsville Center pro-
vide competition for the development of an additional regional center
on the property under consideration. With the developments which have
occurred, it appears that the competition would be very severe in try-
ing to establish�another regional center to compete with the existing
centers mentioned above.
In review of the proposed roadway system which will provide access and
circulation to this site as well as all of Eagan, can be viewed in two
different ways.
1) The proposed roadways under construction will provide very good
access to the Laukka-Beck site and make it prime for development.

providing to this could be much greater if developed residentially vs.
commercial or industrial. In doing the same comparison for single
family development, staff has calculated that approximately 545 dwell-
ing units could be constructed, and if each home were valued at approx-
imately $100,000, the tax revenues generated would be approximately
$599,000 or $600,000 tax revenue. Also, the services provided to this
type of development would also be greater than�developed commercial or
industrial.
Hopefully, these different scenarios listed above provide some differ-
ent alternatives as to what could happen to this site if the race track
facility was not selected or approved by'the City as a permitted use.
Staff has tried to lay out all possibilities and provide "worse case"
situations as to how the property could develop and may develop if the
track facility is not approved by the City as a permitted use within
the planned development proposal.
Another item that was brought up at the July 26, 1983 meeting was in
regard to park dedication for this particular mixed use development
proposal. A preliminary review has been made by the Park Commission,
and there is a preliminary indication that if the site develops all
commercial in land use, the Park Commission would then be looking at
some type of cash dedication to satisfy the park dedication require-
ment. The developer should be put on notice that there is a commer-
cial park dedication fee. However, the exact numbers of this fee can
be worked out with the detailed phases of the development, and once
the City has determined if any credits or amenities are built in to
the site, how these credits would be calculated in the overall fee.
If the development would not all develop in a commercial fashion, than
the Park Commission has suggested that this development proposal be
rereviewed by the Park Commission to look at areas which could be ded-
icated in land to satisfy the park needs of the residential neighbor-
hoods which would be created. Therefore, at the present time, with
the proposed intentions being all commercial orientated, it is staff's
understanding that the Park Commission will be recommending a cash
dedication for the park contribution for the mixed development propos-
al.
This memorandum has attempted to do an analysis of the mixed develop-
ment proposal strictly on a land use basis not taking into account
any of the socio-economic conditions which go with some of the propos-
ed uses in the mixed use development. Therefore, the material present-
ed has strictly tried to analyze on a land use by land use basis with-
out implying any of the socio-economic concerns which were brought out
at the last Advisory Planning Commission meeting.
In reviewing the traffic generated on the peripheral site, it appears
that when total development occurs, the peripheral area will generate
approximately 23,000 trips per day. If the track facility is incor-
porated, the additional traffic, as staff understands it, would be ap-
proximately 7,500 additional trips disbursed at different times during
the day which would not significantly impact the traffic generated from
the peripheral uses. The peak event periods of the track facility

concerns of the proposed develapment. Therefore, the Advisory Planning
Commission discus�ed fire and police access and fire protec�ion of the
proposed £acility. The APC addressed the sacio-economic concerns stating
that prior to any decision, this study should be completed and the con-
cerns be addressed as conditions in the planned development agreement.
The next item the Planning Cammission discussed was the terms of the plan-
ned development indicating that the peripheral uses and the race track
shauld be separate, and that two time schedules should be set up in the
planned development. They suggested that a 10-year planned development
agreement be aliowed �or the peripheral use, or the development of the
2,035,000 square feet of affice/office showroom/retail and a 3-year term
be allowed an the Class A race track facility..- �ur�hermore, the under-
lying zoning be removed in the three years if the race track is not the
ane the Racing Commission chooses for the ane race track facility in�the
State.
The Advisory Planning Commission deliberated in length as to what should
be included in the planned development, and that it was the understanding
of the APG that since conditions have not been set at this time, that
these conditions will be prepared by staff and the final planned develop-
ment agreement be reviewed by the Advisory Planning Commission prior to
approval. They have alsa indica�ed that the planned development agree-
ment shall be prepared withiri four months of approval by the Eagan City
Council. .
Wi�h these items discussed, the Advisory Planning Cammission recommended
approval of the mixed use development incl.uding a Class A race track fa-
cility and preliminary plat, Laukka-Beck Eagan, and this item has been
scheduled for the Sep�ember 6, 1983 City Council agenda for Council con-
sideration. . �

(5) Soils: Soils are clean sand below 8" of loam with
excellent percolation characteristics. Site is
medium-dense wooded on slopes.
(6) Flora/Fauna: Large deciduous trees in southern
(upper) half of site. Mainly Bur Oak, Northern Red
Oak and an assortment of conifers. Oaks are majestic
and are being carefully protected in this plan. No
trees are being removed in this site development.

Grading: Finish grades are shown in dotted lines.
(9) Landscape plan: Al1 trees are to be preserved. Their
caliper and type are shown on drawing. The remainder
of site will be preserved in grassy open areas or as
occurs naturally on wooded slopes.
(10) Drainage: No change to drainage from site. See
arrows on plan. Sanitary sewer is shown on plan.
Storm run-off maintains existing, natural flow.
(11) Erosion: Due to the nature and scope of project, no
unusual erosion is anticipated. The site currently
does not suffer from erosion. Erosion during construc-
tion shall be controlled by a hay-bale barrier at
contour level 928 as shown on plan.
Proposed structure: Private residence, two stories plus
basement, 18' x 65' x 25' ht., long axis east-west.
Paving: Driveway as shown and miscellaneous paved walks.
Access: Vehicular access from Hunter Lane on driveway
shown. Pedestrian access same.
Parking: Two car garage and vehicular drive and turn-
around.
Public Use: None.
Excavated Soils: See plan to west of garage.
I hope this submission satisfies the requirements for your review
and for City Council approval. We regard this site as a very
special place and are placing emphasis an site protection in the
construction of our new home and the preservation of its existing

training will be available for less than $500.00. I presently�have oney in
my 1983 Training Budget to cover that cost. �

City of Mendota for their new Dakota County Housing Redevelopment Authority
funded sanitary sewer system. To accomplish this the Metropolita Waste
Control Commd!ssion will be extending a line from Mendota Heights' trunk
sewer at Lexington Avenue and Trunk Highway 13. MWCC will then a quire
the existing Mendota Heiglits trunk line all the way to the headho se in

Mendota Heights. has five residents along this new trunk sewer lini
