"This notice is to advise you, that, effective upo receipt,
you are suspended from your employment at SPEA wit out pay
pending full investigation of a complaint from a m mber
firm concerning you.
"The complaint alleges that (a) you billed the fi for mile-
age and/or other expenses, (b) that your statement was paid
by the member, and (c) that you kept the money. A check of
your own handwritten timesheets and mileage reimbu sement
sheets shows that SPEA also paid you for the same ileage.
"After investigation, if.the complaint is found t
you will be reinstated with full pay. If the com

recommendation to the full Board of Directors who
make a final decision relative to your continued

It is important to note that neither SPEA nor its Board accused Tretter
of anything. Nowever, one of his accounts did report that he billed
and callected money fram them in violation of a Baard directive pub-
i�shed in November 1977 which states; �
"Member firm billings: All bi7lings will be on SPEA statements
with the remittance payab7e to SPEA. No ather plan is permiited.
Member firms located 50 miles away from SPEA ar 100 mile round
trip wili be biIled (rate ta be sei by Executive Carrunittee, but
not less than 16.5� per mi1e) if such firms are not on a time
charge basis. If on time charges, there wiil be na mileage
billings. No one will be billed both time charges while
traveling and mi7eage charges."
Since the investigation was started, it has been disclosed that the
ruie above was vialated in more cases than just the comp�aining
company case.
It appears to be a fact that Tretter is now employed elsewhere. If
so, we think SPEA members are entitled ta know what 9ncident precip7-
tated the change, hence the foregoing exp1anation.

are pleased to repart that a number of companies have already made
this decision. Needless to say, we are complete�y prepared to service
your account just as efficiently as ever, and continue the research
backup�which we have-always had, which no new company couid possib�y
duplicate.
We would appreciate a vate of canfidence that your membership in SPEA
wi11 be continued on the same basis as before. We feel certain that,
given the same set of circumstances wiihin your awn company, you
would have made the same decisians as SPEA's Board. May we have a
