CASE 4�83-22, SCHWARTZ, Mr. James Schwartz was present to request a w
WETLANDS PERMIT for Lot l, Block 4, Furlong Addition (1290 Ke

As far as any amenities on the site, there would be none. I
was also noted that the length of the cul-de-sac may be too
lon� and the width of the street is too narrow. Also the turn
around at the end of the cul-de-sac is too small. The house
proposed for Lot 7 would be too close to TH 13. Commission
members felt that the site would be crowded with six homes,
even though the lots were all over the 15,000 square foot
minimum lot size.
After a lengthy discussion, Mr. Smith thanked the commission
members for their time and input.
CASE ��83-23, NOI�IAN, Mr. Tom Norman, 674 South Freeway Road, was present, to request
UARIANCE a variance for M ichael Thomas, 693 South Freeway Road. Mr.
Norman indicated that he had seen Planner Dahlgren the day
before and City staff received his variance application on the
afternoon on the Planning Commission meeting, thus the commission
had nothing to look at in their consideration and discussion.
Mr. Norman noted that the variance would be for Lot 9, Block 3,
Jefferson Heights, or 687 South Freeway Road. The home to the
east of this lot, owned by Susan Wells, 679 So. Freeway Road,
sits back some 160-170 feet from the front property line. Mrs.
Wells had given her written approval to have a new home con-
structed on the normal 50 foot setback from the front property
line. Planner Dahlgren noted that the proposed home would lc
better if it were set back further on the lot, if the grades
allowed that to happen.
Some commission members felt that the valley between the two
lots could be filled in order to move the house back further.
Other commission members felt that it would be no problem to
construct the home at the 50 foot setback.
After a considerable amount of discussion, Blesener moved to
recommend approval of a variance to construct a residence at the
normal SO foot setback, subject to the proper papers being filed.
Morson seconded the motion. Voting: 6 ayes, 1 nay, Kruse.
CASE 4�83-24, Mr. John Salisbury, 1450 Wachtler, was present in the audience
SALISBURY, to request a variance for his proposed swimming pool. He had
VARIANCE not filed a variance application as he was not aware that he
needed a variance until late in the afternoon of July 26th,
when his pool contractor noted a discrepancy in the pool staking.
Mr. Salisbury noted that he has a large Silver Maple tree that
would be very near to where the excavating would be and he wished
to be able to save the tree if possible.
After some discussion, Frank movedto recommend approval of a six
foot rearyard setback variance to allow construction of a swir '����
pool 24 feet from the rear property line, subject to approval
of the neighbor to the rear. Burke seconded the motion.
(No vote at this time).

SUBJECT:' PROPORTIONAL REDUCTION OF 1984 LGA - ALTERNATIVE METHODS
The Department of Revenue �vi11 soon be making a decision concernir�g the in

Two major alternatives are now being considered by.the Revenue Department:
1. The first, advocated by cities of the first class, arould reduce the
aid factor" of each city. (The "preliminary aid factor" is the amount

COMMENT: This alternative benefits cities whose preliminary aid amount e

The cities which would appear to bear the brunt of this method are:j a) t
�vhich receive LGA on the preliminary aid factor (i.e., the maximum provis
constrain them - they are "on the formula"); b) "borderline cities" ►vhich
on the "formula", but which may be after the proportional cutbacks; and c
which receive LGA on the basis of the "3/4 mill maximum decrease" provisi

WNEN AND NOW WTLL A DECISION BE MADE?
On July 15, representatives from the cities af Minneapolis and St. Paui met with the
Department of Revenue on this matter. Feggy Flicker, LMC Legisiative Caunsel, attended
on behalf of the League. At that time, Minneapalis representatives indicated that the
matter of praportional reduction had been discussed during deliberatians on LGA at the
1983 Legislature; that the Iegislature intended that A3ternative I be used; and that
this method is most consistent with the property tax relief purpose of LGA.
Several key legislators are apparent]y writing letters ta that effect to the Department
of Revenue at this time. Cities informed and aware of the pending decision are cantacting
the department. If your city has a concern in this regard, please contact the affTce of .
the CommTssi�aner of Revenue to express your city's views. Cantacting the League wil:l also
pravide informatian for the L�•iE Board of Direetors an the matter.
The LP9C Board af Directors will meet on Thursday, August 4, ta discuss the questions
raised by the current situation. Arthur Roemer, Minn�sota Gommissioner of Revenue, has
indicated that he is 9nterested in proceeding to make a decision in the matter and may
do so before actual data on the exten� of the shortfall is available since it is the
concern of the department that a process be in place to determine the calculations of
LGA distribution for 1984.
The Department af Revenue anticipates that all data necessary ta determine the 3984
LGA distribution wi11 be available by the end of July. Only then wi]i the department
k�aw the extent of the shortfali and how each city would fare under each alternative.
Time is of the essence. It is a ma�ter that will be decided soon.

Richard Einck of Dodd Construction has submitted the final pl,at fo
Kingsley Estates Addition for City Council approval. Staff has re
viewed the plat and finds that it is substantially as preliminarly
approved by Council on June 7, 1983. (
Since that preliminary approval Mr. Einck has executed a Developer's
Agreement (attached) and petitioned for public utilities to serve
the property. The City Engineer was directed by Counci.l to prepar
a feasibility study. Ed has completed the study and is in�your pa ket
for your review. ;
Subject to final plat approval, Staff requests Council approve tha
feasibility study and order the plans and specifications be prepar d
for sanitary sewers, water mains and storm sewers to serve the project.
The final (really should have been the first) item�in this matter is
vacating the existing streets from the two underlying or orginal plats.
A public hearing is required to do these vacations and the notices a.nd
publications have been set for a 7:30 P.M. hearing tonight. It se ms
to me that if Council concurs with the concept of the proposed Kin sley
Plat, vacating the existing streets should just be a"rubber stamp".
I have attached the required resolution approving these street va� tions.

8.99 acres in the southeast quarter of Section 22, in Mend ta
Heights, more particularly shown on the plat known as Kings ey
Estates Addition; and
WHEREAS, public services are needed by the Developer f om
Mendota Heights in order to proceed with said development;

1. Developer will petition the City for needed pub ic
improvements (Sanitary Sewer, Storm Sewer and Watermains). Dev 1-
oper agrees to pay $3,600.00 excrow to the City as per Ordina ce

2. Developer will provide at no cost to the City all nee
temporary construction easements to install said improvements.
3. Mendota Heights will proceed as expeditiously as pos
ble with hearings and such additional proceedings as� may

6. Storm water drainage toward the west boundary of the
property has been pointed out as a concern, design of a holding/
detention pond by the City will be coordinated with the mass
grading of the site by the developer. New construction will
be designed not to increase runoff rate down the ravine to Trunk
Highway 13. Runoff toward Lexington Avenue has also been a
problem and a detention �pond may need to be added on the east
side of the development.
7. Developer adds six additional lots in this replat and
agrees to contribute $3,600.00 ($600.00 per lot) for a park
contribution. The first half shall be payable before execution
of the final plat or before a building permit is issued by the
City and the second half due before January 1, 1984. .

Mr. James Schwartz is making application to build a home at the end of Kendon
Avenue off Trunk Highway 55. There is no sewer or. water available in this
subdivision and the City has been allowing construction with wells and septic
systems. Mr. Schwartz's lot abuts LeMay Lake and as disoovered in the past,
these lots are not large enough to accomodate construction without wetlands
permits. (100' setback required for structures, 150' required for septic
systems)
Mr. Schwartz has comnissioned a soil testing flrm to study the feasibility
of placing his septic system on the site. The location they recommend falls
within 60-70 feet from the lake.
City sewer and water facilities are planned for construction in this area
within the next 5 to 10 years and are to be partially funded by the Tax
Increment Financing District (T.I.F.). The collector sewer lines will be
installed along the lake with laterals running up the streets. This �eans
the City needs easements from Mr. Schwartz to allow for that construction,
Staff concurrs with Mr. Schwartz's Soils Engineer's report and recommend sub-
ject to receipt of letters from contiguous property owners approving this re-
quest and Mr. Schwartz granting the needed utility easements that the Planning
Commission waive the required public hearing and grant Mr. Schwartz a wetlands
permit to allow construction of his septic system no closer than 60 feet from
the wetlands boundary.

1. The property in question is a 1•Q f acre tract at the far easterly�
the Kendon Avenue cul-de-sac. The property is contiguous to�Augus
located easterly of the parcel. I
Mr. Schwartz proposes to construct a 2,400 square foot geodesic doi
with two occupied levels. Contiguous on the westerly side is a pri
double garage connected to the geodesic dome with a link. The homE�
proposed to be located on the higher land on the site which is immE�
south and southeasterly of the end of the cul-de-sac.

2. The applicant has hired Soils Exploration Company to conduct test orings,
percolation tests, and prepare a disposal field design.� A copy of their
report is attached.- Attached also is a copy of a site plan indica ing the
contours of the property, the proposed location of the hame,�and t e
proposed location of the septic syt�n�and drainfield. The Public orks
Director, the Building Inspector, and your Planner have met with . Schwartz
to review the proposed sewage system design, and results of the fi ld testing.
It appears that to place the�system 150 feet distant from the lake would
locate the system on that area of the land best suited for the loc tion of
the house and qarage. As proposed, the home will exceed the'100 f t distance
from the lake required, but the septic system and drain systan wil be a
minimum of 75 feet from the shoreline. � �
One of the objectives achieved in the design is for the sewage to low by
gravity from the lowest level of the house to the drain field syst . To
accomplish this objective, the drain tile trench would run north a fl south
parallel tb contours varying from nine feet to 9.5 feet above the ake
level. The engineers from Soil Exploration Company reconmmend this
location as the best solution. �

five to ten years. Thus, the private disposal system is, in effect, a
temporary solution. Mr. Danielson, the Public Works Director, says that
when the public sewer system is installed, that it will be located in an
area along the lakeshore with laterals coming down the hill on the various
east-west streets feeding by gravity into the collector system along the
lake. A p.umping station will be located at an appropriate point to force
the sewage up to the main's easterly of Highway 55. Thus, Dir. Danielson
recoIIanends that as a condition to this permit that we get an easement
100 feet wide along the easterly side of the property, and a 50 foot
easement on the north line of the property so as to ultimately acco�todate
this portion of the public sewage system. Jim•Dani.elson has prepared a
regort for the Planning Commission and Council with his co�nents regardinq
the sewage disposal questione
4. It would appear that based on the circ�astances and physical layout and
terrain of the site, that appropriate location for the house is in the
vicinity of the area proposed in the southwesterly quadrant of the parcel.
It would appear too, that to serve this house by gravity, that the proposed
location of the drain field presents a practical sol.ution. Inasmuch as the
City has a program for ultimately providing public sewage facilities to the
site, it would appear that the location as proposed would be acceptable as
an interim temporary solution. . .

On June 1, 1983, we put down four soil borings and
percolation tests. We are sending you four copies
report. One copy is being sent to Mr. Paul Berg,
inspector for the Village of Mendota Heights.

The copies of our actual field logs (hand auger borings) and
percolation test sheets are attached. Also included are general
logs of the five borings (#A through E) made by you, based on
the soil samples delivered to our office b.v you. Locations of
the borings and tests made by us were dimensioned from the existing
chainlink fence and the line of power poles, and are shown on
the attached sketch, which is a copy of the site plan drawn by
Bart Ahrens. The borings made by you were spotted on the site
plan by you. The ground surface elevations at our boring
locations were estimated from the given contours. .
SOIL CONDITIONS
The sofl conditions are quite similar throughout, consisting of
sand with a little dark colored silty sand (sandy loam) topsoil
at the surface. The sand (SP) classifies as a sand which approaches
a loamy sand according to the USDA system. The primary exception
is the layer of silty clay found from 7'-8' at our boring #1.
GROUND WATER
Ground water was noted at about 62' at boring l, which is in the
lowest area tested. This level� is similar to that measured at
your boring A. This is about 22' higher than the level of the nearby
lake, according to the contours given on your site plan. It should
be expected that ground water conditions will vary somewhat both
seasonally and yearly, and v�ill be influenced by the level of the
nearby lake.

For a type II house the design sewage flow is about 375 gal/day. W'e sugg st that a
percolation rate of 4-5 min/in should be used for design purposes. Based on the above
information, we calculate that the treatment area of the trench should be about 310
sq. ft. for 6" of filter material below the perforated lateral line�s. Fo 2' wide
trenches,the total lateral lines should be about 155', j
Because of the excellent soil conditions found, we think that a variance i the wetland
setback requirements should be allowed, provided that the future expecte high water
mark is no more than 42'-5' higher than the present lake level, which we y�nderstand'is
at about USGS elevation 832'. ! I
If the variance is allowed,we suggest that one long trench be placed in tt
direction, following the 92'-10' contour. Placing a drop box at the centE
will allow for 77' lateral iines extending in both directions from the bo�
that the 6" of filter bed material be clean gravel consisting of 3/4" to �
material and that it be placed to a minimum of Z" above the lines. ,The gr
be protected with a minimum of 4" of straw or marsh hay covered with red r

We have two issues to deal with in regard to the variance
1. Ordinance 401 4.6(4)b which states whenever buiT��iings havE

beyond a line drawn between the forward most portion of 1
neareast building on each side. �

The applicant is proposing a 50 foot front yard setback for t
new home. According to Mr. Norman the house to the west (68G
Freeway Road) is set back 50 feet from the front property lin

would require a setback in excess of 1/3 of the average lot d

lot to be developed. Staff feels it would be a hardship to 1
the new home back any further than 50 feet. Mr. Norman has o

LEXINGTON HEIGHTS APARTMENTS
PROJECT DESCRIPTION
This proposed market-rate apartment project will be located on
a 19 acre site south of Wagon Wheel Road on the east side of
Lexington Avenue in the City of Mendota Heights. It will
consist of 189 rental units in three buildings of 63 units each.
Each building will contain underground parking, an elevator and
such interior amenities as �security system, a meeting room, and
laundry facilities. Each unit will contain.a range, oven,
refrigerator, disposal, carpet, and unit air conditioner.
Project amenities will consist of a tennis court and tot lot.
The project will provide 475 total parking spaces, of which
a total of 201 will be underground. The total development
cost will be approximately $9 million. The buildings will
consist of pre-cast concrete and wood frame construction, with
brick and wood exterior finish.

We intend to obtain FHA mortgage insurance for this project under

would contain 6 parcels of which Lot 1, Block 1 would cont in the

ZONING AND LAND USE
Presently, the 450-acre parcel is zoned RSC=PD (Regional S
ter Planned Development District) and would allow use:s ass
a regional center. The proposed land use also designates
as a commercial planned development and could allow ai mult
uses under this definition.
NOTE: Staff would like to poirit out that this particlular
been zoned RSC-PD (Regional Shopping Center Planned Develo
trict), but at the present time, does not have a planned d

regional shopping center to be constructed by Dayton-Hudson back in
the time when Dayton-Hudson was developing shopping centers. It is
the staff's understanding that at the present time, Dayton-Hudson no
longer owns the property, and the likelihood of a regional center is
far removed for this particular parcel.
In 1977, this particular site was in consideration for the relocation
of the stadium. The site was within the three selected for consider-
ation for the relocation and construction of the Metrodome. In 1977-
78, the City withdrew its support for the stadium location because of
the funding the City would have to contribute to provide temporary ac-
cess for a stadium facility until the Interstate system was complete.
Therefore, this particular parcel has had some interest, and the City
is anticipating some type of commercial development associated with
this parcel.
The concept submitted for the July 26, 1983 public hearing will con-
sist of a commercial/retail site of approximately 200-210 acres and
a Class A race track facility consisting of approximately 240 acres.
In reviewing this concept, it is staff's understandinq that the ap-
plicants are wishing to pursue the race track as the first phase and
immediate concern,with the retail uses as a secondary concern at this
time. In review of this concept, the proposed racing facility would
be located in the southeastern portion of the site. The most wester-
ly and northerly parcels are being proposed to be the office/retail
uses in the.overall planned development.
In trying to review this particular site plan on a parcel-to-parcel
basis, the first place to begin is with the proposed circulation pat-
tern which would separate the uses within the site. The applicants
are proposing the main access to this parcel off of T.H. 149. The
major access proposed would be the southerly of the two accesses off t
of T.H. 149. This access would be a looped road bisecting the com-
mercial area from the proposed race track facility. There would be
secondary accesses off of Blue Gentian Road which is being realigned
to be a service road for I-494 and also a secondary road off of the
proposed looped system to Lone Oak Road. In reviewing access to
this site, the staff feels at this time that the major traffic pat-
terns bringing traffic to this site will be from I-35E and I-494
with T.H. 55 and T.H. 149 from the south. Therefore, the main ac-
cess to this site is from the arterials and not being proposed from
County roads. ,
Rs stated earlier, the applicant is proposing five general areas for
office commercial and office showroom along with the race track fac-
ility. The acres involved in the commercial area will be approxi-
mately 202-210 acres. The proposed square footage could be in the
neighborhood of 2,750,000 square feet. Therefore, the magnitude of
the commercial potential on these five parcels can be seen which
constitute less than 1/2 of the total site proposal. It is staff's

1) THE RACE TRACK �. '

overflow parking of 3,63�0 for a total of 7,730. The access to the
parking will be from the major loop street from T.H. 149. There
will be a secondary access off of Lone Oak Road to the parking area.
The projections for persons attending a normal racing day would be
in the neigborhood of 7,000-8,000 persons. The surfaced parking
should be more than adequate to handle the daily crowds. The appli-
cants have indicated that one or two times out of the racing season,
there may be major events which may generate in the neighborhood of
15,000-20,000 people. That is why the grass parking, or secondary
parking, is provided to handle these exceptions which would occur
once or twice throughout the racing season. The entire secondary
parking will be graded and sodded so as not to create a sea of black-
top, and the one or two times this secondary parking is used, the
people will be parking on the grass. Therefore, the visual image of
the parking with a combination of asphalt and greenery will be more
appealing than just providing an overall asphalt parking lot.
4) OFF-TRACK USES
It is proposed that during the racing season, there will be about
800 horses being stabled at this racing facility for the racing sea-.
son. The applicants are proposing eight large horse barns with an
expansion capability of 14-15 barns. Between the horse barns pro-
posed will be the exercise area and areas where the horses will be
groomed and maintained. It is staff's understanding that the manure
generated by the horses will be removed on a daily basis. There are
also areas for feed storage and equipment and other uses that will
have to be defined in more detail. The applicants are also proposing
to provide fencing completely around the storage, or off-track area
and their own internal security for the horses. There will be a gate
entrance for employees and jockeys, or anyone associated with off-
track facilities on Lone Oak Road. Therefore, there will be no con-
flict between the general public accessing the facility and the work-
ers and operators of the track facility.
The race track facility is proposed to generate some major employment
for this general area. The employment would range in the general
areas from ground maintenance, security, retail for the'restaurant,
and also people to work in the pari-mutuel betting for this facility.
Consequently, there will be many spinoffs of different types of em-
ployment that this particular facility will generate.
The applicants have indicated that timing on this facility would be
determined by the Racing Commission which is just being appointed
by the State. It is their indication that a track facility could be
in operation as early as the summer of 1985. This is the time sched-
ule the applicants are looking at to get the approvals necessary and
construction of this facility complete for the racing season for May
or June, 1985. This should correspond closely with construction of
the major freeways within this general area. It is the City's

5) Financial concerns - It is the City's understanding that the
applicants, if approved in concept, may ask the City ta help
�inance the project through providing a tax increment district
and granting revenue bonds for this development request. Con-
sequently, what affects would the tax increment revenue bonds
have on the City's bond rating and ather projects in�the City.
Also, is the partnership financially secure i� approved to
move ahead with this particular.developmen� proposal.
6) Social concerns regarding gambling and what impacts wi11 a
race track have tQ the surrounding residential and proposed
commercial. Also, what impacts would a race track have in
regard to the image of the City af Eagan. Will the race
track draw other commercial uses or would it impair o�her
commercial development. .
7) Timinq of the race track facility with the timing of I-35E and
I-�94 - There should be a detailed review as ta how this pro-
posed facility would tie in with the canstruction dates set
or whatever methods wauld have to be provided on a temporary
basis far this �acility to have adequate circulation until
the Interstate system has been completed.
Since this item is just caming far publzc hearing, staff has receiv-
ed very little input from the citizenry in regard to their concerns
�or this devslopment prbposal. More than likely, after the public
hearing, there will be a number of items that the Advisory�Planning
Cammission will also have.the staff address in regard to this par-
ticular proposal., Therefore, staff is in the process of working on
�he above cancerns and will be awaiting the cancerns irom the gen-
eral public. Staff will then try to address all af these in a mare
detailed document regarding this race track facility. Therefore,
this report does not at�empt ta address al1 of the is�ues in regard
to this proposed planned develapment. Hopefully, with additional
input from the general public, sta�f wili then be able to provide
a detailed report in regard to the issues and concerns and address
each af the issues that are brought out at the public hearing.

The present racetrack site plan shows two alternatives for praviding trunk
water main to serve this area. Alternate B appears to provide the more sat3s-
factory service to �he area, However, some additional consideratian must be
given ta the laop shown to be installed in the future ott Blue Gen�ian Road.
Also, additional information will be required relative to the water usage re-
quirements anticipated for the racetrack as well as for �he proposed future
business and commercial developments in the area adjacent to the racetrack.
A phasing plan will probably be required in order to provide adequate service
to this area as it is developed.
STREETS
The praposed development provides ane major and one minor access into the
groperty fram T.H. I49, a majpr access from the norCh from Blue Gentian Raad
and a minor access ta Lone Oak Road near the southwest carner of �he develop-
ment. �„lso, a private minor access is propased at the sauth end af the race-
track for special uses such as horse trailers and cancession trucks for the
grandstand. It is understood that a detailed traffic analysis study and re-
port is being prepared and will be pravided with traffic flow,infarmation for
the proposed racetrack use as we11 as future business and commercial uses in
the acijacent praperty. Further study will need to be given Ca the traffic
patterrn and traffic flow for this area. The upgrading of T.H. 149 and the
completian of I-35E and I-494 will a31 have a very positive effect on �he sat-
isfactory traffi.c flaw in this area. .
RZGHT-0�'-WAYIEASEMENTS
The necessary rights-af-way for internal streets are expected ta be dedicated
in the final pla�. Also, all easements required for sani�ary sewer, water
main and starm sewer which are ta be parts of the City utility systems will be
dedicated. Storm water ponding areas are also expected to be provided by
easement. Additi.ana2 easements will be required on aII exterior 2ot lines and
certain interior lot Iines where an evaluation of future drainage requirements
sa indicates.

reason or another, the informal concept oLZ August 9th would not be sa isfactory,

what cities of comparable size pay their personnel. If the same level of service
is to be maintained, then something must be done to keep quali.fied and experienced
personnel on the payroll. If not, the City will be staffed by a vast majority of
inexperienced personnel and the ones that will suffer the most will be the citizens
of Mendota Heights, by the lack of quality service experienced personnel are able
to give.
When the 1983 budget was prepared, we were given a 6% increase, which was
considerably less than increases of previous years. No one was happy with the 6%
increase, but we accepted that because of the state cutbacks and shortfalls. Now
it seems that things have changed and there is an abundance of monies being used to
pay the salary of inexperienced personnel, while we are still living with the 6%
increase. If our salaries are low due to the cutbacks, how can the salary of new,
inexperienced employees be justified? If the money has been there all along, why are
others being penalized?
We work to help support our families and meet our financial obligations. We
are not working just to fill in part of our day as may have been the case years ago.
We respectfully request a joint discussion on this subject as it is a major
concern of ours and hopefully one of yours.
NOTE TO COUNCIL:
The foregoing Memo represents the thoughts of three employees concerning
compensation rates. These three employees (and several others) are compensated
at rates well below the median for other cities. In fact, the Nfendota Heights
Police Clerk and Mendota Heights Engineering Secretary compensation rate is lower
than any other city except Coon Rapids, and that comparison may be invalid.
Data on other relevant state activities is attached. A copy of the approved
1983 Salary Proposal is attached. Note disparity between approved 1983 Mendota
Heights Rate (right-hand column) and penned in 1983 Mean.
A major study and compensation plan should be authorized and conducted during
the time when the two Administrator duty times overlap. If early adjustments are
considered, at least one other position should be included in the consideration.

Kingsley Estates is a condominum development on the west sid of
Lexing�on Avenue north of Marie Avenue. It was formerly kno n as
Snelling �iew Replat. Kingsley Estates, now being develap d by
Dadd Construction Campany, Inc., will require municipal san'tary
sewers, starm sewers and watermains. Dodd Construction pla s ta
install and maintain private streets within the complex. The
Developer intends ta do site grading, including the streets and
surface water halding pond. �
Because af adverse grades, a sanitary sewer connection�at Le ing-
ton Avenue will require a limited amount of more than 20 foot deep
construction. There is no other way ta serve this develapment.
Watermains wil2 cannec� to an existing 12 inch trunk 2in on
Lexington Avenue and as shawn on the attached drawings wil be
almost completely laaped within the development. I

Based on the proposed si�e grading, surface waters will be dir ct-
ed along the raadways, some �o Lexington Avenue, but mastly o a
panding area at the west end af the development, Runoff from the
ponding area will follow an existing ravine to Highway 13 wher an
existing 24 inch culvert under Highway 13 leads to Lilydale and
the River. The holding pand will have an autlet cantrol faci ity
and Staff will look into the possible use a£ Gabion Baskets in the
ravine to further curtail runoff and siltation. �
To install san�tary sewers, watermains and to control sur
water runoff will require the fo2lowing: �

Constructian oi sanitary sewers will require the installtion
approximately 1,480 feet of $ inch pipe and appurtenances at
estimated cost of $52,000.00, including overhead, fees a�nd con
gencies, ,

Water extensions will require the installation of appraximately
1,636 feet of 6 inch pipe and appurtenances at an estimated cast
of $32,000.00 including averhead, £ees and contingencies.
STORM SEWERS
To control surface water runoff wi2l require the installation of
same short segments of 12 inch cancrete pipe, inlet and outlet
structures a steel sheet piling core in the outlet dike and gabian
basket� in the ravine for an estimated cost of $25,425.00 includ-
ing averhead, fees and cantingencies. The need for and the amannt
of sheet piling and gabion baskets will be more accurately
determined when construction drawings are ordered.
The above proposed project is reasonable, is feasible and is
hereby recommended for construction,
In that the Develaper has submitted a petz�ion for the utilities
and has also waived the need for a hearing, i�. remains for the
Council to accept the feasibility report ar�d to direct Staff to
proceed with the preparation of plans and specifications.
The Developer has indicated a preference far contracting and
installing the utilities privately, however, in that it always has
been the policy of �he City to maintain control af the installa-
tion af the these Eacilities, it is recommended that t�he City
advertise publicly f or the work and do the necessary engineering
and inspection to provide a complete praject.

These final estimated casts are belaw what was included in �he fea ibi�ity
report. The sanitary sewer and watermain assessments remain ihe s me as
the feas�bility estimate because an assumed or calculated rate was used.
This was done because the actual per foat costs for these items ar greater,
than an average rate in the Ir�dusiriai Fark. The street ar�d s�o�m sewer
costs were reduced ta reflect the actual costs. 'I
There are nine unique assessments an the roil and Staff wi11 be pre�pared
to discuss the individual cases Tuesday evening. �
